Kittitas County <br />Board of County Commissioners <br /> <br />Agenda Staff Report <br /> <br />Agenda Date: <br />June 16, 2020 <br /> <br />Action Requested: <br />Request Chairman’s signature on the agreement #D19-1004 with Washington State <br />Military Department Fire Management Assistant Grant agreement for Ryegrass Coulee <br />Fire <br /> <br />Background: <br />Kittitas County and the State of Washington have received confirmation of the incident <br />period for the Ryegrass Coulee fire under the FMAG declaration FM-5253. Based on the <br />ICS-209 form, the following agencies have been identified as potential applicants that <br />would have costs associated with the Ryegrass Coulee Fire: WSDOT, Kittitas County <br />Sheriff’s Office, Yakima Training Center, WA State Parks, WSP, and Kittitas County Fire <br />District #4. I would like to request your help to identify any jurisdictions that may have <br />costs associated with this response that I have not previously identified and will need an <br />application. Reimbursable costs from the point of ignition on July 9th @ 2249 PDT to the <br />start of Mobe on July 10th @ 0215 PDT, include Fire Suppression costs (Cat H, <br />equipment time, supplies, meals etc.) in addition to Emergency Protective Measures <br />(Cat B, evacuations, and roadblock activities) through the end of the incident period on <br />July 11th at 2359 under the Fire Management Assistance Grant (FMAG) program. <br /> <br />Incident Period Start: July 9, 2018 at 2249 PDT <br />Incident Period End: July 11, 2018 at 2359 PDT <br /> <br />The Fire Management Assistance Grant (FMAG) declaration FEMA 5253-FM-WA, (Ryegrass <br />Coulee Fire): To provide funds to the COUNTY for the reimbursement of eligible fire management <br />assistance costs and allowable grant administration costs as approved by the Federal Emergency <br />Management Agency in project worksheets describing eligible scopes of work and associated <br />funding. The DEPARTMENT is the Recipient and Pass-through Entity of the FEMA-State <br />Agreement and associated declaration FEMA 5253-FM-WA, which is incorporated by reference, <br />and has made a subaward of Federal award funds to the COUNTY pursuant to this Agreement. <br />The COUNTY is accountable to the DEPARTMENT for use of Federal award funds provided under <br />this Agreement. <br /> <br />Recommendation <br /> Request the Board to approve, with Chairman’s signature on the agreement #D19-1004 <br />with Washington State Military Department Fire Management Assistant Grant agreement <br />for Ryegrass Coulee Fire <br />Interaction <br />Chris Horner, Deputy Prosecutor <br />Job #49300 <br /> <br />Handling <br />Signed Agreement to Judy, she will send for signature. <br /> <br />Lead Staff <br />Judy Pless, Budget & Finance Manager
