Request to Approve a Resolution to Adopt the October
2020 Public Works Organizational Chart
BACKGROUND: Requirements for adopting the Public Works organizational
chart appear in Chapter 36.78 of the Revised Code of
Washington. Specific requirements for setting the Road
Department's organizational chart appear in Washington
Administrative Code at chapter 136-50-051. This plan
moves road maintenance to the County Road Engineer as
required by the County Road Administration Board.
INTERACTION: Public Works
RECOMMENDATION: Approve the Resolution to adopt the proposed
organizational chart for Public Works.
HANDLING: Return one original to Public Works

RESOLUTION NO. 2020 -
ADOPTING THE PUBLIC WORKS OCTOBER 2020 ORGANIZATIONAL CHART
AND POLICIES OF THE LEGISLATIVE AUTHORITY
WHEREAS: Washington State details the creation and functions of the County Road
Administration Board (CRAB) at Revised Code of Washington (RCW) Chapter
36.78; and
WHEREAS: CRAB is empowered to oversee actions of the County Road Engineer through the
issuance of "Standards of Good Practice" at RCW 36.78.020; and
WHEREAS: It is the duty of the County Engineer to organize the road department in
accordance with the policies of the county legislative authority as defined in
Washington State Administrative Code Chapter 136-50-051; and
WHEREAS: Said organization is required by CRAB satisfying in part requirements for
meeting "Standards of Good Practice"; and
WHEREAS: Kittitas County Department of Public Works recently hired a full time County
Road Engineer and the Road Department is now updating County Road Engineer
duties associated with Public Works Department divisions and operations;
NOW, THEREFORE BE IT RESOLVED that the Board of County Commissioners, in the
best interest of the public, does hereby adopt the October 2020 Public Works Department
organizational chart and associated policies of the county legislative authority.
