ACTION REQUESTED: Request to approve a Resolution to accept Contract
Change No. 24 with Aspect Consulting, LLC for the
consumptive use pilot project.
BACKGROUND: In 2013, Kittitas County and Aspect Consulting
LLC entered into a Professional Services
Agreement for services necessary for Kittitas
County to establish a water mitigation bank. In
2018 Kittitas County, through Contract Change No.
16, tasked Aspect with developing and
implementing a consumptive use study. This study
is being conducted to help formulate strategies for
areas without water mitigation options (red zones).
To complete the scope of work identified in
Contract Change 16 (Consumptive Use Pilot
Study), Aspect Consulting LLC requires additional
funding. Water Resources Staff supports the cost
increase request and recommends executing a
contract change to sufficiently fund this work
element.

AUTHORIZING THE CHAIR’S SIGNATURE ON CONTRACT CHANGE NO. 24
WITH ASPECT CONSULTING, LLC
WHEREAS: The Kittitas County Board of County Commissioners entered a professional
services contract with Aspect Consulting, LLC (Aspect) in 2013, assisting with
water mitigation efforts in Kittitas County; and
WHEREAS: One element of the contract evaluates consumptive water use associated with
rural residential activities and this study is supported by the Washington State
Department of Ecology (WSDOE); and
WHEREAS: Additional consumptive use study contract effort is being requested by WSDOE
resulting in additional compensation requested by Aspect not to exceed $12,000;
NOW, THEREFORE BE IT RESOLVED that the Board of County Commissioners, in the
best interest of the public, does hereby authorize the Chair’s signature on Contract Change No.
24 with Aspect Consulting, LLC for an amount not to exceed $12,000.

Project Name: Consumptive Use Pilot Study
Description of Work Cost
Aspect Consulting, LLC (Aspect) understands that Kittitas County and
Patrick Deneen are partnering on a pilot study to quantitatively determine
the percent of consumptive use associated with indoor-only domestic use.
The results of the study will be used to determine the efficacy of alternative
mitigation strategies in subbasins currently without suitable mitigation
options (e.g., yellow and red zones). We understand that the parties have
requested Aspect provide oversight during design, implementation, and
reporting of the study results.
These services will be
provided on a Time and
Materials basis.
Based on this understanding, Aspect will complete the following tasks:
Task 1 -Preparation and Presentation to WTWG. Under this task,
Aspect will prepare all materials and present the basis of the pilot-study to
the Yakima Basin Water Transfer Working Group (WTWG). We will use
the ex isting materials as the basis for the presentation .

expect an official endorsement from the group, but rather a facilitated
discussion to get feedback and general agreement on the pilot study
concept and methodology .
Task 2 -Pilot Study Methodology Design. Using the existing narrative
and feedback from the WTWG , Aspect will develop a basis for design.
The design will not only include the physical requirements of the pilot
study (meters, membrane bioreactor, cisterns), but also the approach,
including necessary measures for quality assurance and control.
We anticipate facilitating one meeting with key basin stakeholders
Yakama Nation, WDFW , Ecology) to review and discuss design details,
including proper site-specific siting of the drain fields and supplemental
cisterns . Proper siting will be important to ensure all potential tributary (i.e .
Fowler Creek) impacts are mitigated.

The final design will include a technical memorandum outlining the
problem statement and investigatory methodology , with details describing
the construction details, vendor specifications, quality control measures,
and input from basin stakeholders.
Task 3 -Implementation and Monitoring. Under this task Aspect will:
Conduct a site inspection to document construction of a
representative home and septic, including confirmation of meter
installation (per manufacturer specification) and locations.
Conduct site measurements in accordance with design (Task 2).
Take construction photos and GPS measurements to correlate with
parcel information.
We anticipate the pilot study to be at least 16 to 24 months in duration. We
assume the County will provide the raw telemetry water meter data on a
monthly basis. Aspect will evaluate this data (assume two hours per month)
and provide an email status update, including an estimate of consumptive
use. The update will be suitable for distribution to basin stakeholders.
Task 4 -Preparation of a Technical Report. Under this task Aspect will
compile and produce a technical report documenting design, construction,
and implementation of the consumptive use pilot study. The report will
conclude with an estimate of consumptive use and additional observation
and/or recommendations, as needed. To promote cost efficiency,
documentation produced under Task 2 will be directly incorporated into the
report. A draft report will be provided for early group review. In addition ,
we have budgeted for one meeting with the group to discuss findings of the
report. Following resolution of any comments, a final report will be
produced.

Description of Work Cost
Aspect Consulting, LLC (Aspect) is assisting Kittitas County and Granite
Creek Ranches LLC on their partnership on a pilot study to quantitatively
determine the percent of consumptive use associated with indoor-only
domestic use. The results of the study will be used to determine the
efficacy of alternative mitigation strategies in subbasins currently without
suitable mitigation options (e.g., yellow and red zones) and could greatly
expand the value of both parties existing water right portfolio, if
successful. Aspect is currently providing oversight during design,
implementation, and reporting of the study results. Contract Change No.
16 identified the scope of work, deliverables, and budget ($16,500)
required for this project. Contract Change No. 20 was executed to increase
the proposed budget by $4,500. However, the cost increase authorized by
Contract Change No. 20 will not be adequate to complete the scope of
work. Contract Change No. 24 therefore replaces Contract Change No. 20
and increases $12,000 to the original budget amount of $16,500,
authorizing a total cost of $28,500 for the Consumptive Use Pilot Study.
This contract change also establishes a period of performance for the
scope of work identified in Contract Change No.16.

septic installation by Granite Creek Ranches LLC) through
10/31/2022.

Budget increase justification: Two issues have arisen that have resulted
in changed conditions relative to our existing contract. First, Ecology
requested additional technical information and stakeholder coordination
beyond that anticipated. This has resulted in extensive coordination
including a meeting with Yakama Nation, USBR, and WDFW staff, and
additional technical coordination with Ecology in response to a list of
questions posed. Aspect met with Ecology management on June 21, 2018

and reached resolution on the technical assistance and permitting
approach. That effort will continue to include a higher level of
coordination over the pilot with Ecology and other stakeholders. This task
includes additional time for biweekly updates to Ecology, Kittitas County,
and Granite Creek Ranches LLC on the project. It also includes a second
presentation of the project before the Water Transfer Working Group in
July 2018. Aspect will continue to perform these coordination efforts on
an as-directed, time-and-materials basis, throughout 2022. This contract
assumes 43 hours total of Associate and Principal time for meetings and
coordination.
Second, Ecology is requiring a permit for the project, and an agreed-upon
permitting strategy was reached at the Ecology meeting. Aspect is
contracting directly with Pat Deneen and Granite Creek Ranches LLC for
that permitting effort and additional hydrogeology required to support the
ROE and response to public comment letters.
This change amends contract between Aspect Consulting, LLC and Client dated November 6, 2013.
Except as amended above, all terms and conditions of contract apply to this contract change.
