SOLID WASTE AND MAINTENANCE MINUTES
BOCC CONFERENCE ROOM, 205 WEST 5TH ROOM 108 - ELLENSBURG
Regular Meeting
TUESDAY 2:00 PM May 12, 2020
Board members present via Webex: Brett Wachsmith, Chairman, Laura Osiadacz, Vice -
Chairman and Commissioner Cory Wright.
Others: Mandy Buchholz (via Webex) Patti Johnson and Lisa Lawrence
Meeting called to Order at 2:00 p.m.
Solid Waste Updates: Patti informed the Board that garbage tonnages and revenue are down,
but the number of customers is up. Patti also informed the Board that she laid off our limited
part-time employee and that she would re-evaluate the numbers at the end of May.
Discuss New Transfer Station Infrastructure Design: Patti informed the Board that she is
trying to keep the project moving stating that she budgeted $330,000.00 for the design to keep
Jacobs working on the project and they quoted $261,000.00 for the engineering phase which
would get us through the design and permitting process. Patti informed the Board that she
wanted to be ready by the 1St of September if a stimulus package comes available for
infrastructure. Patti informed the Board that she will work on the details and that the Board will
see it on the next agenda. Commissioner Wachsmith requested Patti send him the information to
share for shovel ready projects.
Maintenance Updates: Patti informed the Board that she is working with Lisa Young on the
Maintenance Covid plan and that the first round, of installing partitions, screens, and taping, is
complete.
Departments Preparedness for Covid-19 Phases: Patti informed the Board that she did a walk
through of the Courthouse with Dr. Larson and that he seemed happy with the plans in place. A
brief discussion was held on the timeframe of re -opening and the length of the phases with the
goal of being ready as soon as possible.
Request Board direction for IT's request for a sink: Patti asked the Board for direction on
IT's request for a sink. Discussion was held on multi-access to other sinks and not spending
money in these uncertain times. The Board decided that the request is not high priority.
Request Board direction for Probation's request for new entrance and remodel: Patti
explained Probations request and ed for direction. The Board decided that the request is not high
priority and that they might re -visit it later. Discussion was held on getting a better understanding
on Care funding and how it is to be spent with the current setbacks.

Project Updates: Patti informed the Board that the Courthouse project is currently on hold. Patti
informed the Board that she is moving forward with the bid documents for the Shady brook
project.
A brief discussion was held on leasing County property and that a lease couldn't go over 35
years unless it was Airport property.
Patti informed the Board that the Jail requested numbers for a negative pressure cell.
OTHER BUSINESS: Commissioner Osiadacz requested an update on the fence for Upper -
County. Patti informed the Board that she will contact the fencing companies to see if the prices
for the project are still good.
