AGENDA SESSION DATE: July 21, 2020
ACTION REQUESTED: Request to Approve a Notice of Call for Sealed Bids for
the Bullfrog Road Project, CRP 300-20.
BACKGROUND: On January 15, 2020 Kittitas County Board of County
Commissioners put in place a temporary speed
reduction on Bullfrog Road responding to unforeseen
significant roadway deterioration (Resolution 2020-
001). Public Works has been preparing a design and
assembling a construction contract advertisement to
repair the roadway.
The work is being completed with Federal Funding
from both the Surface Transportation Block Grant and
Highway Infrastructure Funding programs, and local
road maintenance funding from Public Works. The
engineer's estimated cost range is: $615,000.00 to
675,000.00.
The bid package will include bid requests for the
improvement of Bullfrog Road consisting of planing
existing pavement, adjusting utility valve cases and
manholes, overlaying with hot mix asphalt, temporary
traffic control and permanent roadway striping.
Call for bids are advertised in the legal newspaper and
the Daily Journal of Commerce.
Bids are scheduled to be delivered by 9 AM on August
12, 2020 to the Public Works Department and will be
opened at the Public Works office.
INTERACTION: Public Works
RECOMMENDATION: Move to approve Notice of Call for Sealed Bids for the
Bullfrog Road project and direct staff to advertise as
requested.
HANDLING: Return one (1) copy to Public Works

RESOLUTION NO. 2020 -
AUTHORIZE A NOTICE OF CALL FOR SEALED BIDS FOR THE BULLFROG
ROAD PROJECT, CRP 300-20.
WHEREAS: On January 15, 2020 Kittitas County Board of County Commissioners put in
place a temporary speed reduction on Bullfrog Road responding to
unforeseen significant roadway deterioration (Resolution 2020-001); and
WHEREAS: The Department of Public Works has prepared a design and assembled a
construction advertisement to repair the roadway; and
WHEREAS: Public Works has prepared an Invitation to Bid and proposes advertising the
project in the Daily Journal of Commerce and the local paper of record for
three consecutive weeks (7/23, 7/30, and 8/6/2020); and
NOW, THEREFORE BE IT RESOLVED that the Board of County Commissioners, in the
best interest of the public, does hereby issue an Invitation to Bid supporting the Bullfrog
Road project and directs that the project be advertised for three consecutive weeks (7/23,
7/30, and 8/6/2020) in the Daily Journal of Commerce and in the local paper of record.
BE IT FURTHER RESOLVED that Public Works is directed to open bids on August 12,
2020 at 9:00 AM at the office of the Department of Public Works, 411 North Ruby Street,
Suite 1, Ellensburg, Washington, to be publicly read aloud after 9:00 AM on Wednesday
August 12, 2020 in the Department of Public Works, Ellensburg, Washington.

Sealed bids will be received by the Kittitas County Public Works, at the reception desk located at 411 North Ruby Street,
Suite 1, Ellensburg, Washington until 9:00 AM on August 12, 2020 and will then and there be opened and publicly read for
the construction of the improvements.
All bid proposals shall be accompanied by a bid proposal deposit in cash, certified check, cashier's check, or surety bond in
an amount equal to five percent (5%) of the amount of such bid proposal. Should the successful bidder fail to enter into such
contract and furnish satisfactory performance and payment bonds within the time stated in the specifications, the bid
proposal deposit shall be forfeited to the Kittitas County Public Works.
The right is reserved to reject any and all bids and to waiver informalities in the bidding.

The I{ittitas County in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 USC 2000d to
2000d4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the
Secretary, Part 21, Nondiscrimination in Federally -Assisted Programs of the Department of Transportation issued
pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into
pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full
opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race,
color, national origin, or sea in consideration for an award.
The improvement for which bids will be received is described below:
This Contract provides for the improvement of Bullfrog Road; these improvements consist of planing existing pavement,
adjusting utility valve cases and manholes, overlaying with hot mix asphalt, temporary traffic control and permanent
roadway striping and other work all in accordance with the Contract Plans, Provisions and the Standard Specifications.
