COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON AGENDA SESSION REGULAR MEETING
TUESDAY 10:00 A.M. MAY 19, 2020
Board members present: Chairman Brett Wachsmith. Via Phone: Vice-
Chairman Laura Osiadacz and Commissioner Cory Wright.

CALL TO ORDER
Chairman Wachsmith called the meeting to order.

Chairman Wachsmith led the Pledge of Allegiance.

APPROVAL OF AGENDA
Chairman Wachsmith moved to approve the Agenda, as presented.
Commissioner Osiadacz seconded. Motion carried 3-0. CONSENT AGENDA
Chairman Wachsmith announced that the Agenda Study Session had been
cancelled for Monday May 18, 2020 and therefore the Board would be
reviewing all items individually prior to making any motions. At the
conclusion of reviewing each item:

CONTRACT BUREAU OF LAND MANAGEMENT SHERIFF
Acknowledge Contract SH20-009 and Statement of Work between the Bureau
of Land Management and the Kittitas County Sheriff’s Office, in the
amount of $25,000.00 to provide Law Enforcement services as needed to
assist in administration and regulation of the use and occupancies of
the public lands which the Bureau oversees through April 30, 2021.
RESOLUTION 2020-104 KRISTI HUNZIKER SSODA SERVICES JUVENILE
Approve Resolution No. 2020-104, Authorizing an Amendment of 2019-2020
Professional Services Agreement by and between Kittitas County Superior
Court, Juvenile Court Services and Kristi Hunziker for Special Sex
Offender Disposition Alternative (SSODA) Services.
CONTRACT AMENDMENT 13 – DEPT. OF HEALTH PUBLIC HEALTH
Approve Amendment No. 13, to the 2018-2020 Consolidated Contract Number
CLH18249, between the Department of Health and the Kittitas County
Public Health Department, increasing the amount of $150,000.00 for a
revised maximum consideration of $783,015.00 beginning January 1, 2018
through December 31, 2020, for the Division of Emergency Preparedness &

Response – COVID-19.
RESOLUTION 2020-105 CARES ALLOCATION CONTRIBUTIONS PUBLIC HEALTH
Approve Resolution No. 2020-105, Authorizing an Interlocal Agreement
between the Municipalities in Kittitas County for Cares Allocation
Contributions to Kittitas County Public Health Department for COVID-19
Related Expenses.
AGREEMENT OPERATION OF TRANSFER STATIONS SOLID WASTE
Approve an Agreement for the Operation of Transfer Stations Hauling and
Disposal of Municipal Solid Waste, Hauling of Inert, Demolition Debris
Waste Hauling, Processing, and Marketing of Recyclables, beginning July
1, 2020 through June 30, 2025.
RESOLUTION 2020-106 TEANAWAY HYDRAULIC IMPROVEMENTS PUBLIC WORKS
Approve Resolution No. 2020-106, to Award a Contract to J&K Earthworks,
Inc. for the Teanaway Hydraulic Improvements Phase 2: Lick Creek Culvert
Replacement Project and to Authorize the Public Works Director to
Execute the Same.
SET PUBLIC HEARING IRRIGATION FRANCHISE APPLICATION – GIBB PUBLIC WORKS
Approve Setting a Public Hearing to consider a Franchise Application
from Brett Gibb for an Irrigation Franchise on Cleman Road Located in
Section 23, Township 17 North, Range 19 East, W.M., to be held on
Tuesday June 2, 2020 at 2:00 p.m. in the Commissioners Auditorium, Room
109, Kittitas County Courthouse 205 West 5th Avenue Ellensburg, WA and to
authorize the Clerk to publish said notice.
RESOLUTION 2020-107 ANNUAL PAINT STRIPE PROGRAM PUBLIC WORKS
Approve Resolution No. 2020-107, Awarding a Contract to Stripe Rite,
Inc. for the 2020 Annual Paint Stripe Program and to Authorize the
Public Works Director to Execute the Same.
LEASE VIRGIL D. THOVSON PUBLIC WORKS
Approve a Lease between Kittitas County and Virgil D. Thovson, for Lot
H-38 of the Bowers Field Airport Binding Site Plan Amendment BS-18-
00001, as Recorded on July 26, 2019, In Volume 13, Pages 40-43, Kittitas
County, Containing 6,868.55 square feet or .16 acres more or less
commencing on April 1, 2020.

RESOLUTION 2020-108 FAA DESIGN – BOWERS FIELD PUBLIC WORKS
Approve Resolution No. 2020-108, Accepting Federal Aviation
Administration Funding in the amount of $429,891.00 for the Advanced
Design of Bowers Field Capital Improvements and Supporting Ongoing
Environmental Assessment Actions.
SET PUBLIC HEARING SPEED REDUCTION – COVE ROAD PUBLIC WORKS
Approve Setting a Public Hearing to consider a Speed Reduction on Cove
Road and to Amend Kittitas County Code Section 10.08.020 Speed Limits,
to be held on Tuesday June 2, 2020 at 2:00 p.m. in the Commissioners
Auditorium, Room 109, Kittitas County Courthouse 205 West 5th Avenue
Ellensburg, WA and to authorize the Clerk to publish said notice.
CORRESPONDENCE – NONE ADMINISTRATIVE MATTERS – NONE CITIZEN COMMENTS ON NON-AGENDA ITEMS
Public comment was not accepted during the meeting. In-person attendance
is currently prohibited per the Washington Governor’s Proclamation No.
20-28 until May 31, 2020. The meeting was live streamed at the
