02/20/2019 MINUTES 1 COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON 901 EAST 7TH AVE – ARMORY A SPECIAL MEETING WEDNESDAY 4:00 P.M. FEBRUARY 20, 2019 Board members present: Chairman Cory Wright; Vice-Chairman Brett Wachsmith & Commissioner Laura Osiadacz. Others: Mandy Buchholz, Deputy Clerk of the Board II; Mark Cook, Public Works Director/Interim County Engineer; Greg Zempel, Prosecutor and 4 members of the public. SPECIAL MEETING CWU LETTER TO GAUDINO COMMISSIONERS At 4:00 p.m. Chairman Wright opened a Special Meeting to consider a letter to Central Washington University President James Gaudino, regarding a proposal to lease property at Bowers Field – CWU Aviation Technology Program. Chairman Wright provided & reviewed a redline version for the Board to consider. There was roundtable discussion on the legal ramifications of the letter and what it would allow them to negotiate down the road if accepted. There was discussion on FAA funding and ADO allocations. There was discussion on proposed additions to the letter and concerns expressed for the turnaround time with the letter. Greg Zempel, County Prosecutor stated that the letter is legally binding to negotiate within the parameters of the letter, and that is all. Commissioner Wachsmith moved to authorize Chair signature on the letter with the amendments as discussed. Commissioner Osiadacz seconded. The Board thanked everyone for the time they put into the feedback of the letter. Motion carried 3-0. DISCUSSION PILT & SRS – FLY IN COMMISSIONERS Commissioner Osiadacz stated that she was following up on an e-mail from Lobbyist Robert Weidner asking if there was a BoCC member that could fly in to DC next week for the National Forest Counties & Schools Coalition.
