COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON COMMISSIONERS AUDITORIUM SPECIAL MEETING
TUESDAY 2:00 P.M. APRIL 2, 2019
Board members present: Chairman Cory Wright & Vice-Chairman Brett
Wachsmith. Excused: Commissioner Laura Osiadacz.
Others: Julie Kjorsvik, Clerk of the Board; Mark Cook, Public Works
Director/Interim Engineer; Jeri Epperson, HopeSource HR Director;
and 3 members of the public.
PUBLIC HEARING COMMUNITY DEVELOPMENT BLOCK GRANT COMMISSIONERS
At 2:00 p.m. CHAIRMAN WRIGHT opened a Public Hearing to review the
community development and housing needs, inform citizens of the
availability of funds and eligible uses of the State Community
Development Block Grant (CDBG) and receive comments on proposed
activities, particularly from lower income persons residing in
Kittitas County. He explained there was $83,567.00 available to
Kittitas County and HopeSource to fund public services that
principally benefit low-and moderate-income persons.
JERI EPPERSON, HOPESOURCE provided a background on the CDBG Grant
Application with the State Department of Commerce, as well as their
proposed activities including Hope University and Coaching program.
She answered questions from the Board of County Commissioners and
encouraged their support to submit the proposed application.
THERE BEING NO ONE REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE HEARING WAS CLOSED. RESOLUTION 2019-064 CDBG GRANT APPLICATION COMMISSIONERS COMMISSIONER WACHSMITH moved to approve and authorize signature on
the Community Development Block Grant Application materials to the
State of Washington Department of Commerce as well as Resolution No.
2019-064 Resolution with Certifications of Compliance. CHAIRMAN WRIGHT seconded. Motion carried 2-0. PUBLIC HEARING WATER FRANCHISE – RANCH ON SWAUK CREEK PUBLIC WORKS
At approximately 2:07 p.m. CHAIRMAN WRIGHT opened a Public Hearing
to consider a Domestic Water Franchise with The Ranch on Swauk Creek
on Burke Road and Ranch Road in Cle Elum, WA.
MARK COOK, PUBLIC WORKS DIRECTOR/INTERIM ENGINEER provided
information on an application received for a Domestic Water

Franchise with The Ranch on Swauk Creek on Burke and Ranch Road(s).
He indicated the Public Works Department was in support of the
proposed Franchise Agreement.
THERE BEING NO ONE REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE HEARING WAS CLOSED. AGREEMENT THE RANCH ON SWAUK CREEK PUBLIC WORKS COMMISSIONER WACHSMITH moved to approve a Non-Exclusive Domestic
Water Franchise between Kittitas County and The Ranch on Swauk
Creek, to Use County Roads, Rights-of-Way and Other County Property
within Kittitas County. CHAIRMAN WRIGHT seconded. Motion carried 2-
0.
The meeting was adjourned at 2:10 p.m.
