KITTITAS COUNTY <br />Board of County Commissioners <br /> <br />AGENDA STAFF REPORT <br /> <br />AGENDA DATE: July 21, 2020 <br /> <br />ACTION REQUESTED: Request to Set a Public Hearing to Consider an Amendment to Kittitas County Code Chapter 3.05. <br /> <br /> <br />BACKGROUND: Pursuant to RCW 82.14.370, Kittitas County takes a credit of .09% against the State’s portion of the sales and use tax, to finance local public facility projects in rural <br />counties that serve economic development purposes and/or finance local personnel in economic development offices. This credit is currently set to expire June 30, 2023. <br /> <br />This sales and use tax credit does not impose a new tax, and does not extend a tax, but instead allows for a shift in control over a portion of the sales and use tax imposed by the State, <br />from the State to Kittitas County. <br /> <br />RCW 82.14.370(4) has been amended, to allow Kittitas County to extend the period in which it receives this credit, from June 30, 2023 to July 30, 2032. If Kittitas County does not extend <br />the duration of its credit, this would not result in a decrease in the total tax rate, but would simply mean the State would control all future sales and use tax revenue. <br /> <br />County staff have proposed amendments to Kittitas County Code Section 3.05-Effective Date and Expiration Date, to extend the collection period of this credit to July 30, 2032. <br /> <br />INTERACTION: The proposed amendments were drafted by the Prosecutor’s Office. <br /> <br />RECOMMENDATION: Set a Public Hearing to Consider an Amendment to Kittitas County Code Chapter 3.05. <br /> <br />HANDLING: Original – Clerk of the Board <br /> Copy – Auditor <br /> Copy – Prosecutor <br /> <br />ATTACHMENTS: Proposed amendments to Kittitas County Code Section 3.05-Effective Date and Expiration Date. <br /> <br />LEAD STAFF: Christopher Horner, Deputy Prosecuting Attorney <br /> <br />
