X X X Caoital Proiect Tourism-Related, Small-Scale Municipality-Owned Capital Project Narrative L' Project Description: Please describe the project in detail. lndicate the major work to be completed, any milestones that need to be overcome in order for the project to move forward and include a comparison of existing and proposed conditions. The small capital project we are requesting grant funding for entails renovating the announcer stand booth in the Rodeo Arena of the Kittitas Valley Event Center. The current structure is a tin-framed building that was not properly ventilated or insulated when originally constructed, creating condensation issues due to the humidity levels in the winter. The condensation problem led to growth of mold in the walls and old carpet. This is a high priority to address due to the health and safety of our event holders, visitors, and staff. Our project includes demoing the interior sheet rock walls, removing all old insulation and mold, and disposing of water-damaged ceiling tiles. We will then re-insulate the entire interior with a spray foam that will be water resistant and solve our condensation issues. The new insulation will prevent the water accumulation that is damaging to the ceiling, walls, and carpet of the announcer stand. The last step will be to place a finished wall over the spray foam insulation to look clean for professional uses. Some of the milestones to overcome will include making sure the specs of the insulation meet city and fire codes for safety abuse. We will be working closely with our county departments, contractors, and local officials to make sure the new renovations me all current standards. 2. Kittitas County Tourism lnfrastructure Plan: Please explain how the project meets the goals and priorities in the Kittitas County Tourism lnfrastructure Plan as adopted. Also, describe the specific county tourism infrastructure needs the project addresses and how the project directly increases tourism. Explain how the improvements will promote tourism in Kittitas County and indicate specifically how the improvements will directly increase economic activity resulting from tourists (see the definition of tourist on page 3 of this application). The Kittitas Valley Event Center is not only home to the famous Ellensburg Rodeo, but many large rodeo and other closely related events in the Rodeo Arena every year. Some of these events are growing rapidly and are being associated with larger stakeholders across the country, such as PRCA. Having a properly working facility customers can conduct their high-level events in, is very important to our tourism plan in order to keep those large economic drivers and possibly gain new ones. With the renovations, the announcer stand will be much more versatile and able to use longer periods of the year. 3. Use of Grant Funds: Please explain exactly how the requested funds will be used. lnclude an itemized list. The following steps and expenses will be needed to complete the project: 1. lnterior Demo, Cleaning, and Disposal 2. Wrapping and Protective Outlay 3. Spray Foam Insulation 4. WallFinishing 5. Exterior Cleaning, Misc. Supplies, Paint 6. Re-lay carpet Please see the attached budget for a breakdown of which funds will be used with ITAC Grant funding and which funds are provided by the County's General Fund. 4. Real Property: lf real property acquisition is a component of the project, please explain. lnclude any information of property already secured or evidence of the ability to secure the real property. N/A - no acquisition of real property. Property already owned. 5. Capital Assets: lf capital asset acquisition is a component of the project, please explain. lnclude any bids solicited and received from potential vendors willing to supply the asset. A// capital asset purchases require at leost three bids.lf you have already selected one of the bids, please provide justifications in writing. N/A - no acquisition of new capital asset. Assets already owned. 5. Coordination: Please explain how this project has been coordinated with other jurisdictions as well as affected stakeholders. Please include letters of support from stakeholders. Our largest stakeholder currently is the Ellensburg Rodeo Association. They have invested interest in the renovation of this facility and making sure it is more than adequate for the useful purposes of their event every Labor Day weekend. Those rooms not only host important rodeo officials, but also major national sponsors and media. They need to look professional, be useable, and be comfortable and safe for use in order to keep our standard of events running on the level they should be. Many other large events use these throughout the spring, summer, and fall including events such as Bares N' Broncs, Luke Mezich Memorial Roping, cowboy cross, cwu Rodeo, and more. Local clubs also depend on the facilities to conduct their events such as the Rodeo Posse, Kittitas County Barrel Racers, Kittitas County Roping Club, and Kittitas County High School Rodeo Association. A letter of support of this project from the Ellensburg Rodeo is attached to the application. 7. Studies: Please attach any feasibility or other studies that demonstrate linkages between the proposed project and the anticipated tourism impacts. Also please include your operations/maintenance funding strategy and business plan for long-term project sustainability (how the facility or facilities will be operated and maintained for at least three years following completion), There have been no studies completed, just discussion points assessed from the community and event customers sharing their needs. We've been very open to criticism and love to hear what the user's issues are so we can continue to fulfill their needs to host events that continue and grow out tourism. KVEC has brought on two maintenance staff and has an open position to hire a third in order to keep up with the maintenance needs of the facility. Within only a year, this has proved to be a worthwhile change and is already making an impact on the health, better use, and aesthetics of the facility. Our funding comes from Kittitas County's General Fund and we hope as we continue to have successful rates of events, our funding will sustain to cover the labor and operations of facility maintenance. 8, Project Readiness: Please provide a detailed project schedule, including milestones necessary for completion as mentioned in question L above. On the schedule, indicate items completed and exactly where in the schedule the project is at this time. Be sure to include expected completion date. Currently, the demo and cleaning of the inside has been completed in order to prep for consultation and bidding for the rest of the project steps. The building is currently being assessed by contractors in order to complete bids for the spray foam portion and soon the remaining tasks at hand will be reviewed for bid. The project will be completed before the 2020 Ellensburg Rodeo, so we have time to finish the project as contractors are available. The spray foam portion of the project will take approximately one week to complete. After that, we will be allowing three more weeks in order to complete the wall finishing and lay back down the carpet. New carpet was purchased last year and is not damqged, so will not need to be replaced. Carpet is currently stored in a safe drive please until it is ready to install. Our last step will be exterior cleaning of the entire structure and repainting, which is estimated to take about a week as well. 9. As one of the Kittitas Valley Event Center's stakeholders, those rooms are very important to the production of our annual Labor Day Weekend event. Currently the Buckaroo Skybox is unusable due to water damage and health and safety concerns. Nothing is more important than the health and safety of our patrons and as such we would like to see the renovation of the Buckaroo Skybox completed. Completion of the project would undoubtedly bring value to other renters of the facility as well. The world-famous Ellensburg Rodeo started in 1923, when local businessmen, farmers, ranchers, and townsmen began to feel the tug of nostalgia as airplanes, moving pictures, and automobiles started replacing the Western lifestyle. Now one of the top destinations for professional cowboys and cowgirls, the event also provides an economic boost to Kittitas County, whose full-time population is 48,000. Over the course of five days, more than 37,000 people visit and experience the family friendly, western hospitality Ellensburg has become known for. Still held on the same historic rodeo grounds of 1923, the outdoor event is run by a committed, all volunteer Board of Directors. The event is deeply rooted in tradition and preserving western heritage. Sincerely, niJ\-t-\\ c-"\-+ \J Jerry Doolin President . FAX: (509) 962-7830. www.ellensburgrodeo.com'
