Mark Cook requested to remove Item #5 from the agenda. REQUEST TO AUTHORIZE CHAIR'S SIGNATURE ON JOINT ENDORSEMENT FORM SUPPORTING THE FEDERAL LANDS ACCESS PROGRAM GRANT FOR LIBERTY ROAD - SWAUK CREEK BRIDGE REPLACEMENT PROJECT Mark Cook gave background on the success Public Works has had in securing grant funding for projects through the Federal Lands Access Program. Mark Cook continued stating that last year staff worked with the Forest Service on a proposal to support a timber sale in the Liberty area however, the bridge crossing Swauk Creek is currently load rated. Mark Cook added that this grant program is a valid funding source to get the current bridge replaced and would allow for the Forest Service to continue with the restoration plan that began back in 2012. Mark Cook stated that staff is seeking the Chair's signature on the Joint Endorsement Form to include in the grant application package. Discussion was held. Commissioner Cory Wright made a motion to approve the Chair's Signature on the Joint Endorsement Form supporting the Federal Lands Access Program Grant for Liberty Road - Swauk Creek Bridge Replacement Project. Vice - Chairman Laura Osiadacz seconded the motion. Motion passed 2-0. HYAK MAINTENANCE FACILITY Mark Cook gave background on the progress being made by Snoqualmie Pass Utility District on upgrading their wastewater treatment facility, the approval of their franchise and the expansion of the company. Mark Cook continued that the services Public Works provides in the area eventually slowing down and the issues being faced by Public Works with snow removal it appears that vacating the current building shared with SPUD in the Hyak area is a possibility. SPUD has asked staff to provide a cost for the building to be purchased 2020-11-23 MINUTES and utilized for office space and possibly enter into an agreement to allow for Public Works to continue storing snow removal equipment until a decision is made on continued snow removal operations in the area. Discussion was held. Staff was directed to conduct a cost evaluation for the building. SPARKS ROAD QUIT CLAIM DEED Mark Cook gave background on the next phase of the Washington State Department of Transportation (WSDOT) I-90 Project and stated that WSDOT and the County had amended an agreement under Resolution 2020- 126 allowing for the conveyance of a portion of Sparks Road. Mark Cook continued that after review of the legal description on the Quit Claim Deed staff noticed WSDOT of corrections to be made. Mark Cook added that WSDOT declined to use the corrections suggested and that no further discussions were to be had on the issue. Mark Cook commented that staff would like to move forward with the document as proposed by WSDOT and complete the transfer. Discussion was held. Staff was directed to bring the Quit Claim Deed forward at an upcoming agenda session for consideration. COLEMAN CREEK AT VANTAGE HIGHWAY UPDATE This item was removed from the agenda. Meeting adjourned at 2:06 pm. 2020-11-23 MINUTES KITTITAS COUNTY COMMISSIONERS KITTITAS COUNTY, WASHINGTON Laura Osiadacz, Vice -Chairman KITTITAS COUNTY DEPARTMENT OF PUBLIC WORKS PUBLIC WORKS — BOARD OF COUNTY COMNHSSIONERS STUDY SESSION STAFF REPORT STUDY SESSION DATE: November 23, 2020 TOPIC: 2020 Washington Federal Lands Access Program Grant for Liberty Road Swank Creek Bridge Replacement ACTION REQUESTED: Authorize the Chair's Signature on Joint Endorsement for support of project LEAD STAFF: Mark R. Cook RECOMMENDATION: Authorize the Chair's Signature on Joint Endorsement showing support of the project. BRIEFING SUMMARY: • Liberty Road Bridge at Swauk Creek is load limited. • The United States Forest Service is unable to move forward with a pending timber sale and implementation of its 2012 Swauk Pine Project (timber sale and stream restoration). • PW does not have sufficient local funding for replacing the bridge. • PW does not have sufficient resources allowing a multi-year deployment of a temporary bridge. BACKGROUND: During late 2019 and early 2020, PW worked with USFS staff attempting to solve access restrictions to the Liberty area. The load limited bridge crossing Swauk Creek is thwarting attempts to open a timber sale that is much needed addressing the concern for cataphoric wildland fires in the Liberty area. A long-range stream and forest restoration plan (Swauk Pine Project — USFS) is not able to move forward in the absence of bridge replacement. PW desires submitting a Federal Highway Administration, "Federal Lands Access Program" grant replacing the Swauk Creek bridge at Liberty Road. The grant application requires Board of County Commission support. The USFS and others are being pursued for letters of support. FISCAL IMPACTS: Preliminary cost estimates for replacing the load limited bridge exceed $2.5 million. KITTITAS COUNTY DEPARTMENT OF PUBLIC WORKS PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS STUDY SESSION STAFF REPORT STUDY SESSION DATE: November 23, 2020 TOPIC: HYAK Maintenance Facility ACTION REQUESTED: Support Evaluating a Sale to SPUD LEAD STAFF: Mark R. Cook RECOMMENDATION: Support staff s evaluation of sale of our interest in the joint Hyak maintenance facility with Snoqualmie Pass Utility District (SPUD) and authorize the Public Works Director to begin negotiations with SPUD. PW will return to the Board prior to finalizing any sale. BRIEFING SUMMARY: • SPUD desires buying our interest in the joint maintenance facility in Hyak. • Sale must consider offsetting storage of our grader and snow blower. • Increasing development in Hyak will eventually require trucking of snow that Public Works cannot support. • Eventual abandonment of our presence in Hyak seems inevitable. BACKGROUND: SPUD's wastewater expansion is driving the conversation surrounding our joint maintenance facility in Hyak. As their operation expands, they will require additional operational space. The same expansion favoring SPUD is working against PW snowplow capabilities. At the current development rate in Hyak, PW will be unable to plow and blow roadway snow within the next three to four years. Once trucking of snow becomes reality, we will no longer require our space in the joint maintenance facility with SPUD. DISCUSSION: Now is the time to begin planning our withdrawal from snowplow operations in Hyak. SPUD can use the entire facility and its location is better suited for an eventual office facility than for our use storing our grader and snow blower. PW is discussing options with SPUD including sale and rent back or sale and accept storage in the pending new wastewater operations building proposed behind the current maintenance shop. These options allow SPUD control over the shop recognizing the limited time remaining for PW maintenance operations in Hyak. The logistics of trucking snow are such that there appears no path forward for PW. Area streams designated for Bull Trout habitat preclude local disposal of roadway snow and trucking to lower elevations is the likely outcome. Page 1 of 3 PUBLIC WORKS BOARD OF COUNTY COMMISSIONERS WORK SESSION STAFF REPORT Not only is the expense prohibitive, the service level will drop significantly, and we do not anticipate being able to keep with larger snowfall events. This reality is positions SPUD well for shop acquisition. FISCAL IMPACTS: PW is estimating the cost of shop recovery expense at $244,204.64 (ER&R Fund). Cook. RECOMMENDATION: Direct staff to prepare enabling documents conveying a portion of Sparks Road to Washington State Department of Transportation (WSDOT). BRIEFING SUMMARY: • Resolution 2020-126 amends an agreement with WSDOT allowing for the conveyance of real property (a portion of Sparks Road). • Staff is preparing enabling documentation allowing Board conveyance of a portion of Sparks Road. BACKGROUND: WSDOT is starting the next phase of I-90 widening following construction delays related to the COVID-19 pandemic. PW has previously briefed the Board and the Board amended its agreement with WSDOT in Resolution 2020-126. A quit claim deed from the County to WSDOT is now required to convey a portion of Sparks Road. DISCUSSION: The portion of Sparks Road being impacted results from WSDOT's realignment of westbound I-90 traffic. While the legal description is not something that the Director or County Surveyor readily accept, we are begin told that no change to the legal description will be entertained by WSDOT. That said, we both believe the Board should sign the requested Sparks Road Quit Claim deed and allow WSDOT to get on with it. FISCAL IMPACTS: None. ATTACHMENTS: Exhibit 1: Map of area. Cook and Joshua Fredrickson. RECOMMENDATION: Reject unsuitable asphalt paving at Coleman Creek on Vantage Highway. BRIEFING SUMMARY: • Fish barrier removal project on Coleman Creek at Vantage Highway is substantially complete. • Poor paving without 2% cross -slope is being rejected. • County is looking for a remedy from the contractor. BACKGROUND: During recent final paving at Coleman Creek Fish Barrier Removal Project (Vantage Highway); the contractor was directed to shape roadway cross -slope ahead of paving. The contractor refused. The road's inconsistent cross -slope now provides an unacceptable rough ride. The Contractor is burdened with providing survey control. The County contract included a bid item for contractor survey control. DISCUSSION: Public Works (PW) has noticed the contractor (Belsaas and Smith, Inc.) of our pending rejection of asphalt paving. PW is awaiting a proposal from the contractor addressing the pavement deficiency. PW is not paying for any asphalt in the interim. PW is allowing the contractor to propose a remedy. Anticipated options to remedy the deficient pavement include: grinding the top layer and repaving with grade control, or removing all asphalt and replacing with grade control. Failure on the part of the contractor to provide a suitable correction may result in additional action including non-payment for pavement work or suspend the contractor for a three year period from doing any further County construction work. FISCAL IMPACTS: Contract paving is bid at: $58,500.00. PW estimates that grinding and re -paving the top layer of asphalt will likely cost approximately $27,000.00.
