Cook RECOMMENDATION: Direct staff temporarily close Baker Road to Suncadia construction traffic. BRIEFING SUMMARY: • Suncadia construction traffic is using Baker Road as primary access. • Evergreen Valley residents are aggravated over the traffic. • Suncadia maintains a locked access at Highway 903. • Suncadia has consistently stated concern over access to the resort via Baker Road as being problematic for the resort. BACKGROUND: For the past several years, Suncadia construction traffic has used Baker Road supporting significant Suncadia construction. This access avoids having to traverse the development from the main entrance on Bullfrog Road. Numerous attempts to get the locked gate open at Highway 903 have failed. Increasing frustration on the part of Evergreen Valley residents may likely end up with a law enforcement response at some point if left unmanaged. Last year, Public Works (PW) placed jersey barriers in the roadway thwarting construction access. This action was taken without Board coordination and was removed a short time later. DISCUSSION: Suncadia has attempted on several occasions to engage PW on vacating Winston Creek Road. This roadway is the old access road over Cle Elum River and remains in public ownership. PW has reached out to Suncadia requesting that construction traffic be allowed to utilize Swiftwater Drive at Highway 903 without success. Closing Baker Road to construction traffic is expected to result in complaints from the construction industry. Access will shift to the main entrance of the resort on Bullfrog Road. PW proposes placing barriers in a manner allowing recreational access to Winston Creek Road while thwarting use of the road by construction vehicles. In a recent communication from Mr. Steve Lathrop (representing Suncadia interest in the matter), he states that Suncadia has no objection to and supports the temporary closure of Baker Road to all Page 1 of 4 PUBLIC WORKS BOARD OF COUNTY COMMISSIONERS WORK SESSION STAFF REPORT traffic. Closing the road to construction traffic is expected to be met with approval from Evergreen Valley residents. Resolving the fate of Winston Creek Road while maintaining recreational access for county residents appears to be in the best interest of the County, US Forest Service and Suncadia. The temporary closing of Baker Road to construction traffic appears to be the first step in the process of resolution. FISCAL IMPACTS: The cost of advertising notice and barrier placement is expected to cost in the range of $1,000 to $2,000. Suncadia has consistently viewed the access to the resort via Baker Road as a problem and has attempted to make all traffic, not just construction, use Swiftwater Drive and Suncadia Trail to the main Suncadia entrance. As a public road coupled with the old easements, Suncadia has no authority to close or reroute it, and there remains the positions of BOR/USES as to access to the old campground and the river. The gate at 903 is an option but staffing is a problem for now due to cost. To be clear: Suncadia has no objection to and supports the temporary closure of Baker Road to all traffic. Please note that the development agreement with the county and Suncadia's covenants prohibit ATV type vehicles and all motorized vehicles are prohibited in the Cie Elum River Corridor. Again, Suncadia may not be able to prevent some vehicular use of the public road itself, but will object to any and all use which attempts to leave that limited area. It would be appreciated if you could adjust your comments to better reflect Suncadia's position on this matter. As always, thank you for your courtesies in allowing Suncadia's comments. F. LEAD STAFF: Arden Thomas. RECOMMENDATION: Direct staff to reach out to the City of Ellensburg for including the City in conversations between the Washington Department of Fish and Wildlife (WDFW) and Kittitas County regarding the potential relocation of the South Ringer Road Boat Launch to an alternative site located on County -owned property (formally the Stalder property). BRIEFING SUMMARY: • The WDFW boat launch at South Ringer Road is a heavily used boat launch site site. Within the Ringer Road vicinity, the Yakima River is experiencing large channel changes, threatening the boat launch. Large wood in the river immediately downstream of the boat launch is a safety hazard for boaters. The Kittitas County Yakima River Public Access Plan identifies the flooding and safety concerns at the South Ringer Loop site and identifies the Thrall Road / Wilson Creek Access site as the first safe access to the Yakima River below Irene Reinhard Park. This site is owned by Kittitas County and is also referred to as the Stalder Property. Kittitas County (Public Works and Sheriff's Office) and WDFW staff have been meeting to discuss the feasibility of locating a boat launch at the Stalder Property. WDFW has determined that there is sufficient space for the site to meet its design criteria and has selected a preferred access route that would continue to utilize South Ringer Road. City of Ellensburg property may need to be crossed to utilize this access. • Staff recommends that these discussions include the City of Ellensburg. Page 1 of 4 PUBLIC WORKS BOARD OF COUNTY CON1MISSIONERS WORK SESSION STAFF REPORT BACKGROUND: Kittitas County Public Works acquired the Stalder Property with Yakima Basin Integrated Plan funding on May 15, 2017. In discussions with WDFW, public works staff has expressed openness to considering this site as an alternative location for the WDFW South Ringer Road Boat Launch, given flood and safety concerns associated with the current boat launch. WDFW has determined that the Stalder property is a feasible location and is recommending site access from South Ringer Road, where a railroad crossing is already established. This access may also cross land owned by the City of Ellensburg. WDFW would like to pursue grant funding to develop the Stalder site. DISCUSSION: Public Works will be conducting a property survey of the Stalder Property this summer to verify the property boundary. If the boat launch is relocated to the Stalder Property, WDFW is expected to need to have control and tenure of the property. Kittitas County would also need to work with the Recreation and Conservation Office to address the terms of a restrictive covenant on the property that was associated with the funding source. Transfer of the County owned property to WDFW will require concurrence from RCO and will also likely require support from the City of Ellensburg. FISCAL IMPACTS: Staffing costs associated with WDFW coordination is in the Flood Control Zone District 2020 annual budget.
