BACKGROUND: Kittitas County Department of Public Works received a request on September 25, 2020 to conduct a speed study and consider a reduction of speed on Thrall Road between No. 6 Road and Moe Road (50 MPH to 35 MPH). The speed study was conducted, and staff is now presenting the findings for consideration. INTERACTION: Public Works RECOMMENDATION: Hold a Public Hearing on November 17, 2020 at 2:00 pm to consider a speed reduction on Thrall road and amend Kittitas County Code Section 10.08.020 Speed Limits and receive public testimony. HANDLING: Return one signed Ordinance to Public Works ATTACHMENTS: Engineer's Report; Ordinance LEAD STAFF: Joshua Fredrickson, County Engineer KITTITAS COUNTY DEPARTMENT OF PUBLIC WORKS PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS ENGINEER'S REPORT — SPEED REDUCTION REQUEST FOR THRALL ROAD (MP 0.05 TO MP 1.10) PUBLIC HEARING DATE: November 17, 2020 2:00 PM Local Time ACTION REQUESTED: Maintain the existing 50 Miles per Hour Speed Limit LEAD STAFF: Joshua Fredrickson, County Engineer. RECOMMENDATION: Maintain the existing 50 miles per hour speed limit on Thrall Road MP 0.05 to MP 1.10. BACKGROUND: The State of Washington sets the maximum speed limit for county roads at Revised Code of Washington Chapter 46.61.400. The State of Washington authorizes local authorities to establish or alter maximum speed limits at Revised Code of Washington Chapter 46.61.415. Kittitas County Code manages 35 miles per hour speed limited roads at Chapter 10.08.020. Thrall Road (MP 0.05 to MP 1.10) posted speed limit is currently 50 miles per hour. Kittitas County utilizes roadway segments as the basis of setting service levels. Service levels are used to identify congestion and impacts to roadway surface condition along with assigning risk associated with roadway usage. We assign alphabetic designations: A, B, C, D and F. We require mitigations improving roadways segments that drop below service level C. A represents free flowing traffic with no delays in the road segment. Service Level F represents a traffic jam. Public Works utilizes national engineering standards when evaluating speed limits on County Roads. The standard engineering practice is to collect vehicle speed data and process the data determining the 85d' percentile speed. Traffic engineers rely on the 85th percentile rule to help establish speed limits on non -local streets. Typically, the speed limit is set to the speed that separates the bottom 85% of vehicle speeds from the top 15%. Statistically, the 85th percentile speed is slightly greater than the speed that is one standard deviation above the mean of a normal distribution. This is the assumed national standard representing most drivers negotiating the roadway. Public Works designs roadways pursuant to national standards (American Association of State Highway and Transportation Officials) for: horizontal and vertical curves and associated roadway geometrics. Page 1 of 4 PUBLIC WORKS BOARD OF COUNTY COMMISSIONERS ENGINEER'S REPORT On September 25, 2020 Public Works (PW) received a request to study Thrall Road speeds between No. 6 Road and Moe Road (Milepoints 0.05 and 1.10) and to lower the speed limit from 50 miles per hour to 35 miles per hour (EXHIBIT 1). Responding to the request, PW set speed counters out for a one-week period (10/01 — 10/08/2020). Speed study results are provided as EXHIBIT 2. In addition to collecting speed data, PW dispatched our staff to evaluate vertical and horizontal curves in the road segment for conformance to national design standards. The petition cites increased residential development and agricultural use for the increased traffic volume, also the concern of crashes as being the reasons for speed concern. DISCUSSION: The segment of Thrall Road between No. 6 Road and Moe Road includes two horizontal curves. Public Works' evaluation of roadway geometrics (horizontal and vertical curves) affirms appropriate design conformance to national standards of engineering practice (50 MPH design speed) for the western curve. The radius and cross slope combination on the eastern curve match the design criteria for a 45 mph curve. The crash reports did not indicate the curve geometry to have been a factor. 85' percentile speeds in both directions (east and west) are higher than current posted 50 MPH speed limit, indicating driver comfort with existing road conditions. Since 2015 there have been nine recorded vehicle crashes in this road section, with the majority occurring in 2017 and 2018. Of the nine none were cited for driving over the posted speed limit. Four were related to snow and ice conditions. One was related to an insecure load and one related to a deer impact. The three remaining were related to distracted driving. Crash data does not correlate to the posted speed. There are five approaches within this section of roadway. Thrall Road is similar to many county roads, narrow lanes with a minimal shoulder. Urbanization and increased agriculture activity have resulted in higher traffic volumes. Thrall Road is operating within the Level of Service standard for rural road operations. Our most recent twenty-year transportation plan does not forecast Thrall Road as breaking accepted levels of service in the next twenty years. FISCAL IMPACTS: Posting the new 35 MPH speed signs is expected to cost in the range of $2,000. Public Works budgets for this activity annually in our road maintenance budget. Suite 1 Ellensburg, WA 98926 SEP 2' 2020 KITTITAS COUNTY DEPT OF PUBLIC WORKS Dear Candie, I am writing to you to request that the Department of Public Works perform a traffic speed study on Thrall Road from the intersection of No. 6 Road to the Intersection at tube Road. The current speed limit is fifty miles per hour. I am requesting that it be lowered to thirty five miles per hour. I have farmed along that portion of Thrall Road for a period of over forty years. As the population has increased and more citizens have moved to the Badger Packet area the number of vehicles have greatly increased. The orchard business has also had the effect of increasing the number of vehicles that travel that stretch of Thrall Road. In the last few years there have been several accidents in the area next to my property Most have been vehicles traveling at excessive speeds and distractive driving behavior that have caused them to depart from the roadway. Operating farm equipment along that section of road has become very challenging, and quite dangerous. I am also requesting that a radar speed unit be placed for a reasonable length of time along the East bound lane ofligall Road adjacent to my farm shop building just prior to the left curve in the roadway. 1 am attaching a depiction of the location. Thank you in advance for your help in this matter. Sincerely, , 6—Ll— Thomas Bull 70 rz.
