COMMISSIONERS' MINUTES
KITTITAS COUNTY, WASHINGTON
COMMISSIONERS AUDITORIUM
REGULAR MEETING
MONDAY 9:00 A.M. AUGUST 3, 2020
Board members present: Chairman Brett Wachsmith Vice-Chairman Laura
Osiadacz, Cory Wright, Commissioner, (via WebEx).
Others Via WebEx: Julie Kjorsvik, Clerk of the Board; Mandy
Buchholz, Deputy Clerk of the Board II; Judy Pless, Budget & Finance
Director; Dan Carlson, CDS Director; Steve Panattoni, Jail
Superintendent; Lisa Young, HR Director.
REGULAR MEETING OFFICE STAFF MEETING COMMISSIONERS
At 9:00 a.m. Chairman Wachsmith opened the Office Administration
meeting.
CALENDAR WEEK AT A GLANCE COMMISSIONERS
The Board of County Commissioners reviewed their weekly calendars.
PAF/VOUCHERS REVIEW OF PAF’S & VOUCHERS COMMISSIONERS
The Board of County Commissioners approved the County Vouchers and
PAF’s.
CORRESPONDENCE LOG REVIEW OF CORRESPONDENCE LOG COMMISSIONERS
The Correspondence Log for the week ending July 31, 2020 was
presented.
REQUEST CORRECTIONS - SERGEANT COMMISSIONERS
Lisa Young, HR Director stated that this is a formality to the
conversations the Board previously had with the Sheriff. She stated
there is a form for the Board to sign, noting that there will be no
backfill of a Corrections Officer, but rather moving a Corporal to
Sergeant. Chairman Wachsmith moved to approve the request as
presented. Commissioner Osiadacz seconded. Motion carried 3-0.
DISCUSSION LETTER OF SUPPORT COMMISSIONERS
Dan Carlson, CDS Director stated that Forterra is asking if the
County will provide a letter of support for the Conservation
Easement for the Naneum Creek Farm. He stated that the Letter of
Support does not obligate the County to anything. He stated that he
previously brought this up during a CDS Study Session in June.

Chairman Wachsmith moved to approve a Letter of Support for the
Naneum Creek Farm Conservation Easement. Commissioner Osiadacz
seconded. Commissioner Osiadacz stated it was her recollection &
questioned Mr. Carlson on if this worked with the Floodplains by
design and protected water rights. She stated that is was
disappointing as Arden Thomas, WRP Manager or Director Of Public
Works Mark Cook wasn’t included in today’s meeting. Commissioner
Wright stated that he would not be voting in favor of the request.
He stated that it’s his understanding this does not protect the
water rights in the area. Commissioner Osiadacz stated she would
like to wait and have Director Cook and WRP Manager Thomas at a
follow up meeting to answer questions. Chairman Wachsmith withdrew
his motion. Director Carlson was directed to set a follow up meeting
the Board, with Director Cook, and WRP Manager Thomas.
PLANNING COVID-19 COMMISSIONERS
There were no updates provided relating to COVID-19.
DISCUSSION FACEBOOK WEEKLY POSTS COMMISSIONERS
The Board determined for the week of August 3, 2020 that they would
share on their Facebook page any Press Releases from Public Health
relating to COVID-19.
OTHER BUSINESS/GENERAL UPDATES
Dan Carlson, CDS Director notified the Board that his Planning
Official Lindsey Ozbolt had tendered her resignation last Friday
July 31, 2020, effective 8/14/2020. He stated that he would be
working with HR to get that position posted as quickly as possible.
