Meeting was called to order at 1:30 pm
DISCUSSION/DECISION: FINZALIZE 2020 ANNUAL DOCKET OF
COMPREHENSIVE PLAN AND DEVELOPMENT REGULATION AMENDMENTS
Director Carlson briefed the Board of County Commissioners with
a summary of items on the 2020 docket.
- Amend definition of Special Care Dwelling to include park
model trailers. Amend use tables in KCC 17.15 to provide
standards for park model trailers in special care dwelling
uses.
- Amend use tables to allow cold storage in rural/resource
zoning districts.
- Amend sign code to allow greater sign height and area for
commercial zones fronting highways. Also, would add a
conditional use permit option for proposed signs that
exceed standards.
- City of Ellensburg Annexations - Ord. No. 4828 & Ord. No.
4847 " Update zoning and land use tables in Chapter 2 and 8
of Comprehensive Plan if necessary
- Amend Survey Requirements per County Surveyor
- Amend use tables to allow for impound yard in Snoqualmie
Pass LAMIRD
- Amend Land Use Tables to allow nurseries by Conditional Use
Permit in Rural Recreation zones

- Allow transfer of development rights for PUDs in the Rural
Area. Remove TDR requirement that conservation easements be
held by nonprofit or quasi -governmental agency.
- Amend to allow pre -application conference waivers
- Transfer Authority for Mitigation and Metering from Public
Health to Public Works
- Authorize Fire & Life Safety Inspections for Short -Term
Rentals
Chairman Wachsmith motioned to approve the 2020 Annual Docket of
Comprehensive Plan and Development Regulation Amendments.
Commissioner Osiadacz seconded the motion. Motion passes 3-0.
VIRTUAL PUBLIC HEARINGS UPDATE
Director Carlson presented the Board of County Commissioners
with the procedures for hosting virtual land use hearings
beginning in the Fall. He is currently working with IT to allow
people the opportunity to upload exhibits during the hearing. In
the procedures there is a section that assists with technical
difficulties. If members of the public are unable to sign into
the video conference by either video or phone at the hearing
date and time, the person may email or dial a designated hotline
to contact the Hearing Host. Director Carlson plans to conduct a
couple of mock hearings prior to September 15, 2020 to ensure
all the bugs are worked out of the process.
OTHER BUSINESS
Commissioner Wright notified Director Carlson that the Capital
Improvement Program was discuss during the BOCC Admin meeting on
August 24, 2020 and Commissioner Wachsmith would be following up
with Director Carlson to discuss further.

Virtual Hearing Procedures
Platform: Cisco Webex video conferencing application with dial -in phone option.
• Anew Webex Event will be created for each public hearing with anew password.
• The meeting shall be recorded.
• The waiting room shall be used.
• The chat function will be disabled.
• Members of the public will be muted until called upon to testify.
Hearing Host: Jessica Miller or designated alternative
Decision Maker: Hearing Examiner, Board of County Commissioners, or Planning Commission
Proiect Planner: Planner assigned to the application and presenting the staff report.
Communication about the hearine:
1. The Project Planner will:
• Notify the Host of the date and time of the hearing. If multiple hearings are scheduled for
the same time, the Project Planners will coordinate, and one Project Planner will provide
this notice to the Hearing Host.
• Notify the Host who to invite to the Webex hearing. If multiple hearings are scheduled for
the same time, each Project Planner will provide this information to the Hearing Host.
• Notify the Host who will be presenting prior to the meeting, so that the host knows who
to allow to share screen. If multiple hearings are scheduled for the same time, each
Project Planner will provide this information to the Hearing Host.
2. The Hearing Host will:
• Send Webex invitation to the Decision Maker, Project Planner, Planning Official, CDS
Director, applicant, applicant's representative, and any others identified by the Project
Planner(s).
3. The Project Planner will:
• Publish and mail notices in accordance with Kittitas County Code. Notices will include
virtual public hearing access information. Mailed notices will include "Virtual Public
Hearing Instructions" handout. Newspaper notices will include link to "Virtual Public
Hearing Instructions."
Managing the Hearing:
The Hearing Examiner, Board Chair, or Planning Commission Chair:
• Runs the hearing in accordance with established procedures
• Identifies who may speak in this order:
1. Staff
2. Applicant
3. Public
4. Applicant Rebuttal
5. Any Questions of Staff
The Hearing Host:
• Sets the presentation mode (Active Speaker Video View)
• Starts recording, mutes and unmutes attendees, and allows screen share.
• Sets order that public will comment during public comment period.
• Records the names and addresses of those who comment into a sign in sheet.
• Assists individuals experiencing technical difficulties.
Public Comments/Sign in:
All public participants shall state their name and address for the record, followed by their comments.
Comment time may be limited by the decision maker. If the person has no comments, then they should
note this for the record and the Host will move to the next member of the public.
Entering Exhibits into the Record:
If exhibits are to be entered into the record, they must be emailed to the Project Planner. The speaker
will identify that they haven an exhibit, which can be shared to the screen by the planner. Exhibits will be
uploaded to the project page of the County's website so that all participants have access to the document.
If an exhibit cannot be emailed, the Planner will notify the decision maker who will discuss arrangements
to get the exhibit into the record.
Technical Obstacles Priorto Hearine:
If members of the public are unable to participate in the hearing because of technical obstacles prior to
the hearing date and time, the person may email the Hearing Host at or call by 5:00 p.m.
the day before the hearing and leave a voice message at . People who notify the Hearing
Host of technical obstacles by 5:00 p.m. the day before a hearing will be allowed to submit written
comments to the Hearing Host by 5:00 p.m. the day after the hearing. The applicant and/or the County
may elect to respond to any such comments in writing by 5:00 p.m. on the second day after the hearing.
Technical Difficulties at Date and Time of Hearin:
If members of the public are unable to sign into the video conference by either video or phone at the
hearing date and time, the person may email the Hearing Host at or call at
and leave a message with return phone number. If the technical difficulties cannot be solved, the Hearing
Host will inform the Decision Maker of the inability to participate and arrangements will be discussed on
how to extend the public comment period to allow for participation.
Staff Communication During Hearing:
Prior to the hearing, the Project Planner will create a group email including the Hearing Host, Project
Planner, Planning Official, and CDS Director. The group should also include any other Kittitas County staff
such as Public Works or Prosecutor's Office staff. This group email will be used for "sidebar" staff
conversations during the hearing. Please note: This group email will be a record subject to the Public
Records Act. The Project Planner will be responsible for placing any email group discussions into the
project file.
