06/05/2020 MINUTES 1 <br />COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON COMMISSIONERS AUDITORIUM/WEBEX SPECIAL MEETING FRIDAY 10:00 A.M. JUNE 5, 2020 <br /> <br />Board members present: Chairman Brett Wachsmith, Vice-Chairman Laura <br />Osiadacz (via WebEx), and Commissioner Cory Wright (via WebEx). <br /> <br />Others: Taylor Crouch, Deputy Clerk of the Board I; Lisa Young, HR <br />Director; Julie Kjorsvik, Clerk of the Board (via Webex); Mandy <br />Buchholz, Deputy Clerk of the Board II (via Webex); Jim Goeben, IT <br />Director (via WebEx), Kady Porterfield, Event Center Director (via <br />WebEx), and 2 members of the public (via WebEx). <br /> SPECIAL MEETING PLANNING UPDATE/COVID-19 COMMISSIONERS <br />At 10:00 a.m. Chairman Wachsmith opened a Special Meeting for the <br />Board to provide planning updates relating to COVID-19. <br /> TECHNOLOGY WEBEX FOLLOW UP IT <br /> <br />Jim Goeben, IT Director reviewed the Staff Report for public comment <br />options in WebEx. Commissioner Wright asked about telephonic <br />comments. Mr. Goeben warned that we cannot identify callers if they <br />do not identify themselves, and Staff would have to unmute/mute all <br />callers on the line to take comment. They will run telephonic <br />comments through Legal to ensure equality. There was discussion on <br />public comments. The Board decided to allow for public comment on <br />regular Agenda Sessions and Public Hearings while in COVID-19 <br />restrictions. The Board encouraged comments to be left via mail and <br />email during this time as well. <br /> <br />Jim Goeben reviewed the Staff Report for Page Freezer. This <br />technology would help with archiving and public disclosure records. <br />There would be no additional cost for this service, could be <br />included in accrued costs already. Chairman Wachsmith moved to <br />approve Jim Goeben, IT Director to authorize a contract for Page <br />Freezer not to exceed $3,000.00. Commissioner Osiadacz seconded. <br />Motion carried 3-0. <br /> DISCUSSION MASK USE HUMAN RESOURCES <br />Lisa Young, HR Director stated the Safety Plan for the County has <br />been revised and is in the process of getting legal and Health <br />Officer approval. As of June 8th, 2020, masks will be required in all <br />workplaces across the State of Washington. This is L&I enforceable, <br />and the County policy can be modified as guidelines are modified.
