Kittitas County Board of County Commissioners Agenda Staff Report Agenda Date: July 7, 2020 Action Requested: Approval of a Resolution Authorizing a Transfer of funds (up to $75,000) from the 001-General Fund to 127-Misdemeanant Probation Background: The Budget & Finance Manager has informed the Board of County Commissioners previously that Fund 127-Misdemenant Probation is experiencing some financial difficulties, with the expenses exceeding the revenues; and the COVID-19 has caused a reduction in collection revenues. In January 2020, the Board of County Commissioners implemented a wage survey for all County employees. Fund 127-Misdemeanant Probation funds an employee in Lower District Court and one in Upper District Court, which has affected the expenses. The District Court Judges and the Budget & Finance Manager recommend the fund 127-Misdemeanant Probation be moved into the General Fund during the 2021 budget process and to schedule a study session with all parties during the 2021 preliminary budget process. I would like to request the Board authorize up to $75,000, be transferred (Operating Transfer) into fund 127-Misdemeanant Probation, effective the signing date of this Resolution. The Budget & Finance Manager will transfer the funds as needed. The BARS manual authorizes a contribution from the General fund, only. No other fund is authorized to contribute monies to another fund. An operating transfer is included as financial inflows from other funds without equivalent flows of assets in return or without a requirement for repayment. Recommendation: Approve the Resolution Authorizing a Transfer of funds (up to $75,000) from the 001-General Fund to 127-Misdemeanant Probation Interaction District Court Judge, Darrell Ellis District Court Judge, Paul Sanders Patrick Gigstead, Director of Misdemeanant Probation Handling: Return one original to Judy Pless Lead Staff Judy Pless, Budget and Finance Manager
