AGENDA DATE: October 20, 2020
ACTION REQUESTED: Request to approve the Resolution to Ratify the
Chair's Signature on Letter to Ecology providing
public hearing notification.
BACKGROUND: In early September 2020, the Kittitas Reclamation
District and West Side Irrigating Company
submitted a petition to formulate a joint control
board to the Board of County Commissioners.
Washington State Law contemplates a joint
irrigation control board in Revised Code of
Washington 87.80. The Board of County
Commissioners are required to conduct a public
hearing acting on the submitted petition.
On October 12, 2020 the Board of County
Commissioners set a Public Hearing for November
12, 2020 to consider this petition. RCW 87.80.050
requires that a public notice for the hearing be
published in the official newspaper for Kittitas
County and that a copy of the notice be mailed to
the Department of Ecology at Olympia at least
thirty days prior to the date of the hearing. The
letter accompanying the notice was signed by the
Board of County Commissioner Chair.
INTERACTION: Public Works — Water Resources
RECOMMENDATION: Approve the Resolution to Ratify the Chair's
Signature Letter to the Washington State
Department of Ecology.
HANDLING: Return a copy of the Resolution to Public Works

Please accept this letter and accompanying public notice regarding a public hearing
scheduled for November 12, 2020 to consider a petition by the Kittitas Reclamation
District and West Side Irrigating Company to form a joint control board in Kittitas
County, WA. As specified in RCW 87.80.050, the attached notice will be published in
the official newspaper for Kittitas County. RCW 87.80.05o also requires that a copy of
the notice be mailed to the department of ecology at Olympia at least thirty days prior to
the date of the hearing. This letter is provided pursuant to this requirement.
On September 11, 2020, the Kittitas County Board of County Commissioners received a
petition from the Kittitas Reclamation District and West Side Irrigating Company,
seeking to form a board of joint control for the purposes enumerated in RCW 87.80.010.
The November 12, 2020 public hearing will be held at 9:oo am local time at the
Commissioner's Auditorium, 205 West 5th Avenue, Room log, Kittitas County
Courthouse, Ellensburg WA.

RATIFY THE CHAIR'S SIGNATURE ON LETTER TO ECOLOGY PROVING PUBLIC
HEARING NOTIFICATION
WHEREAS: The Kittitas Reclamation District and West Side Irrigating Company submitted a
petition to the Kittitas County Board of County Commissioners to form a joint
control board; and
WHEREAS: Washington State Law contemplates a joint irrigation control board in Revised
Code of Washington 87.80; and
WHEREAS: On October 12, 2020 the Board of County Commissioners set a Public Hearing
for November 12, 2020 to consider the petition submitted by the Kittitas
Reclamation District and West Side Irrigating Company; and
WHEREAS: RCW 87.80.050 requires that a copy of the public notice for the hearing be mailed
to the Department of Ecology at Olympia at least thirty days prior to the date of
the hearing;
NOW, THEREFORE BE IT RESOLVED that the Board of County Commissioners, in the
best interest of the public, does hereby authorize the Chair's signature on the October 12, 2020
letter to the department of ecology providing notification of a public hearing to consider
formation of a joint control board.
