FEBRUARY 20, 2019 <br /> <br />Board members present: Chairman Cory Wright; Vice-Chairman Brett <br />Wachsmith & Commissioner Laura Osiadacz. <br /> <br />Others: Mandy Buchholz, Deputy Clerk of the Board II; Mark Cook, Public <br />Works Director/Interim County Engineer; Greg Zempel, Prosecutor and 4 <br />members of the public. <br /> <br />SPECIAL MEETING CWU LETTER TO GAUDINO COMMISSIONERS <br /> <br />At 4:00 p.m. Chairman Wright opened a Special Meeting to consider a <br />letter to Central Washington University President James Gaudino, <br />regarding a proposal to lease property at Bowers Field – CWU Aviation <br />Technology Program. <br /> <br />Chairman Wright provided & reviewed a redline version for the Board to <br />consider. <br /> <br />There was roundtable discussion on the legal ramifications of the letter <br />and what it would allow them to negotiate down the road if accepted. <br />There was discussion on FAA funding and ADO allocations. There was <br />discussion on proposed additions to the letter and concerns expressed <br />for the turnaround time with the letter. <br /> <br />Greg Zempel, County Prosecutor stated that the letter is legally binding <br />to negotiate within the parameters of the letter, and that is all. <br /> <br />Commissioner Wachsmith moved to authorize Chair signature on the letter <br />with the amendments as discussed. Commissioner Osiadacz seconded. The <br />Board thanked everyone for the time they put into the feedback of the <br />letter. Motion carried 3-0. <br /> <br />DISCUSSION PILT & SRS – FLY IN COMMISSIONERS <br /> <br />Commissioner Osiadacz stated that she was following up on an e-mail from <br />Lobbyist Robert Weidner asking if there was a BoCC member that could fly <br />in to DC next week for the National Forest Counties & Schools Coalition. <br />She stated that Chairman Wright had previously brought it up and since
