COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON COMMISSIONERS AUDITORIUM/WEBEX SPECIAL MEETING WEDNESDAY 10:00 A.M. MAY 27, 2020
Board members present: Chairman Brett Wachsmith, Vice-Chairman Laura
Osiadacz (via WebEx) and Commissioner Cory Wright (via WebEx).
Others: Taylor Crouch, Deputy Clerk of the Board I; Julie Kjorsvik,
Clerk of the Board (via Webex); Neil Caulkins, Chief Civil Deputy
(via WebEx); Mandy Buchholz, Deputy Clerk of the Board II(via
WebEx); Mark Cook, Public Works Director/Interim County Engineer(via
WebEx);Dan Carlson, CDS Director (via Webex); Judy Pless, Budget and
Finance Manager (via Webex); and Lindsey Ozbolt, Planning Official
(via WebEx)
SPECIAL MEETING PLANNING UPDATE/COVID-19 COMMISSIONERS
At 10:00 a.m. Chairman Wachsmith opened a Special Meeting for the
Board to provide planning updates relating to COVID-19. RESOLUTION NO.2020-110 INTERAGENCY AG. WITH COMMERCE COMMISSIONERS
Judy Pless, Budget and Finance Manager overviewed the Resolution
with the Board. Chairman Wachsmith moved to approve Resolution No.
2020-110 A Resolution to Approve an Interlocal Agreement with
Kittitas County Through the Coronavirus Relief Fund from Washington
State Department of Commerce. Commissioner Osiadacz seconded. Motion
carried 3-0.
RESOLUTION NO. FORMATION ECONOMIC RECOVERY COMMITTEE COMMISSIONERS
Chairman Wachsmith pulled this item and tabled it until the next
planning meeting.
SPECIAL MEETING EXECUTIVE SESSION COMMISSIONERS
At 10:07 a.m. Chairman Wachsmith announced the Board would recess
into Executive Session for 20 minutes with Neil Caulkins, Chief
Civil Deputy (via WebEx), Mark Cook, Public Works Director/Interim
County Engineer(via WebEx); Dan Carlson, CDS Director (via Webex);
and Lindsey Ozbolt, Planning Official (via WebEx) to discuss with
legal counsel representing the agency matters relating to agency
enforcement actions, or to discuss with legal counsel representing
the agency litigation or potential litigation to which the agency,
the governing body, or a member acting in an official capacity is,
or is likely to become, a party, when public knowledge regarding the

discussion is likely to result in an adverse legal or financial
consequence to the agency. No action anticipated.
At 10:27 a.m. the Board reconvened out of Executive Session. There
was no action taken.
At 10:28 a.m. Chairman Wachsmith announced the Board would recess
into Executive Session for 15 minutes with Neil Caulkins, Chief
Civil Deputy (via WebEx), Mark Cook, Public Works Director/Interim
County Engineer(via WebEx); Dan Carlson, CDS Director (via Webex);
and Lindsey Ozbolt, Planning Official (via WebEx) to discuss with
legal counsel representing the agency matters relating to agency

At 10:44 a.m. the Board reconvened out of Executive Session. There
was no action taken.
SPECIAL MEETING PLANNING UPDATE/COVID-19 COMMISSIONERS
Commissioner Wright updated the Board on the funding status of
Resolution 2020-094. The Cities of Cle Elum and Kittitas have stated
their desire to withdraw from the Agreement. There was discussion on
the levels of commitment from the Cities prior to the passing of the
Resolution 2020-094, because Resolution 2020-095 and Board of Health
Resolution 2020-002 were connected to the funding of Resolution
2020-094.
Commissioner Wright updated the Board on celebrating moving into
Phase 2 and asked that the focus remain on moving forward to Phase
3. The Board agreed. Chairman Wachsmith will follow up with legal to
get an opinion on getting more staff to meetings in person while
remaining within Phase 2 guidelines.
Chairman Wachsmith updated the Board on this week’s Tuesday Business
Call. Alex Ybarra and Kim Schrier were on the call and helped answer
questions. Commissioner Osiadacz and Commissioner Wachsmith
recognized Roslyn Grocery and the Coal for their contributions to
feeding Upper County residents. Chairman Wachsmith stated that the
EOC will not be able to help with proving businesses PPE at this
time and recommends people to visit the Chamber web-site for
resources.
