COMMISSIONERS' MINUTES
KITTITAS COUNTY, WASHINGTON
COMMISSIONERS AUDITORIUM
REGULAR MEETING
MONDAY 9:00 A.M. JULY 27, 2020
Board members present: Chairman Brett Wachsmith Vice-Chairman Laura
Osiadacz, Cory Wright, Commissioner, (via WebEx).
Others Via WebEx: Julie Kjorsvik, Clerk of the Board; Mandy
Buchholz, Deputy Clerk of the Board II; Taylor Crouch, Deputy Clerk
of the Board I; Stephanie Hartung, DPA III; Judy Pless, Budget &
Finance Director; Doug Fessler, Network Administrator; Jim Goeben,
IT Director; Candie Leader, Admin. Assistant (DPW); Mark Larson,
Public Health Officer.
REGULAR MEETING OFFICE STAFF MEETING COMMISSIONERS
At 9:00 a.m. Chairman Wachsmith opened the Office Administration
meeting.
CALENDAR WEEK AT A GLANCE COMMISSIONERS
The Board of County Commissioners reviewed their weekly calendars.
PAF/VOUCHERS REVIEW OF PAF’S & VOUCHERS COMMISSIONERS
The Board of County Commissioners approved the County Vouchers and
PAF’s.
CORRESPONDENCE LOG REVIEW OF CORRESPONDENCE LOG COMMISSIONERS
The Correspondence Log for the week ending July 24, 2020 was
presented. The Board gave direction to Chairman Wachsmith to reach
out and get Prosecutor review regarding an item received from Dani
Bolyard to present to the Board a request for an Advisory Vote to be
placed onto the November ballot.
DISCUSSION OPMA PHASE 3 COMMISSIONERS
Stephanie Hartung, Deputy Prosecutor III gave background on the
previous conversations the Board for Commissioner Wright to get him
up to speed. Dr. Mark Larson, Public Health Official indicated that
he doesn’t anticipate the Governor doing anything new and could
potentially hand down additional restrictions. Commissioner Wright
stated he wants the public to be able to come in and speak at
Meetings with the Board but with the current restrictions and
enforcement he doesn’t see how they could open it up. Chairman
Wachsmith agreed. Commissioner Osiadacz stated that she would like

to see the County continue to take steps moving forward to getting
things in place for when they can have in person meetings. She
stated that she is frustrated by not being able to conduct in person
meetings, but also understands all the work that needs to be done
prior to allow for it to be opened back up safely.
SET PUBLIC HEARING LAND LEASE - FISH COMMISSIONERS
Approve Setting a Public Hearing to consider a proposed land lease
with FISH Community Food Bank, to be held on Tuesday August 11, 2020
at 9:00 a.m. in the Commissioners Auditorium, Room 109, Kittitas
County Courthouse 205 West 5th Avenue Ellensburg, WA and to authorize
the Clerk to publish said notice.

DISCUSSION 2021 BUDGET RETREAT COMMISSIONERS
Judy Pless, Budget & Finance Manager stated that they have a Budget
Retreat Date set for August 19, 2020 from 8:30 a.m. to 12:00 p.m.,
to be held virtually. Chairman Wachsmith reviewed a few topics they
planned to discuss and stated that he would like to meet again with
Ms. Pless and then circle back to the Board to finish the meeting
and get input.
PLANNING COVID-19 COMMISSIONERS
The Board received an update from Dr. Larson regarding local impacts
and there was discussion about school restarting and graffiti
happening around the Courthouse and whether they should give
direction to Maintenance to clean it up.
DISCUSSION FACEBOOK WEEKLY POSTS COMMISSIONERS
The Board determined for the week of July 27, 2020 that they would
share on their Facebook page any Press Releases from Public Health
relating to COVID-19 and would also be sharing Press Releases from
WSDOT relating to a new roundabout that will be built in 2021; as
well as Emergency Repairs on I-90 and also to share a Press Release
regarding the Capital Facilities Committee once drafted.
OTHER BUSINESS/GENERAL UPDATES
There were no general updates or other business discussed.
