COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON COMMISSIONERS AUDITORIUM REGULAR MEETING MONDAY 9:00 A.M. JUNE 29, 2020
Board members present via Webex: Chairman Brett Wachsmith; and Vice-
Chairman Laura Osiadacz & Commissioner Cory Wright.
Others Via WebEx: Julie Kjorsvik, Clerk of the Board; Taylor Crouch,
Deputy Clerk of the Board I; Mandy Buchholz, Deputy Clerk of the
Board II; Patti Johnson, Solid Waste Director/Interim Maintenance
Director/Project Manager; Jim Goeben, IT Director and 1 member of
the public.
REGULAR MEETING OFFICE STAFF MEETING COMMISSIONERS
At 9:00 a.m. Vice-Chairman Osiadacz opened the Office Administration
meeting.
CALENDAR WEEK AT A GLANCE COMMISSIONERS
The Board of County Commissioners reviewed their weekly calendars.
PAF/VOUCHERS REVIEW OF PAF’S & VOUCHERS COMMISSIONERS
The Board of County Commissioners approved the County Vouchers and
PAF’s.
CORRESPONDENCE LOG REVIEW OF CORRESPONDENCE LOG COMMISSIONERS
There was no Correspondence Log to review for the week ending June
29, 2020.
REQUEST FLAGS AROUND ELLENSBURG COMMISSIONERS
Julie Kjorsvik, Clerk of the Board overviewed a yearly request for
Flags Around Ellensburg from the Boy Scouts. It is $50 per year for
the subscription. Commissioner Wright moved to approve the
subscription. Commissioner Wachsmith seconded. During discussion
Commissioner Wright stated his support for this program. Motion
carried 3-0.
REQUEST WATER CONSERVANCY BOARD APPOINTMENT COMMISSIONERS
Mandy Buchholz, Deputy Clerk of the Board II stated this request
came from the Water Conservancy Board to appoint Theo Leonard from
his alternate position to the current vacancy in seat #1, noting he
would complete Mr. Morrison’s term and it would end on 4/15/2025.

Commissioner Wright moved to approve to appoint Theo Leonard to the
Water Conservancy Board and to authorize the Chair’s signature on a
letter. Chairman Wachsmith seconded. Motion carried 3-0.
REQUEST DEPARTMENT HEAD MEETINGS COMMISSIONERS
Mandy Buchholz, Deputy Clerk of the Board II presented the Board on
some options on Department Head meetings as the Office progresses
through COVID-19. The Board decided to hold off on specific
Department Head meetings for this time. Department Heads are
encouraged to continue to use their Study Sessions and to contact
the Clerks for special items.
REQUEST LEASE AMENDMENT SOLID WASTE
Patti Johnson, Solid Waste Director/Interim Maintenance
Director/Project Manager stated that First and Last Chance Tavern is
interested in amending their lease to include gambling for pull
tabs. Neil Caulkins, DPA III has stated that a lease amendment would
be needed for this. The Board authorized Ms. Johnson to draft an
amendment and to bring back it for BOCC review on a later date.
PLANNING COVID-19 COMMISSIONERS
Commissioner Wright had no updates at this time.
Chairman Wachsmith had no updates at this time.
Commissioner Osiadacz updated the Board that the Courthouse is open
for business as of today and that she had shared the Press Release
to Facebook.
DISCUSSION FACEBOOK WEEKLY POSTS COMMISSIONERS
The Board determined for the week of June 29, 2020 that they would
share on their Facebook page any Press Releases from Public Health
and other information relating to COVID-19; a message for the 4th of
July, and a PSA for safe traveling while Road Crews are active.
OTHER BUSINESS/GENERAL UPDATES
Each Commissioner may use this time to brief the Board on varying
topics and discussions they independently had throughout the
previous week.
