SEPTEMBER 18, 2020 Board members present: Chairman Brett Wachsmith; Vice-Chairman Laura Osiadacz and Commissioner Cory Wright. Others: Taylor Crouch, Deputy Clerk of the Board I; Mark Cook, Public Works Director; Dan Carlson, CDS Director; and Neil Caulkins, Chief Civil Deputy. SPECIAL MEETING EXECUTIVE SESSION COMMISSIONERS At 1:30 p.m. Chairman Wachsmith opened a Special Meeting and announced the Board would recess into an Executive Session with Mark Cook, Public Works Director; Dan Carlson, CDS Director; and Neil Caulkins, Chief Civil Deputy for 15 minutes to consider Collective bargaining sessions with employee organizations, including contract negotiations, grievance meetings, and discussions relating to the interpretation or application of a labor agreement; or (b) that portion of a meeting during which the governing body is planning or adopting the strategy or position to be taken by the governing body during the course of any collective bargaining, professional negotiations, or grievance or mediation proceedings, or reviewing the proposals made in the negotiations or proceedings while in progress. No action was anticipated. At 1:45 p.m. the Board reconvened out of Executive Session. No action was taken. At 1:46 p.m. Chairman Wachsmith announced the Board would recess back into Executive Session for 15 minutes to consider Collective bargaining sessions with employee organizations, including contract negotiations, grievance meetings, and discussions relating to the interpretation or application of a labor agreement; or (b) that portion of a meeting during which the governing body is planning or adopting the strategy or position to be taken by the governing body during the course of any collective bargaining, professional negotiations, or grievance or mediation proceedings, or reviewing the proposals made in the negotiations or proceedings while in progress. No action was anticipated. At 2:01 p.m. the Board reconvened out of Executive Session. No action was taken. At 2:01 p.m. Chairman Wachsmith announced the Board would recess back into Executive Session for 10 minutes to consider Collective 2020-09-18 MINUTES 2 bargaining sessions with employee organizations, including contract negotiations, grievance meetings, and discussions relating to the interpretation or application of a labor agreement; or (b) that portion of a meeting during which the governing body is planning or adopting the strategy or position to be taken by the governing body during the course of any collective bargaining, professional negotiations, or grievance or mediation proceedings, or reviewing the proposals made in the negotiations or proceedings while in progress. No action was anticipated. At 2:11 p.m. the Board reconvened out of Executive Session. No action was taken. DISCUSSION/DECSION TO WAIVE BRIDGE APPLICATION FEE OFF MANASHTASH BRIDGE Director Cook updated the Board on a bridge permit off Manashtash Road. There was discussion on the permit and the unique circumstances surrounding it. Commissioner Wright and Commissioner Osiadacz directed Director Cook to waive the fee for this private bridge application. Chairman Wachsmith did not support this direction.
