COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON COMMISSIONERS AUDITORIUM/WEBEX SPECIAL MEETING FRIDAY 10:00 A.M. JUNE 5, 2020
Board members present: Chairman Brett Wachsmith, Vice-Chairman Laura
Osiadacz (via WebEx), and Commissioner Cory Wright (via WebEx).
Others: Taylor Crouch, Deputy Clerk of the Board I; Lisa Young, HR
Director; Julie Kjorsvik, Clerk of the Board (via Webex); Mandy
Buchholz, Deputy Clerk of the Board II (via Webex); Jim Goeben, IT
Director (via WebEx), Kady Porterfield, Event Center Director (via
WebEx), and 2 members of the public (via WebEx).
SPECIAL MEETING PLANNING UPDATE/COVID-19 COMMISSIONERS
At 10:00 a.m. Chairman Wachsmith opened a Special Meeting for the
Board to provide planning updates relating to COVID-19.
TECHNOLOGY WEBEX FOLLOW UP IT
Jim Goeben, IT Director reviewed the Staff Report for public comment
options in WebEx. Commissioner Wright asked about telephonic
comments. Mr. Goeben warned that we cannot identify callers if they
do not identify themselves, and Staff would have to unmute/mute all
callers on the line to take comment. They will run telephonic
comments through Legal to ensure equality. There was discussion on
public comments. The Board decided to allow for public comment on
regular Agenda Sessions and Public Hearings while in COVID-19
restrictions. The Board encouraged comments to be left via mail and
email during this time as well.
Jim Goeben reviewed the Staff Report for Page Freezer. This
technology would help with archiving and public disclosure records.
There would be no additional cost for this service, could be
included in accrued costs already. Chairman Wachsmith moved to
approve Jim Goeben, IT Director to authorize a contract for Page
Freezer not to exceed $3,000.00. Commissioner Osiadacz seconded.
Motion carried 3-0.
DISCUSSION MASK USE HUMAN RESOURCES
Lisa Young, HR Director stated the Safety Plan for the County has
been revised and is in the process of getting legal and Health
Officer approval. As of June 8th, 2020, masks will be required in all
workplaces across the State of Washington. This is L&I enforceable,
and the County policy can be modified as guidelines are modified.

Ms. Young will be sending a County wide email listing the
expectations.
SPECIAL MEETING PLANNING UPDATE/COVID-19 COMMISSIONERS
Commissioner Wright updated the Board on the Ferguson Group. He is
having a call on Monday and will have more information to share
after.
Commissioner Osiadacz updated the Board on her conversations with
Counties across Washington. As some Counties move into Phase 3, this
call will be helpful to see how they navigate.
Chairman Wachsmith updated the Board that the Economic Recovery
Committee may have an opportunity to open more funds, there are more
grant opportunities.
Commissioner Wright updated the Board that he was meeting with Amy
McGuffin, CEO of Chamber of Commerce to discuss county events and
the definitions for the number of people allowed to attend the
events.
