COMMISSIONERS' MINUTES
KITTITAS COUNTY, WASHINGTON

REGULAR MEETING
MONDAY 9:00 A.M. NOVEMBER 23, 2020
Board members present: Chairman Brett Wachsmith; Vice-Chairman Laura
Osiadacz; Cory Wright, Commissioner. (via WebEx)

REGULAR MEETING OFFICE STAFF MEETING COMMISSIONERS
At 9:00 a.m. Chairman Wachsmith opened the Office Administration
meeting. He noted items would be take out of order to assist Public
Works in getting to a separate meeting on-time.
CALENDAR WEEK AT A GLANCE COMMISSIONERS
The Board of County Commissioners reviewed their weekly calendars.
PAF/VOUCHERS REVIEW OF PAF’S & VOUCHERS COMMISSIONERS
The Board of County Commissioners approved the County Vouchers and
PAF’s.
CORRESPONDENCE LOG REVIEW OF CORRESPONDENCE LOG COMMISSIONERS
The Correspondence Log for the week ending November 20, 2020 was
presented.
LETTER THOMPSON PARK PUBLIC WORKS
Commissioner Osiadacz moved to approve and authorize the Chair’s
signature on a letter of support for the Ellensburg Downtown Rotary
Club’s efforts in obtaining acquisition and installation of park
improvements for Thompson Park. Commissioner Wright seconded. Motion
carried 3-0.
EXECUTIVE SESSION PUBLIC WORKS
At 9:03 a.m. Chairman Wachsmith announced the Board would recess
into Executive Session for ten minutes, with Mark Cook, Public Works
Director & Arden Thomas, WRP Manager to consider the selection of a
site or the acquisition of real estate by lease or purchase when

public knowledge regarding such consideration would cause a
likelihood of increased price. No action anticipated.
At 9:13 a.m. the Board reconvened out of Executive Session. No
action taken.
At 9:13 a.m. Chairman Wachsmith announced the Board would recess
back into Executive Session for three minutes, with Mark Cook,
Public Works Director & Arden Thomas, WRP Manager to consider the
selection of a site or the acquisition of real estate by lease or
purchase when public knowledge regarding such consideration would
cause a likelihood of increased price. No action anticipated.
At 9:16 a.m. the Board reconvened out of Executive Session. No
action taken.
AGREEMENT DUDE SOLUTIONS SOLID WASTE
Commissioner Osiadacz moved to approve and authorize the Chair’s
signature on an Revised Agreement with Dude Solutions as presented.
Commissioner Wright seconded. Motion carried 3-0.
DISCUSSION FIRE ASSESSMENT AUDITOR
Judy Pless, Budget & Finance Manager reviewed a conversation she had
with the Prosecutor, Airport Director of Operations, KVFR and
Commissioner Wright. She stated that when they assumed the billing
in August they found out Public Works was billing for $1.50 per
lease, per month (on most leases), and remitting these funds to
KVFR. She stated that starting August 1, 2020 they put the money
into a trust account as they needed to complete research on the
issues. She reviewed what the research concluded and asked the Board
to consider authorizing the refund to the lessee’s on the funds they
have received and are currently in trust and to stop billing for the
fire assessment.
Commissioner Osiadacz moved to authorize Staff to prepare a
Resolution correcting the $1.50 assessment; as well as stop billing
and prepare refunds. Commissioner Wright seconded. Motion carried 3-
0.
RATIFY KINDNESS NOT COVID-19 COMMISSIONERS
Commissioner Osiadacz moved to approve & ratify Board’s signature on
the Spread Kindness not COVID-19 Campaign Kick Off Letter.
Commissioner Wright seconded. Motion carried 3-0.
LETTER GOVERNOR INSLEE COMMISSIONERS

Commissioner Osiadacz moved to approve and authorize Board’s
signature on a letter to Governor Jay Inslee regarding COVID-19
November Statewide Restrictions put in place. Chairman Wachsmith
stated that the other jurisdictions are signing the letter as well,
and the BoCC will compile all the signatures and send it off to the
Governor. Commissioner Wright seconded. Motion carried 3-0.
DISCUSSION FACEBOOK WEEKLY POSTS COMMISSIONERS
The Board determined for the week of November 23, 2020 they would
post on their Facebook page, an update about the Umptanum closures
and the campaign that it going around to #recreateresponsibly; the
Spread Kindness not COVID-19 Letter the Board ratified during this
meeting; as well as the letter the Board is sending to Governor
Inslee.
OTHER BUSINESS/GENERAL UPDATES
There were general updates on meetings & conversations that the
Board participated in, individually over the past week.
