Mark Cook requested to add one (1) item under Other Business: Construction Update. REQUEST TO APPROVE A RESOLUTION TO ACCEPT THE DEPARTMENT OF COMMERCE GRANT UPON FINAL DEPUTY PROSECUTING ATTORNEY ACCEPTANCE AND AUTHORIZE THE DIRECTOR OF AIRPORT OPERATIONS TO SIGN ACCEPTING THE GRANT Mark Cook gave background on the Commerce Grant for Bowers Field and the dialogue had on confirmation of the lower grant amount being awarded versus the amount that was requested. Mark Cook continued that this action will allow for Director West to execute the grant. Chairman Brett Wachsmith made a motion to approve Resolution 2020-091 to Accept the Department of Commerce Grant upon Final Deputy Prosecuting Attorney Acceptance and Authorize the Director of Airport Operations to sign Accepting the Grant. Vice -Chairman Laura Osiadacz seconded the motion. Motion passed 3-0. REQUEST TO APPROVE A RESOLUTION TO AUTHORIZE THE DIRECTOR OF AIRPORT OPERATIONS TO ACCEPT THE 2020 CARES ACT BOWERS FIELD GRANT IN THE AMOUNT OF $69,000.00 Mark Cook gave background on the funding available from the Federal Aviation Administration through the CARES Act and the amount being accepted for Bowers Field is $69,000.00. Motion passed 3-0. 2020-04-27 MINUTES REQUEST TO APPROVE A RESOLUTION TO AUTHORIZE THE DIRECTOR'S SIGNATURE ON THE MERCER CREEK STREAM RESTORATION PROJECT MEMORANDUM OF UNDERSTANDING WITH MID-COLUMI13A FISHERIES ENCHANCEMENT GROUP Mark Cook gave background on the project stating that this MOU is necessary to complete flood reduction and restoration project on Mercer Creek. Mark Cook added that design is in process with the project to begin this summer. Discussion was held. Chairman Brett Wachsmith made a motion to approve Resolution 2020-092 to Authorize the Director's Signature on the Mercer Creek Stream Restoration Project Memorandum of Understanding with Mid -Columbia Fisheries Enhancement Group. Vice -Chairman Laura Osiadacz seconded the motion. Motion passed 3-0. COMMUNITY RATING SYSTEM FORMAL NOTICE OF CLASS 6 RATING Mark Cook gave background on the Community Rating System and Program aiding in the reduction of flood insurance for residents of Kittitas County. Mark Cook stated that staff had participated in an audit of the program and has recently received formal notice stating Kittitas County will have a Class 6 Rating in the program. Mark Cook continued that this is exciting news and is requesting to issue a press release on the program and achievements. Discussion was held. Staff was directed to proceed with the press release with additional information added regarding leverage funding and investments. OTHER BUSINESS: Mark Cook stated he had some construction updates to report. Staff did not receive any procurement bids for the Coleman Creek Fish Passage structure. Mark Cook continued that after Board approval he entered into negotiations with a supplier and their cost was forty (40) percent above expected costs. Mark Cook added that after further discussions with the supplier an agreement was made with the needed delivery date and accepted the structure cost as provided. Mark Cook stated that staff had a good response to the Lick Creek Project and ran into issues with the delivery of the structure. Mark Cook continued that an alternate structure was discussed but a new HPA would be required. Mark Cook added that the project delivery will be pushed back to keep the original plans in place. This project is now looking at a 2021 construction time frame. Mark Cook reported that the right of way documents for Fairview Road have been completed and that project is moving forward. Mark Cook stated that the procurement for Big Boulder is being finalized. 2020-04-27 MINUTES Mark Cook commented that the award for the Upper Kittitas County Maintenance Facility will be presented for consideration at the May 5th agenda session. Mark Cook continued that staff is working with Yakama Nation and other stakeholders for the installation of the box culvert at the Dickey Creek bridge and including Department of Natural Resources to work on a parking lot design. The grant provides funding for: design of runway 7/25, the development of a strategic development plan and provides for a commercial appraisal of airport assets. The Prosecuting Attorney's Office (DPA) is currently reviewing grant documents and any final changes are anticipated shortly. Once the grant is in final form, ELN Director West desires moving quickly implementing runway design and the strategic plan. The grant provides $269,500 in project funding. INTERACTION: Public Works RECOMMENDATION: Accept the Commerce Grant pending final DPA approval and authorize the Director of Airport Operations to accept the grant on behalf of the Board of County Commissioners. BACKGROUND: Responding to the COVID 19 pandemic, the United States Congress has authorized general aviation airport financial assistance through the CARES Act (fact sheet attached as EXHIBIT 1). The funding is being funneled through the Federal Aviation Administration (FAA) and requires Board authorization like other sponsor grants via FAA grant assurances. The Director of Airport Operations is requesting the Board accept the proposed $69,000 in grant funding supporting needed maintenance operations at Bowers Field. INTERACTION: Public Works and Bowers Field. RECOMMENDATION: Authorize the Director of Airport Operations to sign Bowers Field CARES Act grant documents on behalf of the Board of County Commissioners. Pursuant to the MOU, the County will provide: • Technical support required to complete permit applications related to the design of inset floodplain, removal of left bank crack willow, installation of inset floodplain, removal and hauling of excavated material, and installation of habitat logsiboulders; • Design of inset floodplain of up to 50 ft width along 1,200 ft length of Mercer Creek (minimum 1 acre in size), including flood risk modeling, and a final design sufficient for permitting, bid process, and project implementation, including bid sheet (quantities), engineer -stamped drawings and specifications. Final design is required by May 2020 for contracting; • Flood risk analysis for current and proposed conditions, utilizing a 2-dimensional hydraulic model for the reach; and • Hauling and disposal of sediment and excavated material, removed from the channel bed and during creation of the inset floodplain. • The project is budgeted in the 2019/2020 Flood Control Zone District budgets for a total amount of $74,000. • The MOU has been reviewed and approved for use by the Prosecuting Attorney's Office. BRIEFING SUMMARY: • One of the objectives for the Flood Control Zone District was to enroll Kittitas County into the Community Rating System, which would provide a discount for flood insurance. • Kittitas County successful enrolled in the Community Rating System in 2014, earning a Class 6 rating. Most communities enter the program at a CRS Class 9 or Class 8 (on a scale of 1-10 with Class 1 being the highest rating). • A Class 6 rating provides a 20 percent discount on flood insurance premiums for property located within special flood hazard areas and a 10 percent discount to other areas. • Each 5 years Kittitas County's CRS program is audited. In 2019, Public Works staff demonstrated that the Flood Control Zone District is engaging in enough activities to maintain the Class 6 rating. • The Board was made aware of staff efforts several months ago, but the program is now being formally noticed by the Federal Emergency Management Agency (FEMA). BACKGROUND: Under the CRS, flood insurance premium rates are discounted to reward community actions that meet the three goals of the CRS, which are: (1) reduce flood damage to insurable property; (2) strengthen and support the insurance aspects of the NFIP; and (3) encourage a comprehensive approach to floodplain management. The CRS uses a Class rating system that is similar to fire insurance rating to determine flood insurance premium reductions for residents. CRS Classes are rated from 9 to 1, Page 1 of 2 PUBLIC WORKS BOARD OF COUNTY COMMISSIONERS WORK SESSION STAFF REPORT with Class 1 being the highest rating. Points are earned for identified flood management activities, and Classes are assigned based on the total number of points earned. DISCUSSION: The Flood Control Zone District and the Department of Public Works desires sharing our recent success with County residents and rate payers. Staff has prepared a press release for Board consideration and desires issuing upon Board approval (EXHIBIT 1). Kittitas County achieved a Class 6 CRS rating for its ongoing efforts to mitigate damage caused by flooding, including reviewing new construction projects for compliance with elevation and structural safety requirements, making flood hazard information available to the public, performing public outreach activities, preserving open space for flood storage, and updating the Kittitas County multi -hazard mitigation plan (https://www.co.kittitas.wa.us/public-works/hazard-miti ate ion -plana. FISCAL IMPACTS: Staff time is necessary to conduct the activities and maintain documentation necessary for CRS participation. CRS participation is budgeted annually in the Flood Control Zone District annual work program. Achieving a Class 5 status would require dedication of additional staff time. The field verification report is enclosed for your records. I am pleased to inform you that the Department of Homeland Security, Federal Emergency Management Agency (FEMA), has determined that Kittitas County will retain its current rating as a Class 6 in the National Flood Insurance Program (NFIP) Community Rating System (CRS). The floodplain management activities implemented by your community qualify it for a 20 percent discount on flood insurance premiums for NFIP policies issued or renewed in Special Flood Hazard Areas on or after May 1, 2020. This savings is a tangible result of the flood mitigation activities your community implements to protect lives and reduce property damage. Please note that Preferred Risk Policies, applicable in Zones B, C, and X on your community's NFIP Flood Insurance Rate Map, are not eligible for the CRS discount. Standard rated flood insurance policies in Zones B, C, X, D, AR, and A99 are limited to a CRS discount of ten percent in Class 1-6 communities and five percent in Class 7-9 communities. The rates for the above- mentioned policies already reflect significant premium reductions. The CRS rating for your community will automatically be renewed annually as long as there are no NFIP noncompliance actions, so a notification letter will not be sent every year. This annual renewal will take place as long as your community continues to implement the CRS activities you certify in your annual recertification documentation. If no additional modifications or new CRS activities are added, the next verification visit for your community will be in accordance with its established 5 -year cycle. (ISO) to DHS/FEMA concerning credits under the Community Rating System (CRS) for the above named community. A total of 2075 credit points are verified which results in a recommendation that the community remain classified as a CRS Class 6. The community has met the Class 6 prerequisite with a Building Code Effectiveness Grading Schedule (BCEGS) Classification of 4/4. The following is a summary of our findings with the total CRS credit points for each activity listed in parenthesis: Activity 310 — Elevation Certificates: The Building Department maintains elevation certificates for new and substantially improved buildings. Copies of elevation certificates are made available upon request. (11 points) Activity 320 — Map Information Service: Credit is provided for furnishing inquirers with basic flood zone information from the community's latest Flood Insurance Rate Map (FIRM). Credit is also provided for the community furnishing additional FIRM information, historical flood information, and natural floodplain functions. The service is publicized annually and records are maintained. (90 points) Activity 330 — Outreach Projects: Credit is provided for informational material that include brochures found in public offices, general outreach projects that include a newsletter and public service announcements, and priority audience messages that include a letter to floodprone residents. These projects are disseminated annually. (81 points) Activity 340 — Hazard Disclosure: Credit is provided for state and community regulations requiring disclosure of flood hazards. (15 points) Activity 350 — Flood Protection Information: Documents relating to floodplain management are available in the reference section of the Brooks Public Library. Credit is also provided for floodplain information displayed on the community's website. (67 points) Activity 410 — Floodplain Mapping: Credit is provided for conducting and adopting flood studies for areas not included on the flood insurance rate maps and that exceed minimum mapping standards. (879 points) Activity 430 — Higher Regulatory Standards: Credit is provided for enforcing regulations that require development limitations, freeboard for new and substantial improvement construction, foundation protection, protection of critical facilities, and local drainage protection. (311 points) Activity 440 — Flood Data Maintenance: Credit is provided for maintaining and using digitized maps in the day to day management of the floodplain. (147 points) Section 502 — Repetitive Loss Category: Based on the updates made to the NFIP Report of Repetitive Losses as of May 31, 2018, Kittitas County, WA has 14 repetitive loss properties and is a Category B community for CRS purposes. All requirements for a Category B community have been met. (No credit points are applicable to this section) Activity 510 — Floodplain Management Planning: Credit is provided for the adoption and implementation of the Kittitas County Hazard mitigation Plan, adopted on September 3, 2019. This month FEMA notified Kittitas County that, due to their effective floodplain management, Kittitas County would retain its Class 6 rating. This rating benefits County residents by providing a 20 percent discount on flood insurance premiums for property located within special flood hazard areas and a 10 percent discount to other areas. "This commitment enhances public safety, property protection, and protects the natural functions of floodplains, and reduces flood insurance premiums." There are more than 22,000 communities participating in the National Flood Insurance Program. Of those, only 1,486 communities have committed to the voluntary Community Rating System program. Most communities enter the program at a CRS Class 9 or Class 8 (on a scale of 1 to 10, with Class 1 being the highest rating). When Kittitas County first entered the program in 2014, it achieved a Class 6 rating. Kittitas County achieved a Class 6 CRS rating for its ongoing efforts to mitigate damage caused by flooding, including reviewing new construction projects for compliance with elevation and structural safety requirements, making flood hazard information available to the public, performing public outreach activities, preserving open space for flood storage, and updating the Kittitas County multi -hazard mitigation plan (https://www.co.kittitas.wa.us/public- works/hazard-mitigation-plan/).
