JULY 21, 2020 <br />Board members present: Chairman Brett Wachsmith. Via Webex: Vice- <br />Chairman Laura Osiadacz & Commissioner Cory Wright. <br /> <br />Via Webex: Taylor Crouch, Deputy Clerk of the Board I; Mandy <br />Buchholz, Deputy Clerk of the Board II; Judy Pless, Budget & Finance <br />Officer; and Neil Caulkins, Deputy Prosecutor. <br /> <br />In person attendance was prohibited per the Washington Governor’s <br />Proclamation No. 20-28 until August 1st, 2020 but was accessible at <br />https://kittitascounty.webex.com/kittitascounty/onstage/g.php?MTID=e <br />a536346eea529ef75b051be15bf5d483 A phone number and access code was <br />also advertised on the Agenda and published onto the Commissioners <br />website as well. <br /> PUBLIC HEARING HOUSE BILL 1406 COMMISSIONERS <br /> <br />At 2:00 p.m. CHAIRMAN WACHSMITH opened a Public Hearing to consider <br />an Ordinance Adopting Legislation to Authorize a Sales and Use Tax <br />For Affordable and Supportive Housing in Accordance with Substitute <br />House Bill 1406 (Chapter 338, Laws of 2019)(“SHB 1406”), and Other <br />Matters Related Thereto. <br /> TAYLOR CROUCH, DEPUTY CLERK OF THE BOARD I reviewed a proposed <br />Ordinance which would allow the County to impose a local state- <br />shared sales and use the tax to fund affordable or supportive <br />housing. The consumer does not pay this tax, the effective sales tax <br />rate would remain the same and instead this tax would be credited <br />against the 6.5% state sales tax. The County declared the intent to <br />pass this sales and use tax on November 5th, 2019 with Resolution No. <br />2019-164. <br /> THERE BEING NO ONE REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE HEARING WAS CLOSED. ORDINANCE 2020-004 HOUSE BILL 1406 COMMISSIONERS CHAIRMAN WACHSMITH moved to approve Ordinance No. 2020-004, an <br />Ordinance Adopting Legislation to Authorize a Sales and Use Tax for <br />Affordable and Supportive Housing in Accordance with Substitute <br />House Bill 1406 (Chapter 338, Laws of 2019)(“SHB 1406”), and Other <br />Matters Related Thereto.
