KITTITAS COUNTY DEPARTMENT OF PUBLIC WORKS AGENDA STAFF REPORT AGENDA DATE: October 20, 2020 ACTION REQUESTED: Hold a Public Hearing to consider a Speed Reduction on Lyons Road and Amend Kittitas County Code Section 10.08.020 Speed Limits BACKGROUND: Kittitas County Department of Public Works received a neighborhood petition on July 22, 2020 to conduct a speed study and consider a reduction of speed on Lyons Road between Wilson Creek Road and Naneum Road (50 MPH to 35 MPH). The speed study was conducted, and staff is now presenting the findings for consideration. INTERACTION: Public Works. RECOMMENDATION: Hold a Public Hearing on October 20, 2020 at 2:00 pm to consider a Speed Reduction on Lyons Road and Amend Kittitas County Code Section 10.08.020 Speed Limits and receive public testimony. Cook, Public Works Director and Joshua Fredrickson, County Engineer. RECOMMENDATION: Maintain the existing 50 miles per hour speed limit on Lyons Road MP 0.0 to MP 1.49. BACKGROUND: The State of Washington sets the maximum speed limit for county roads at Revised Code of Washington Chapter 46.61.400. The State of Washington authorizes local authorities to establish or alter maximum speed limits at Revised Code of Washington Chapter 46.61.415. Kittitas County Code manages 35 miles per hour speed limited roads at Chapter 10.08.020. Lyons Road (MP 0.0 to MP 1.19) is currently 50 miles per hour. Kittitas County utilizes roadway segments as the basis of setting service levels. Service levels are used to identify congestion and impacts to roadway surface condition along with assigning risk associated with roadway usage. We assign alphabetic designations: A, B, C, D and F. We require mitigations improving roadways segments that drop below service level C. A represents free flowing traffic with no delays in the road segment. Service Level F represents a traffic jam. Public Works utilizes national engineering standards when evaluating speed limits on County Roads. The standard engineering practice is to collect vehicle speed data and process the data determining the 85th percentile speed. Traffic engineers rely on the 85th percentile rule to help establish speed limits on non -local streets. Typically, the speed limit is set to the speed that separates the bottom 85% of vehicle speeds from the top 15%. Statistically, the 85th percentile speed is slightly greater than the speed that is one standard deviation above the mean of a normal distribution. This is the assumed national standard representing most drivers negotiating the roadway. Public Works designs roadways pursuant to national standards (American Association of State Highway and Transportation Officials) for: horizontal and vertical curves and associated roadway geometrics. Page 1 of 4 PUBLIC WORKS BOARD OF COUNTY COMMISSIONERS ENGINEER'S REPORT On July 22, 2020 Public Works (PW) received a request to study Lyons Road speeds between Wilson Creek and Naneum Roads. Twenty-eight area residents signed the request (EXHIBIT 1). Responding to the request, PW set speed counters out for a one-week period (07/31 — 08/07/2020). Speed study results are provided as EXHIBIT 2. In addition to collecting speed data, PW dispatched our Engineer in Training to evaluate vertical curves in the road segment for conformance to national sight distance design standards. Existing lane widths are minimally impacted by four short span bridges. Petitioners cite walking and bicycle riding as risky activities owing to the 50 MPH speed. Agricultural use and house proximity to the road are also listed as being reasons for speed concern. DISCUSSION: Public Works' evaluation of roadway geometrics (vertical curves) affirms appropriate design conformance to national standards of engineering practice (50 MPH design speed). 85' percentile speeds in both directions (east and west) are within acceptable performance limits given the current 50 MPH speed limit. Twenty-eight approaches in 1.49 miles translates to one approach every 280 feet. The travel way encroachments from the four short span bridges is noticeable at speed. The density of access locations translates to one access every four seconds at 50 MPH. While 85u percentile speeds affirm roadway design geometrics, the access density and narrow roadway with minimal shoulders — coupled with increasing urbanization proximate to the City of Ellensburg, create conditions arguably supporting area resident concerns for safety of pedestrian traffic. Lyons Road is representative of most county roads: narrow lanes with a minimal road shoulder. The vast majority of rural Kittitas County Roads do not support pedestrian traffic coupled with high volumes of traffic. This is a result of County roads generally serving a rural population. Urbanization increases population driving land development resulting in increased traffic on County roads. Lyons Road is operating at the upper end of our accepted service level for rural road operation. Our most recent twenty year transportation plan does not forecast Lyons Road as breaking accepted levels of service in the next twenty years. FISCAL IMPACTS: Posting the new 35 MPH speed signs is expected to cost in the range of $2,000. Public Works budgets for this activity annually in our road maintenance budget. Lyons Road currently has 3 narrow bridges that are not easily crossed when there is oncoming traffic. Lyons Road also has significant dip in the road that causes a very unclear line of sight. There are many people who use Lyons road for walking, bicycle riding and just enjoying nature who are also at risk from those driving 50mph and over. Agricultural use is also very prevalent on Lyons Road. Many of the houses are very close to the road and most have children and/or pets making it dangerous for all in a 50mph zone.
