<br />05/07/2018 MINUTES 1 <br /> <br /> <br /> <br /> <br />COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />COMMISSIONER’S CONFERENCE ROOM <br />SPECIAL MEETING <br /> <br />TUESDAY 11:00 A.M. MAY 7, 2018 <br /> <br />Board members present: Chairman Laura Osiadacz; Vice-Chairman Obie <br />O’Brien. Excused: Commissioner Paul Jewell. <br /> <br />Others: Mandy Buchholz, Deputy Clerk of the Board II; Mark Cook, Public <br />Works Director/Interim County Engineer and Paul Ballard, CWU/Kittitas <br />County Airport Advisory Board Member. <br /> <br />SPECIAL MEETING STUDY SESSION PUBLIC WORKS <br /> <br />Mark Cook, Public Works Director/Interim County Engineer introduced the <br />Board to Paul Ballard, CWU/Kittitas County Airport Advisory Board Member <br />and explained that he wanted to bring the rest of the Board up to speed <br />since Commissioner Jewell and himself had been meeting with CWU <br />regarding the CWU/Airport relationship. He provided a Staff Report <br />outlining an update to Bowers Field. <br /> <br />Paul Ballard, CWU/Airport Advisory Board presented the Board with a <br />report created by Dr. I. Richmond Nettey & Dr. Tim Brady (Nettey & <br />Associates), Flight Plant to Success II: A Strategic Review of Central <br />Washington University’s Flight Training Program. He stated that CWU <br />desires a different relationship with the County. He stated that they <br />are very pleased with Director Cook and the way things have been <br />progressing. <br /> <br />Director Cook presented an ELN Aeronautical Area Map overlay. <br /> <br />There was discussion on a land bank and a Management Structure change as <br />well as amending Title 18. Director Cook stated that staying as partners <br />in the airport is the end goal between both parties and he briefly <br />discussed his previous thoughts on changing the Bylaws of the Airport <br />Advisory Board. <br /> <br />DISCUSSION VANTAGE BOAT RAMP TOILET PUBLIC WORKS <br /> <br />Director Cook presented a Staff Report and pictures of the current state <br />of the restrooms at the Vantage Boat Launch. He stated that they have <br />posted a sign stating the closure of the bathrooms is due to vandalism. <br />He stated that he feels like he has gone as far as he can in discussions
