BACKGROUND: KPFF was selected as one of two structural engineers for on-call task order contracting following a procurement effort in April 2020. KPFF has been inspecting County bridges for the past two years. Public Works desires having KPFF support bridge inspections for 2020. 96 bridges will be inspected at a cost of $55,000. Cook, Director BOARD OF COUNTY COMMISSIONERS COUNTY OF KITTITAS STATE OF WASHINGTON RESOLUTION NO. 2020 - AUTHORIZE THE CHAIR'S SIGNATURE ON KPFF TASK ORDER NO.2 — 2020 BRIDGE INSPECTION SUPPORT SERVICES WHEREAS: Kittitas County of Public Works procured on-call task orders professional engineering services from KPFF consistent with state law and local purchasing policies in April 2020; and WHEREAS: KPFF has been conducting bridge inspection support services for Public Works for the past several years; and WHEREAS: The value of Task Order No. 2 exceeds the contract authorization amount currently provided the Public Works Director; and WHEREAS: Annual bridge inspections are required by State and Federal government, NOW, THEREFORE BE IT RESOLVED that the Board of County Commissioners, in the best interest of the public, does hereby authorize the Chair's signature on KPFF Task Order No. 2 in the amount of $55,000. LOCATION OF PROJECT Kittitas County, City of Cle Elum and Town of Kittitas PROJECT TITLE 2020 Routine, Inventory, and "Short -Span" Bridge Inspections and Repair List. DESCRIPTION OF WORK KPFF will provide a WSDOT Certified Bridge Inspector to serve as inspection team leader for 96 County bridge inspections, 4 City of Cie Elum bridge inspections, and 3 Town of Kittitas bridge inspections. Of the 96 County bridges, there are 48 bridges that meet the National Bridge Inventory (NBI) definition of a 'Bridge', namely the abutment to abutment distance is greater than 20 feet. The remaining bridges do not meet the NBI definition and are referred to as "short -span" bridges. Regardless of the bridge span length or definition all bridge structures will receive an inspection, which is in general conformance with the standard WSDOT Routine Bridge Inspection methods and formats. A list of all bridges to be inspected by KPFF is included as an attachment to this scope of work. s 3KZTTZTA6 COUNTY DEPARTMENT OF PUBLIC WORKS MTTITAS COUNTY In addition to the routine inspections mentioned above, KPFF will provide the following: • Inventory inspection of Coleman at Vantage Highway (new construction) • Inventory inspection of Fairview Road Bridge (new construction) • Inventory inspection of Big Boulder Bridge (new construction) KPFF will also compile a repair list for all structural defects observed during the 2020 inspections. The repair list will include the priority of each repair and categorize the repair type to allow the County maintenance workers to group similar repairs. Travel restrictions due to COVID-19 may result in a KPFF inspector being unable to overnight in Kittitas County. Item 2.0 below includes additional travel hours and costs which may occur as a result of COVID-19 travel restrictions. This effort will only be utilized if necessary and with the approval of the County. ITEM NO. 1.0 — PROJECT MANAGEMENT AND COORDINATION KPFF shall provide project management and contract administration services to organize, manage, and coordinate the staff required to accomplish the work and to facilitate efficient progress. Project Management services shall include: • Project team management and coordination • Monthly progress reporting • Prepare inspection schedule and coordination with Kittitas County • Prepare and review inspection safety plan ITEM NO. 2.0 — TRAVEL TO ELLENSBURG KPFF will travel from Seattle to Ellensburg/Kittitas County to perform bridge inspections. If possible, KPFF will group inspections into trips of two to three days. In the event that the State and/or Kittitas County does not allow overnight stays due to COVID-19 restrictions, additional travel will be required which is included in this task. ITEM NO. 3.0 — KITTITAS COUNTY INSPECTIONS AND REPORTS • The KPFF Bridge Inspector will plan for each inspection trip by reviewing previous inspection reports, planning trip routes, booking travel accommodations, preparing inspection equipment and other miscellaneous tasks needed for the inspection. KPFF Bridge Inspector will coordinate with County co -inspector on trip timing and details. \t ChliC�11Y5...'ID 11/G CIS M„ `°'�., KITTZTAB COUNTY 4p DEPARTMENT OF PUBLIC WORKS KMITAS COUNTY • For NBI reportable bridges, the KPFF Bridge Inspector will serve as inspection team leader, prepare, sign, and upload routine and inventory reports to the WSBIS Bridge Inspection Database. The County will provide a co -inspector for these inspections. For "short -span" bridges, the KPFF Bridge Inspector will serve as inspection team leader and will review (QC) the inspection report prepared by the County's co -inspector. This list will be in Microsoft Excel format. ASSUMPTIONS • New Construction at Fairview Road Bridge will replace existing short span bridges 89141 -OB, 89142 -OB, and 89144 -OB. Inspections for the existing bridges do not need to be performed this year. • No allowance is made for weather in the attached fee. Our general policy is to inspect in difficult weather conditions but not engage in conditions or situations resulting from the weather that the Team Leader feels are clearly unsafe. If such situations arise the inspection will be rescheduled for as -soon -as -possible. Additional costs resulting from weather delays will be issued to the County prior to any changes of the current schedule or budget, for approval. • The County will provide a Co -Inspector that will assist the KPFF Team Leader on all inspections. Should the County provided Co -Inspector not be available for the scheduled trip, KPFF will provide a co -inspector. Additional costs for the KPFF provided Co - Inspector and/or changes to the inspection schedule will be issued to the County for review and approval prior to commencement of the work.
