REGULAR MEETING
MONDAY 9:00 A.M. NOVEMBER 30, 2020
Board members present: Chairman Brett Wachsmith; Vice-Chairman Laura
Osiadacz; Cory Wright, Commissioner. (via WebEx)

REGULAR MEETING OFFICE STAFF MEETING COMMISSIONERS
At 9:00 a.m. Chairman Wachsmith opened the Office Administration
meeting. He noted items would be taken out of order.
CALENDAR WEEK AT A GLANCE COMMISSIONERS
The Board of County Commissioners reviewed their weekly calendars.
PAF/VOUCHERS REVIEW OF PAF’S & VOUCHERS COMMISSIONERS
The Board of County Commissioners approved the County Vouchers and
PAF’s.
CORRESPONDENCE LOG REVIEW OF CORRESPONDENCE LOG COMMISSIONERS
The Correspondence Log for the week ending November 25, 2020 (due to
the holiday) was presented.
DISCUSSION I.T. SALARY REQUEST I.T.
Zane Kinney, Application Development Manager discussed with the
Board a request to offer the selected candidate for the Application
Developer vacancy in their office. He explained that they received
two applications and one did not respond to the request for an
interview. He stated that the candidate countered the offer
originally made and it would be at 78% of the salary range. The
Board expressed their frustrations regarding the requested salary.
Commissioner Wright requested the Board recess into Executive
Session.
At 9:09 a.m. Chairman Wachsmith announced the Board would recess
into Executive Session for five minutes, with Zane Kinney,

Application Development Manager & Lisa Young, HR Director, to
evaluate the qualifications of an applicant for public employment or
to review the performance of a public employee. However, subject to
RCW 42.30.140(4), discussion by a governing body of salaries, wages,
and other conditions of employment to be generally applied within
the agency shall occur in a meeting open to the public, and when a
governing body elects to take final action hiring, setting the
salary of an individual employee or class of employees, or
discharging or disciplining an employee, that action shall be taken
in a meeting open to the public. No action anticipated.
At 9:14 a.m. the Board reconvened out of Executive Session. No
action taken.
The Board stated that they would authorize the position at mid-point
of the salary with 1 year probation, noting that there could be
further discussion with IT if cost savings could be found.
EXECUTIVE SESSION PUBLIC WORKS
At 9:20 a.m. Chairman Wachsmith announced the Board would recess
into Executive Session for 15 minutes, with Stephanie Hartung,
Deputy Prosecutor and Greg Zempel, County Prosecutor, to discuss
with legal counsel representing the agency matters relating to
agency enforcement actions, or to discuss with legal counsel
representing the agency litigation or potential litigation to which
the agency, the governing body, or a member acting in an official
capacity is, or is likely to become, a party, when public knowledge
regarding the discussion is likely to result in an adverse legal or
financial consequence to the agency. Possible action anticipated.
At 9:35 a.m. the Board reconvened out of Executive Session. No
action taken.
At 9:35 a.m. Chairman Wachsmith announced the Board would recess
back into Executive Session for 5 minutes, with Stephanie Hartung,
Deputy Prosecutor and Greg Zempel, County Prosecutor, to discuss
with legal counsel representing the agency matters relating to
agency enforcement actions, or to discuss with legal counsel
representing the agency litigation or potential litigation to which
the agency, the governing body, or a member acting in an official
capacity is, or is likely to become, a party, when public knowledge
regarding the discussion is likely to result in an adverse legal or

action taken.
RESOLUTION 2020-195 SCHOOL FUNDING AUDITOR
Commissioner Osiadacz moved to approve Resolution No. 2020-195, A
Resolution Authorizing the Funding of the Kittitas County Schools
Due to COVID-19 Restrictions. Commissioner Wright seconded. Motion
carried 3-0.
DISCUSSION FACEBOOK WEEKLY POSTS COMMISSIONERS
The Board determined for the week of November 30, 2020 they would
post on their Facebook page, a Press Release for the funding that is
going out to the schools as well as a spreadsheet that details where
the funding has been distributed.
OTHER BUSINESS/GENERAL UPDATES
There were general updates on meetings & conversations that the
Board participated in, individually over the past week.
