Conduct PHearing_Cove Road Speed
KITTITAS COUNTY DEPARTMENT OF PUBLIC WORKS AGENDA STAFF REPORT AGENDA DATE: June 2, 2020 ACTION REQUESTED: Conduct a Public Hearing to consider a Speed Reduction on Cove Road and Amend Kittitas County Code Section 10.08.020 Speed Limits. BACKGROUND: Responding to a speed study request from citizens on Cove Road following a road fatality in February 2020, Kittitas County Department of Public Works conducted a speed study and is now presenting the findings and receive public testimony. INTERACTION: Public Works and the Sheriff's Office. RECOMMENDATION: Conduct a Public Hearing to consider reducing the speed along Cove Road and amending Kittitas County Code Section 10.08.020 Speed Limits. Public Works recommends maintaining the current speed limit. HANDLING: Return one original to Public Works. ATTACHMENTS: Engineer's Report; Ordinance; Code Amendment LEAD STAFF: Mark Cook, Director KITTITAS COUNTY DEPARTMENT OF PUBLIC WORKS PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS ENGINEER'S REPORT — COVE ROAD SPEED LIMIT REDUCTION REQUEST PUBLIC HEARING DATE JUNE 2, 2020 ACTION REQUESTED CONSIDER REDUCING THE POSTED SPEED FROM 50 MPH TO 35 MPH LEAD STAFF: Mark R. Cook, Public Works Director/County Engineer RECOMMENDATION: Maintain the existing speed along Cove Road from MP 3.04 to MP 3.59. Make no changes to Title 10. BACKGROUND: Currently the speed limit along Cove Road from MP 3.04 to MP 3.59 is 50 MPH. A county resident requested a speed reduction for this road segment on February 04, 2020 (EXHIBIT 1). Public Works staff conducted a speed study form 02/10/2020 to 02/24/2020 and recently produced results of the study for evaluation (EXHIBIT 2). Cove Road is posted 35 MPH from Thorp Highway to Robinson Canyon Road and then 50 MPH to Manastash Road. DISCUSSION: A variety of factors must be considered when determining safe and reasonable speed limits. The prevailing speed is a major consideration in setting speed limits. Engineers recommend setting speed limits so that 85% of the freely flowing traffic travels at or below that speed (the 85th percentile). Guidance is provided in MUTCD 213.13 (EXHIBIT 3), recommending posted speed limits to be set "within 5 mph of the 85`h percentile speed of free-flowing traffic." Another consideration is the highest safe speed for which the road was designed. This takes into account road type, road geometry, and adjacent land use. Other factors include presence of non -vehicular road users, driver or vehicle characteristics, enforcement capability, and public attitudes. Accident data is also evaluated during a County speed study to further inform decision-making. The requested speed reduction along Cove Road (MP 3.U4 to MP 3.59) does not appear to be supported by the results of the speed study. Cove Road drivers are generally doing the posted speed (average north and south bound 85' percentile speeds of 53.9 and 52.3 MPH). Most drivers are driving at the 85' percentile or within 5 MPH of the speed of free-flowing traffic. Cove Road MP 2.15 to MP 3.14 reports two accidents in the past five years: one property damage and one fatality. The fatality is recent (early February 2020). The death appears to have resulted from the driver running the stop sign at the intersection of Hanson and Cove Roads. No accidents have occurred for the past five years from MP 3.14 to MP 3.72 (EXHIBIT 4) Page I of 6 PUBLIC WORKS BOARD OF COUNTY COMMISSIONERS ENGINEER'S REPORT FISCAL IMPACTS: The cost of re -posting Cove Road to 35 MPH is expected to cost less than $2,000.00. We live on the section of Cove Rd. between the intersections of Hanson and Manastash Roads. We have been concerned about the 50 mph speed limit for a long time, and were surprised the speed limit was not adjusted to 35 mph when Manastash Rd. speed limits were reduced a few years back. There are several reasons that we and other neighbors think thatthe section of Cove Rd. between Hanson and Manastash should be reduced to 35 mph: > -The intersection of Hanson and Cove has a history of accidents. I believe this is due to a combination of speed and poor site distance. Vegetation along the road has been poorly managed at the intersection and obscures site distance when pulling onto Cove Rd. from the stop signs on Hanson. A transition from 50 to 35 when approaching this intersection traveling southbound would improve safety at this intersection, as well as better veg mgmt. > This section of Cove is proximate to the most popular trailhead in the valley: the Manastash Trailhead at the terminus of Cove. Rd. Thus, there is a lot of neighborhood foot, bike, and horse traffic along Cove down to the trailhead. Year round, particularly during the mornings and evenings weekdays, and all day on the weekends, you will see residents walking, jogging, pushing strollers, walking dogs, kids riding bikes, and horseback riders traveling down to the trailhead along this section of road. The road lacks much of a shoulder. > > -An increase in density over the last ten years has resulting in more driveways and cars accessing this section of Cove Rd., increasing traffic in the area. > > -Manastash Creek transects Cove Rd. In this section. The creek is essentially a wildlife movement corridor. We have a ton of deer in this area and deer/car collisions. I have no raw data, but I have lived in my house for fourteen years, and have witnessed a lot of carnage. We need a "Caution: beer" sign on either side of the creek. > > We would like to propose a reduction in speed limits for the section of Cove Rd. between Hanson and Manastash from 50 mph to 35 mph for the reasons listed above. Residents, pets and wildlife will all be safer! Please let us know how we can further engage the County on this proposal. > > Sincerely, > James Repsher and Holly English > Robert and Kelly Pritchett > Cove Rd.
