COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON COMMISSIONERS AUDITORIUM SPECIAL MEETING FRIDAY 10:00 A.M. MAY 8, 2020
Board members present: Chairman Brett Wachsmith, Vice-Chairman Laura
Osiadacz (via WebEx), and Commissioner Cory Wright (via WebEx).
Others: Taylor Crouch, Deputy Clerk of the Board I; Doug Fessler,
Network Administrator (via WebEx); Mandy Buchholz, Deputy Clerk of
the Board (via WebEx); Chris Horner, DPA III (via WebEx); Todd
Davis, Noxious Weed Program Coordinator (via WebEx).
SPECIAL MEETING PLANNING UPDATE/COVID-19 COMMISSIONERS
At 10:00 a.m. Chairman Wachsmith opened a Special Meeting for the
Board to provide planning updates relating to COVID-19.
Commissioner Wright updated the Board on Vantage State Park and his
talks with Grant County PUD on the opening of their boat launches.
Commissioner Wright updated the Board on the press releases
regarding the COVID-19 outbreak at Twin City Foods. The Board
recognized the quick and efficient efforts of Public Health and
their response capabilities. This outbreak placed the Variance
Application on hold.
Commissioner Wright updated the Board on the Prosecutors Association
Brief, the Powers of Local Governments.
SPECIAL MEETING EXECUTIVE SESSION COMMISSIONERS
At 10:12 a.m. Chairman Wachsmith announced the Board would recess
into Executive Session for 10 minutes with Chris Horner, DPA III;
and Todd Davis, Noxious Weed Program Coordinator to discuss with
legal counsel representing the agency matters relating to agency
enforcement actions, or to discuss with legal counsel representing
the agency litigation or potential litigation to which the agency,
the governing body, or a member acting in an official capacity is,
or is likely to become, a party, when public knowledge regarding the
discussion is likely to result in an adverse legal or financial
consequence to the agency. Potential action anticipated.
At 10:22 a.m. the Board reconvened out of Executive Session. There
was direction to Staff to follow the advice of the Prosecutor to not

Commissioner Wachsmith requested there be a training on WebEx events
with all the panelists from this meeting. Commissioner Wright
agreed. There is Board direction to set up a training for this
platform.
Commissioner Osiadacz updated the Board on Washington State
recreation and the letters she has been working with other
Washington Counties on.
