COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON COMMISSIONERS AUDITORIUM SPECIAL MEETING FRIDAY 10:00 A.M. MAY 22, 2020
Board members present: Chairman Brett Wachsmith, Vice-Chairman Laura
Osiadacz (via WebEx), and Commissioner Cory Wright (via WebEx).
Others: Taylor Crouch, Deputy Clerk of the Board I; Greg Zempel,
Prosecutor; Amy Cziske, Treasurer; Lisa Young, HR Director; Mandy

SPECIAL MEETING PLANNING UPDATE/COVID-19 COMMISSIONERS
At 10:00 a.m. Chairman Wachsmith opened a Special Meeting for the
Board to provide planning updates relating to COVID-19.
SPECIAL MEETING EXECUTIVE SESSION COMMISSIONERS
At 10:02 a.m. Chairman Wachsmith announced the Board would recess
into Executive Session for 20 minutes with Greg Zempel, Prosecutor;
Jodi Hammond, Chief Criminal Deputy (via WebEx); Neil Caulkins,
Chief Civil Deputy (via WebEx); Stephanie Hartung, DPA III (via
WebEx); Chris Horner, DPA III (via WebEx); Ben Kokjer, Chief Deputy
(via WebEx); Dr. Mark Larson, Health Officer (via WebEx); and
Tristen Lamb, Public Health Administrator (via WebEx)to discuss with
legal counsel representing the agency matters relating to agency
enforcement actions, or to discuss with legal counsel representing
the agency litigation or potential litigation to which the agency,
the governing body, or a member acting in an official capacity is,
or is likely to become, a party, when public knowledge regarding the
discussion is likely to result in an adverse legal or financial
consequence to the agency. No action anticipated.
At 10:22 a.m. the Board reconvened out of Executive Session. There
was no action taken.
At 10:24 a.m. Chairman Wachsmith announced the Board would recess
back into Executive Session for 20 minutes with Greg Zempel,

At 10:45 a.m. Chairman Wachsmith announced the Board would recess
back into Executive Session for 10 minutes with Greg Zempel,

At 10:45 a.m. the Board reconvened out of Executive Session. There
was no action taken.
SPECIAL MEETING UPPER COUNTY RECREATION COMMISSIONERS
Commissioner Osiadacz followed up with Darren Higashiyama, Chief
Deputy and Dr. Larson, Health Officer on recreation in the Upper
County going into the Holiday weekend and beyond. There is signage
up from the Department of Transportation stating what is open for
recreation and not. Kittitas County remains in Phase 1, there is a
focus on limiting exposure while in Phase 1 to be able to continue
to move to Phase 2.
SIGNATURE PURCHASE CONTRACT SOLID WASTE
Patti Johnson, Solid Waste Director/Interim Maintenance
Director/Project Director requested the Board approve the Solid
Waste Director’s signature on a purchase contract for a unit in

Shady Brooke. The Tennant approached the County for the purchase
because they have purchased another property and need to sell.
Chairman Wachsmith moved to approve and authorize the Solid Waste
Director’s signature on a Purchase Contract for Trailer #23.
Commissioner Osiadacz seconded. Motion carried 3-0.

At 11:07 a.m. Chairman Wachsmith announced the Board would recess
into Executive Session for 10 minutes with Amy Cziske, Treasurer;
Lisa Young, HR Director; Chris Horner, DPA III (via WebEx) Jerry
Pettit, Auditor (via WebEx); and Judy Pless, Budget and Finance
Manager (via WebEx)to discuss with legal counsel representing the
agency matters relating to agency enforcement actions, or to discuss
with legal counsel representing the agency litigation or potential
litigation to which the agency, the governing body, or a member
acting in an official capacity is, or is likely to become, a party,
when public knowledge regarding the discussion is likely to result
in an adverse legal or financial consequence to the agency. No
action anticipated.
At 11:17 a.m. the Board reconvened out of Executive Session. There
was no action taken.
LETTER LETTER TO GOVERNOR INSLEE COMMISSIONERS
Commissioner Osiadacz updated the Board on a letter that supports
boutique gyms and fitness studios like Anytime Fitness opening in
Phase 2 with safety plans in place. This was sent for Prosecutor’s
review. Commissioner Wright suggested some edits be made to the
letter. Chairman Wachsmith moved to approve the Letter to Governor
Inslee as amended during this meeting. Commissioner Wright seconded.
Motion carried 3-0. SPECIAL MEETING COVID-19 PLANNING/ UPDATE COMMISSIONERS
Commissioner Wright updated the Board on conversations from Whitman
County and WSAC. Chairman Wachsmith apologized for not bringing this
back to the Board but there was nothing finalized yet. There are
conversations in Secretary Weisman’s Office around not moving to
phase 4 for the remainder of the year without a COVID-19 vaccination
being available.
Commissioner Osiadacz updated the Board her meetings with other
Washington County Commissioners. They are meeting bi-weekly. The
Counties in Phase 2 are having success with the transition.
Commissioner Wachsmith updated the Board on his phone call with
Governor Inslee that afternoon and asked the Board what they would
like brought up. They are planning to ask for guidelines on when the

County can consider other business that is not just COVID-19
related. The Board agreed that more direction on the matter would be
helpful.
Other Business:
Lisa Young, HR Director stated the final draft of the County Safety
Plan has been emailed to the Board for review on 5/26/2020 at the
10:00am HR Study Session.
