COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON AGENDA SESSION REGULAR MEETING
TUESDAY 10:00 A.M. OCTOBER 6, 2020
Board members present via WebEx: Chairman Brett Wachsmith; Vice-Chairman
Laura Osiadacz and Commissioner Cory Wright.
Others via WebEx: Julie Kjorsvik, Clerk of the Board; Taylor Crouch,
Deputy Clerk of the Board I; Mark Cook, Public Works Director/Interim
Engineer; Mandy Buchholz, Deputy Clerk of the Board II; Ben Kokjer,
Chief Deputy; Cori McKean, Administrative Assistant; Benjamin West,
Director of Airport Operations; Steve Panattoni, Jail Superintendent;
Katrina Mankus, Juvenile Court Administrator; Judy Pless, Budget &
Finance Manager; and 1 member of the public.
Kittitas County is currently in Phase 3 and in person participation is
prohibited. The public was encouraged to join the meeting by joining a
WebEx event online.
CALL TO ORDER
Chairman Wachsmith called the meeting to order.

APPROVAL OF AGENDA
Commissioner Osiadacz moved to approve the Agenda, as presented.
Commissioner Wright seconded. Motion carried 3-0. CONSENT AGENDA
The Agenda Study Session had been cancelled for Monday September 14,
2020, and therefore the Board would be reviewing all items individually
prior to making any motions. At the conclusion of reviewing each item
Commissioner Osiadacz moved to approve the Consent Agenda, as presented.

AGREEMENT BROOKSIDE FUNERAL HOME & CREMATORY CORONER
Approve a Professional Services Agreement between the Kittitas County
Coroner’s Office/Coroner Nick Henderson and Brookside Funeral Home and
Crematory and Jamin Mohler from September 1, 2020 through December 31,
2025.
CONTRACT DEPT. OF CHILDREN YOUTH & FAMILIES JUVENILE
Approve Contract Number 2083-91031 between the Washington State
Department of Children Youth & Families and Kittitas County from July 1,
2020 through June 30, 2021.
RESOLUTION 2020-159 2020 TOURISM RELATED PROJECTS COMMISSIONERS
Approve Resolution No. 2020-159, Adopting the Distribution of the 2020
Tourism-Related, Small-Scale Municipality-Owned Capital Projects Grant
Funds, with the City of Cle Elum – Washington State Horse Park
$50,000.00; City of Cle Elum – Disc Golf/Trail Counters $19,300.00; City
of Ellensburg – Downtown Parks $50,000.00; Kittitas County Event Center

- Announcer Stand $50,000.00; Kittitas County Public Lands Advisory
Committee – Yakima River Access $47,618.00.
AGREEMENT SECRETARY OF STATE – ARCHIVES & RECORDS MGMT COMMISSIONERS
Approve a Statement of Work No. 2 Service Level Agreement No. #818K-
1464, in the amount of $258.27 to provide microfilm services for 2018 –
2019 Minutes, Ordinances and Resolutions.
RESOLUTION 2020-160 WA DEPT. OF COMMERCE AUDITOR
Approve Resolution No. 2020-160, Authorizing an Amendment of an
Interagency Agreement with the Washington State Department of Commerce
for the Coronavirus Relief Fund for Local Governments, extending the
date from October 31, 2020 to November 30, 2020 and increasing the grant
amount by $909,404.00.
RESOLUTION 2020-158 DEPT. OF COMMERCE CDBG GRANT PROGRAM AUDITOR
Approve Resolution No. 2020-158, Authorizing Interagency Agreement No.
20-62210-008, with the Washington State Department of Commerce for the
Community Development Block Grant Program, Public Services Grant, in the
amount of $84,239.00 beginning July 1, 2020 through June 30, 2021.
AGREEMENT HOPESOURCE AUDITOR
Approve a Subrecipient Agreement between Kittitas County and HopeSource
in the amount of $80,067.00 for the Community Development Block Grant –
Public Services funds beginning July 1, 2019 through June 30, 2020.
RESOLUTION 2020-157 LAW & JUSTICE RECOMMENDATIONS AUDITOR
Approve Resolution No. 2020-157, Extending Funding to Award Grants
Pursuant to the Law & Justice Council Recommendations on Spending of
1/10th of 1% Sales Tax Reserves.
AMENDMENT BUREAU OF LAND MANAGEMENT SHERIFF
Acknowledge Modification P0002 between the Bureau of Land Management and
the Kittitas County Sheriff’s Office increasing the amount by $25,000.00
from $32,500.00 to $57,500.00 from May 1, 2021 through April 30, 2022.
AMENDMENT BUREAU OF LAND MANAGEMENT SHERIFF
Acknowledge Modification P0001 between the Bureau of Land Management and
the Kittitas County Sheriff’s Office, to reflect the Contract Line Item
Number 00060.

AGREEMENT SUMMIT FOOD SERVICE SHERIFF
Acknowledge an Agreement between Kittitas County on behalf of the
Kittitas County Corrections Center and Summit Food Service, to provide
food, beverages, goods, merchandise and supplies at the Kittitas County
Corrections Center beginning November 1, 2020 through October 31, 2025.
SET PUBLIC HEARING SPEED REDUCTION – LYONS ROAD PUBLIC WORKS
Approve Setting a Public Hearing to consider a Speed Reduction on Lyons
Road and to Amend the Kittitas County Code Section 10.08.020 Speed
Limits, to be held on Tuesday October 20, 2020 at 2:00 p.m. and to
authorize the Clerk to publish said notice.
CALL FOR BIDS SNOW & ICE CONTROL PUBLIC WORKS
Approve a Notice of Call for Bids to furnish Snow and Ice Control
projects for the Calendar Year 2021, to be accepted until October 22,
2020 at 2:00 p.m. at the Kittitas County Public Works Department, 411
North Ruby Street, Suite 1, Ellensburg, WA which time bids will be no
longer accepted and to authorize the Clerk to publish said notice.
RESOLUTION 2020-161 PARKE CREEK ROAD PUBLIC WORKS
Approve Resolution No. 2020-161, Classify Parke Creek Road MP 7.34 to MP
11.64 as Being “Primitive Road” Pursuant to Revised Code of Washington
at 36.75.300.

CITIZEN COMMENTS ON NON-AGENDA ITEMS - NONE BOARD DISCUSSION/DECISION ITEMS DISCUSSION WETLAND DELINEATION – BOWERS FIELD PUBLIC WORKS
Mark Cook, Public Works Director/Interim Engineer provided a Staff
Report and requested direction from the Board on their desire of the
United States Army Corps of Engineers Wetland Delineation Process. He
recommended pursuing a “Preliminary Jurisdictional Determination with
the Army Corps of Engineers (USACE) delineating wetland extend impacting
the Bowers Field (ELN) Capital Improvement Plan with the Federal
Aviation Administration (FAA). The Board agreed with Staff’s
recommendation and authorized them to move forward. MISCELLANEOUS - NONE
