Board members present: Vice-Chairman Brett Wachsmith; Commissioner Laura
Osiadacz. Excused: Chairman Cory Wright.
Others: Mandy Buchholz, Deputy Clerk of the Board II; Mark Cook, Public
Works Director/Interim Engineer; and 1 member of the public.
CALL TO ORDER
Vice-Chairman Wachsmith called the meeting to order at 10:02 a.m.

SPECIAL EVENT YAKIMA RIVER CANYON MARATHON COMMISSIONERS
Approve a Special Event Application to hold the Yakima River Canyon
Marathon, to be held on March 30, 2019, conditioned upon complying with
recommendations from County Departments and granting a waiver to
Kittitas County Code Chapter 5.20.100 (Penal Bond – Bond of Indemnity).
RESOLUTION 2019-059 BY-LAWS OF THE SECURITY COMMITTEE PROBATION
Approve Resolution No. 2019-059, In the Matter of Updating the Security
Committee Bylaws.
RESOLUTION 2019-058 ILA – KCSO - YCSO COMMISSIONERS
Approve Resolution No. 2019-058, Authorizing Execution of an Interlocal
Agreement between Kittitas County Sheriff’s Office and Yakima County
Sheriff’s Office.
AMENDMENT CH2M/JACOBS SOLID WASTE
Approve Chairman signature to an Amendment to a Professional Services
Agreement between Kittitas County and CH2M/Jacobs Engineering adding
Phase 5 task 1-11, site permitting services for a total adjusted service
contract amount of $804,130.50.
RESOLUTION 2019-054 CANCEL MOBILE HOME TAXES TREASURER
Approve Resolution No. 2019-054, Amending Resolution No. 2019-034
Regarding the Cancellation of Mobile Home Taxes Pursuant to RCW
84.56.240.
RESOLUTION 2019-055 CANCEL PERSONAL PROPERTY TAXES TREASURER
Approve Resolution No. 2019-055, Amending Resolution No. 2019-033

Regarding the Cancellation of Personal Property Taxes Pursuant to RCW
84.56.240.
AGREEMENT ADULT VACCINE PROGRAM PUBLIC HEALTH
Approve and authorize the Public Health Administrator’s signature on the
Adult Vaccine Program Agreement (AVP) providing free vaccine to those
adults 19 and over that do not have insurance effective 1/1/2019 –
12/31/2020.
AMENDMENT YOUTH SERVICES OF K.C. PUBLIC HEALTH
Approve the amended Professional Service Agreement between Youth
Services of Kittitas County and Kittitas County effective dates 4/1/2018
– 6/30/2019 in the amount of $28,151.88.
RESOLUTION 2019-057 INTERAGENCY AGREEMENT CWU/KCPHD PUBLIC HEALTH
Approve Resolution No. 2019-057, Authorizing an Interagency Agreement
between the Kittitas County Public Health Department and Central
Washington University.
AGREEMENT KITTITAS CO. HEALTH NETWORK PUBLIC HEALTH
Approve and authorize the Public Health Administrator’s signature on a
letter of Agreement between Kittitas County Health Network and the
Kittitas County Public Health Department for services under the HRSA
Opioid Response Planning Grant (10/1/2018 – 9/30/2019).
REQUEST FOR QUALIFICATIONS INTERSECTION SIGNAL IMP. PUBLIC WORKS
Approve a Request for Qualifications supporting University Way and
Reecer Creek Road Intersection Signal Improvements, soliciting interest
from consulting firms with expertise in traffic signal and civil design,
to be received by April 4, 2019 10:00 a.m. at 411 North Ruby Suite #1,
Ellensburg, WA 98926 and to authorize the Clerk to publish said notice.
CALL FOR BIDS APPLICATION OF HERBICIDE PUBLIC WORKS
Approve a Notice of Call for Sealed Bids for the Application of
Herbicide to County Roadways for the Years 2019-2022, to be accepted
until April 4, 2019 at 2:00 p.m. at 411 North Ruby Suite #1, Ellensburg,
WA 98926, and to authorize the Clerk to publish said notice.

Approve an Amendment to a Lease Agreement extending Central Washington
University Limited Fixed Base Operator Services to December 31, 2019.
SET PUBLIC HEARING CDBG-PUBLIC SERVICES GRANT COMMISSIONERS
Approve Setting a Public Hearing to consider an application to the
Department of Commerce for the Community Development Block Grant Public
Service Funds beginning July 1, 2019 through June 30, 2020, to be held
on Tuesday April 2, 2019 at 2:00 p.m. in the Commissioners Auditorium,
Room 109, Kittitas County Courthouse 205 West 5th Avenue Ellensburg, WA
and to authorize the Clerk to publish said notice.
