BACKGROUND: On December 30, 2019, Kittitas County Public Works was advised by Washington State Department of Transportation (WSDOT) that our North Thorp Highway -Yakima River Bridge Project was selected to receive funding through the Local Bridge Program. This project originally required 13.5 percent match in local funds for the Preliminary Engineering phase. The Federal Highway Administration has recently advised that projects in certain programs that are obligated for funding prior to September 30, 2020 will be eligible for 100 percent federa funding for eligible costs. This Project Prospectus covers the Federal Funding for the preliminary engineering phase and needs to be approved by WSDOT Local Programs. The approval needs to happen so WSDOT can evaluate the need to assign Kittitas County an Underutilized Disadvantaged Business Enterprise (UDBE) participation commitment goal prior to advertisement for design services. Public Works is preparing to solicit for design services in 2020. This requires the Local Agency Federal Aid Project Prospectus to be signed and approved by the Chair of the BOCC. INTERACTION: Public Works RECOMMENDATION:. Approve the Resolution Authorizing the Chair's signature on the Local Agency Federal Aid Project Prospectus for the North Thorp Highway -Yakima River Bridge CRP 302-20. Joint repairs will include strip seals at the ends of the truss and silicon sealant at the floor beams. The truss portal members that have been damaged by traffic impacts will be repaired by heat straightening or replacing members. The concrete spalls at the piers will be repaired and the bridge will be painted.; and WHEREAS: In preparation to advertise the project for design services in the Fall of 2020 Public Works is requesting the Washington State Department of Transportation to release the Federal Funds for preliminary engineering; and WHEREAS: A Local Agency Federal Aid Project Prospectus must be executed by the Chair acknowledging the project has been reviewed and is consistent with the agency's comprehensive plan for community development; and NOW, THEREFORE BE IT RESOLVED that the Board of County Commissioners, in the best interest of the public, does hereby approve the Chair's signature on the Local Agency Federal Aid Project Prospectus for North Thorp Highway -Yakima River Bridge CRP 302-20.
