Adjourn Created on 7/9/2020 11:45:18 AM KITTITAS COUNTY CDS STUDY SESSION MINUTES COMMISSIONERS' AUDITORIUM, 205 WEST STH ROOM 109 - ELLENSBURG Regular Meeting MONDAY 1:30 PM July 13, 2020 Board members present: Chairman Brett Wachsmith, Vice -Chairman Cory Wright, and Laura Osiadacz Others: Dan Carlson, Mike Flory, Pat Nicholson, Lindsey Ozbolt, Bridget Pechtel (CDS) Meeting was called to order at 1:30 pm CDS Operations Update Director Carlson was pleased to brief the Board of County Commissioners with an operational update. All the divisions in CDS are currently operating in full force and still providing a high level of service with the limited occupancy requirements. Currently the Building Department is receiving 20-25 applications a week while issuing 20-25 permits as well. A new plan review timeline feature was added to the Community Development Services website to provide customers with up to date plan review progress. Director Carlson was happy to report that building permit revenue was ahead of where it was last year as well. Request to Approve Resolution Extending Deadline for 2020 Annual Docket After legal review, Community Development Services is okay to extend the deadline for 2020 annual docket items. The deadline would be August 14, 2020 which would allow staff ample amount of time to complete required work. Chairman Wachsmith moved to approve Resolution 2020-134, Resolution Extending Deadline for Docketing Comprehensive Plan and Development Regulation Amendments for 2020 Annual Docket. Commissioner Osiadacz seconded motion. Motion passes 3-0 Request to Approve Resolution Declaring a Ban on Outdoor Burning Fire Marshal Nicholson implemented a burn ban on July 11, 2020. According to Kittitas County Code, a resolution must be presented to the Board of County Commissioners (14) days after the Fire Marshal declares a burn ban. Chairman Wachsmith moves to approve Resolution 2020- 135, Resolution Declaring a Ban on Outdoor 2020-7-13 MINUTES 1 Burning. Commissioner Osiadacz seconded the motion. Motion passes 3- 0. 2018 Code Cycle Update Director Carlson updated the Board of County Commissioners with the new date the 2018 Building Code Cycle would be implemented. The original date was going to be July 1, 2020 but with the unforeseen COVID-19 situation, the new date will be February 1, 2021. Meeting adjourn 1:39pm )",%I I � Calvana Carper 2020-7-13 MINUTES 2 KITTITAS COUNTY COMMISSIONERS KITTITAS COUNTY, WASHINGTON Brett Wachsmith, Chairman BOARD OF COUNTY COMNIISSIONERS COUNTY OF KITTITAS STATE OF WASHINGTON RESOLUTION NO. 2020 - RESOLUTION EXTENDING DEADLINE FOR DOCKETING COMPREHENSIVE PLAN AND DEVELPOMENT REGULATION AMENDMENTS FOR 2020 ANNUAL DOCKET WHEREAS, on February 29, 2020, Governor Jay Inslee declared Washington State to be in a state of emergency due to the existence of a novel coronavirus, or COVID-19 epidemic within the state; and WHEREAS, on March 6, 2020, the Kittitas County Board of County Commissioners made a Declaration of Emergency regarding COVID-19 by Resolution No. 2020-042; and WHEREAS, COVID-19, a respiratory disease that can result in serious illness or death, is caused by the SARS-CoV-2 virus, which is a new strain of coronavirus that had not been previously identified in humans and can easily spread from person to person; and WHEREAS, The CDC identifies the potential public health threat posed by COVID-19 both globally and in the United States as "high", and has advised that person-to-person spread of COVID-19 will continue to occur globally, including within the United States; and WHEREAS, On March 11, 2020, the World Health Organization classified the global spread of COVID- 19 as a pandemic, and urged all governments throughout the world to take action to stem the spread of the disease; and WHEREAS, on March 23, 2020, Governor Inslee issued Proclamation 20-25, "Stay Home — Stay Healthy" order which prohibited all people in Washington State from leaving their homes except to participate in essential services or essential work and preventing all non-essential businesses in Washington state from conducting business; and WHEREAS, On May 4, 2020 Governor Inslee initiated "Phased Start Washington — a Phased Approach to Recovery" which laid out a four -phased approach to reopening businesses; and WHEREAS, Kittitas County was approved to move to Phase 2 of re -opening on May 27, 2020 and was approved to move to Phase 3 of re -opening on June 23, 2020; and WHEREAS, Kittitas County Code (KCC) 15B.03.030 requires that comprehensive plan amendments be docketed by June 301 of each calendar year and requires that any amendments docketed after June 30th shall be considered in the following year; and WHEREAS, Kittitas County Code (KCC) 1513.04.030 requires that development regulation amendments be docketed by June 30r' of each calendar year and requires that any amendments docketed after June 30th shall be considered in the following year; and WHEREAS, Stay-at-home and phased re -opening orders may have prevented interested persons from proposing comprehensive plan or development regulation amendments by June 30, 2020; and WHEREAS, the Kittitas County Board of Commissioners desires to allow extra time for comprehensive plan and development regulation amendments to be submitted for consideration for the 2020 annual docket. NOW, THEREFORE BE IT RESOLVED: That the Kittitas County Board of Commissioners hereby extends the deadline for docketing comprehensive plan and development regulations for the 2020 annual docket until August 14, 2020. WHEREAS, Kittitas County is currently experiencing dry conditions, high energy release components for fuel models, and low 1,000 -hr fuel moisture contents; and WHEREAS, the Kittitas County Fire Marshal's Office has alerted the citizens of Kittitas County to the extent that the dry conditions are creating a dangerous fire hazard; and WHEREAS, different fire danger levels exist within the fire districts due to topography and vegetation; WHEREAS, Kittitas Valley Fire and Rescue, Fire District 1, Fire District 3, Fire District 6, and Fire District 7, and all areas outside of a fire protection district, require a full burn ban to include recreational fires and BBQ briquettes; and WHEREAS, Fire District 4 requires a burn ban which prohibits all burning other than recreational campfires in campsites less than 2' x 3% and WHEREAS, the Kittitas County Fire Marshal has determined that it is in the best interest of the County to implement the burn ban; and NOW, THEREFORE BE IT RESOLVED that the Kittitas County Board of Commissioners, in the interest of the public health, safety and welfare of the citizens of Kittitas County, and in response to the continued threat of fire, declare an immediate burn ban until further notice: THE OPEN BURNING BAN shall include, but not be limited to: Burning wood, brush, weeds and other ground cover, or the open burning of any material or fuel for any purpose that creates a fire hazard; or, for Kittitas Valley Fire and Rescue, Fire Districts 1, 3, 6, and 7, wood, coal, or charcoal briquette camp fires or cook fire. BE IT FURTHER RESOLVED that this declaration shall be effective immediately upon signature by the Board of County Commissioners of the County of Kittitas, Washington; and BE IT FURTHER RESOLVED that copies of this resolution will be available from the Clerk of Kittitas County at the Kittitas County Board of Commissioner's office at 205 W. 5a' Street, Ellensburg, Washington.
