11/12/2020 MINUTES 1 <br />COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON WEBEX SPECIAL MEETING <br /> THURSDAY 9:00 A.M. NOVEMBER 12, 2020 <br />Board members present via WebEx: Chairman Brett Wachsmith, Vice- <br />Chairman Laura Osiadacz and Commissioner Cory Wright. <br /> <br />Others present via WebEx: Julie Kjorsvik, Clerk of the Board; Mandy <br />Buchholz, Deputy Clerk of the Board II; Taylor Crouch, Deputy Clerk <br />of the Board I; Mark Cook, Public Works Director; Arden Thomas, WRP <br />Manager; and 4 members of the public. <br /> <br />Kittitas County is currently in Phase 3 and in person participation <br />is prohibited. The public was encouraged to join the meeting by <br />joining a WebEx event online. <br /> PUBLIC HEARING JOINT CONTROL BOARD COMMISSIONERS <br />At 9:00 a.m. CHAIRMAN WACHSMITH opened a Public Hearing to consider <br />a Petition to Form a Joint Control Board between the Kittitas <br />Reclamation District and the West Side Irrigation District. <br /> MARK COOK, PUBLIC WORKS DIRECTOR explained that they have reviewed <br />the documents that had been submitted for consideration of a Joint <br />Control Board between the KRD and the West Side Irrigation District. <br />He said the Prosecutors office also reviewed the information and <br />found it to be in compliance with State law. <br /> URBAN EBERHART, KITTITAS RECLAMATION DISTRICT said forming the Joint <br />Control District would be a good opportunity for more efficient <br />operations (equipment, personnel, etc.). He indicated they have <br />received no opposition to the proposal. They have heard strong <br />support from landowners and the West Side Irrigation District. MARK HANSON, KRD BOARD MEMBER expressed his support for the Joint Control <br />Board and said it would allow water to move more efficiently through <br />the County. MR. RIEGLE, WEST SIDE IRRIGATION DISTRICT said the KRD <br />has been helping them with issues and being together would be a <br />benefit to everyone. JEFF SLOTHOWER, representing the Kittitas <br />Reclamation District said they’ve discussed the proposal with other <br />Irrigation Districts in the Yakima Basin to see how it’s worked <br />having a Joint Control Board and there have not been any negative <br />impacts. <br /> THERE BEING NO ONE REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE HEARING WAS CLOSED.
