REQUEST TO APPROVE A NOTICE OF CALL FOR SEALED BIDS FOR THE FAIRVIEW ROAD WIDENING AND COLEMAN CREEK STRUCTURE REPLACEMENT PROJECT Mark Cook gave background on the project and the right of way issues being worked through with a property owner in the area. Mark Cook stated that the updated right of way documentation was sent to the property owner for review with no response as of today's date. Mark Cook continued that the project will begin in October when the irrigation water is shut-off. Discussion was held. Chairman Brett Wachsmith made a motion to approve a Notice of Call for Sealed Bids for the Fairview Road Widening and Coleman Creek Structure Replacement Project. Vice -Chairman Laura Osiadacz seconded the motion. Motion passed 3-0. REQUEST TO APPROVE A NOTICE OF CALL FOR SEALED BIDS FOR THE COLEMAN CREEK CULVERT REPLACEMENT AT VANTAGE HIGHWAY PROJECT Mark Cook gave background on the project stating that the bridge had recently been secured and this call for sealed bids is for the installation of that structure. Mark Cook continued that bids are due on May 28, 2020 and will be opened the following week after they have aged. Chairman Brett Wachsmith made a motion to approve a Notice of Call for Sealed Bids for the Coleman Creek Culvert Replacement at Vantage Highway Project. Vice -Chairman Laura Osiadacz seconded the motion. Motion passed 3-0. COVE ROAD SPEED STUDY Mark Cook stated that a resident in the area of Cove Road requested a speed study be conducted after a fatality in the area. Mark Cook continued that this is the second study done in the area in the last year. Mark Cook added that this study was conducted between February 10 through February 24, 2020. Mark Cook gave background on speed study procedures and guidelines stating that traffic is traveling near the posted speed at the eighty fifth (85) percentile and 2020-05-11 MINUTES calculated speeds show forty-six (46) miles per hour average. Mark Cook added that the geometrics of the roadway are designed for fifty (50) miles per hours and Public Works will bring forward a recommendation to leave the speed limit at the current posted speed limit of fifty (50) miles per hour. Mark Cook commented that a work order to remove brush was requested and that work was done immediately. Mark Cook added that in the area of Hansen/Weaver Roads there has only been two (2) reported accidents in the last five (5) years and zero (0) accidents have been reported in the area Hansen/Cedar Cove Roads. Mark Cook requested the Board give direction to schedule a public hearing for June 2, 2020 at 2pm to receive the Engineer's Report and take public testimony on the matter. Staff was directed to schedule the public hearing for the requested date. Cook RECOMMENDATION: Schedule a public hearing receiving testimony on Public Works (PW) recommendation maintaining the posted speed of 50 Miles Per Hour (MPH). BRIEFING SUMMARY: • PW received a request to conduct a speed study on Cover Road (Mile Post 3.040 to MP 3.59). • County residents requesting the study express concerns following the fatality in February at the intersection of Cove Road and Hanson Road. • The intersection is located at MP 3.14. • The study was conducted on 2/10/2020 to 2/24/2020. • PW immediately evaluated the intersection and felt it prudent to perform additional brush clearing at the intersection. • MP 3.59 SB/NB 85" percentile average speed: 53 MPH. • MP 3.04 SB/NB 85"' percentile average speed: 54.9 MPH. BACKGROUND: Prompted by a fatality at the intersection of Cover Road and Hanson Road in early February 2020; County residents requested additional vegetation removal at the intersection along with a speed study (Electronic mail chain is attached as EXHIBIT 1). Responding to the request, PW conducted vegetation clearing operations within the week and a speed study was conducted from 2/10/2020 to 1/24/2020 (results of the speed study are attached as EXHIBIT 2). DISCUSSION: PW utilizes industry standards when evaluating traffic operations affording consistency to adopted state and federal standards. While 85°i percentile speeds represent national and state decision making standards, PW also evaluates the mean speed of vehicles included in the study. The Cove Road/Hanson Road intersection is located at MP 3.14. Average 850' percentile speed in the study area at MP 3.59 are reported as being 53 MPH and 54.9 MPH at MP 3.04. These speeds suggest that roadway geometrics and surface condition support a posted speed limit of 50 MPH. FISCAL IMPACTS: Speed studies are budgeted in the annual PW Road Maintenance budget. There are several reasons that we and other neighbors think that the section of Cove Rd. between Hanson and Manastash should be reduced to 35 mph: > -The intersection of Hanson and Cove has a history of accidents. I believe this is due to a combination of speed and poor site distance. Vegetation along the road has been poorly managed at the intersection and obscures site distance when pulling onto Cove Rd. from the stop signs on Hanson. A transition from 50 to 35 when approaching this intersection traveling southbound would improve safety at this intersection, as well as better veg mgmt. > -This section of Cove is proximate to the most popular trailhead in the valley: the Manastash Trailhead at the terminus of Cove. Rd. Thus, there is a lot of neighborhood foot, bike, and horse traffic along Cove down to the trailhead. Year round, particularly during the mornings and evenings weekdays, and all day on the weekends, you will see residents walking, jogging, pushing strollers, walking dogs, kids riding bikes, and horseback riders traveling down to the trailhead along this section of road. The road lacks much of a shoulder. > -An increase in density over the last ten years has resulting in more driveways and cars accessing this section of Cove Rd., increasing traffic in the area. > -Manastash Creek transects Cove Rd. In this section. The creek is essentially a wildlife movement corridor. We have a ton of deer in this area and deer/car collisions. I have no raw data, but I have lived in my house for fourteen years, and have witnessed a lot of carnage. We need a "Caution: Deer" sign on either side of the creek. > We would like to propose a reduction in speed limits for the section of Cove Rd. between Hanson and Manastash from 50 mph to 35 mph for the reasons listed above.
