Request to Approve a Resolution to Award the
Contract for the Big Boulder Creek Road Bridge
Replacement and authorize the Public Works
Director to execute contract documents.
BACKGROUND: On February 5, 2019, the Kittitas County Board of
County Commissioners initiated a County Road
Project designated as CRP NO. 296-18 for the Big
Boulder Creek Road Bridge Replacement.
On July 2, 2019, the Kittitas County Board of
County Commissioners authorized award of the first
phase of the project (Resolution 2019-113).
In September of 2019 Thayer Excavating completed
phase 1 of the project to provide a 40' temporary
bridge crossing Big Boulder Creek which allowed
normal legal traffic to be reestablished on the
roadway.
On April 21, 2020 the Kittitas County Board of
County Commissioners approved award of a 60'
metal girder bridge procurement to Contech
Engineering for the above-mentioned project.
(Resolution 220-087).
Kittitas County Public Works solicited to the three
firms that attended the mandatory pre-bid site visit
Thursday May 30, 2019 for phase two of the
project. Bids were opened on June 10, 2020 and the
lowest qualified bidder was Morgan and Sons
Earthmoving, Inc. The bid total was $360,430.00.

RECOMMENDATION: Approve a Resolution to Award the Contract for the
Big Boulder Creek Road Bridge Replacement and
authorize the Public Works Director to execute
contract documents.

RESOLUTION NO. 2020 -
TO AWARD THE CONTRACT FOR THE BIG BOULDER CREEK ROAD BRIDGE
REPLACEMENT AND AUTHORIZE THE PUBLIC WORKS DIRECTOR TO
EXECUTE THE SAME
WHEREAS: On April 21, 2020, the Kittitas County Board of County Commissioners
approved award for procurement of a 60 -foot metal girder bridge (Resolution No.
2020-087); and
WHEREAS: The Department of Public Works solicited bids for the Big Boulder Creek Road
Bridge Replacement from three pre -qualified bidders who attended the
mandatory pre-bid site meeting May 30, 2019; and
WHEREAS: Sealed bids were opened on June 10, 2020 at the Kittitas County Permit Center,
Department of Public Works, 411 N. Ruby Street, Suite 1, Ellensburg, WA; and
WHEREAS: Two (2) bids were received for the prescribed work. The Director of Public
Works recommends the lowest responsive bid from Morgan and Sons
Earthmoving, Inc.be accepted; and
NOW, THEREFORE BE IT RESOLVED that the Board of County Commissioners does
award the Big Boulder Creek Bridge Replacement project to Morgan and Sons
Earthmoving, LLC for $360,430.00 and authorizes the Director of Public Works
to sign the contract documents for said project.
