COMMISSIONERS' MINUTES
KITTITAS COUNTY, WASHINGTON
COMMISSIONERS CONFERENCE ROOM
REGULAR MEETING
MONDAY 9:00 A.M. FEBRUARY 11, 2019
Board members present: Chairman Cory Wright & Commissioner Laura
Osiadacz. Excused: Vice-Chairman Brett Wachsmith.
Others: Mandy Buchholz, Deputy Clerk of the Board II; Julie
Kjorsvik, Clerk of the Board; Susan Grindle, CEO HopeSource & Patti
Johnson, Solid Waste Director/Project Manager.
REGULAR MEETING OFFICE STAFF MEETING COMMISSIONERS
At 9:00 a.m. Chairman Wright opened the Office Administration
meeting.
CALENDAR WEEK AT A GLANCE COMMISSIONERS
The Board of County Commissioners reviewed their weekly calendar.
PAF/VOUCHERS REVIEW OF PAF’S & VOUCHERS COMMISSIONERS
The Board of County Commissioners approved and signed County
Employee Personnel Action forms and vouchers.
CORRESPONDENCE LOG REVIEW OF CORRESPONDENCE LOG COMMISSIONERS
The Board of County Commissioners reviewed the weekly Correspondence
Log, a listing of all incoming mail and correspondence for the week
ending February 8, 2019.
APPOINTMENT STEVE LUTEN – HAHC COMMISSIONERS
Commissioner Osiadacz moved to approve the appointment of Steve
Luten to the Kittitas County Homelessness & Affordable Housing
Committee for a two year term effective immediately and ending on
12/31/2020, and directed Staff to prepare a letter for Chair
signature appointing Mr. Luten. Chairman Wright seconded. Motion
carried 2-0.
RATIFY DIBBLE ENGINEERS INC. COMMISSIONERS
Chairman Wright moved to ratify Commissioner Osiadacz’s signature on
a Professional Services Agreement between Kittitas County and Dibble
Engineers Inc., to perform the Courthouse Building Structural
Floor/Ceiling Investigation, as presented. Commissioner Osiadacz
seconded. Motion carried 2-0.

RESOLUTION MERIT SELL PROPERTY COMMISSIONERS
Topic was tabled.
DISCUSSION NO NET LOSS DEFINITION COMMISSIONERS
Commissioner Osiadacz provided an outline of what she interpreted
from the 12/4/2018 Special Meeting on what the BoCC felt was the
definition of no net loss of roads. She stated that the Public Lands
Advisory Committee (PLAC) was meeting today and wanted to get this
included in the work they are doing. Chairman Wright stated that he
felt it included the Boards guidelines in a way that allowed for
further input and discussion in the future. Commissioner Osiadacz
stated she would get it to the PLAC Clerk for their meeting today.
DISCUSSION FACEBOOK WEEKLY POSTS COMMISSIONERS
The Board determined for the week of February 11, 2019 they would
post the 2019 National County Government Week Coloring Contest
announcement as well as share the WSU Extension Podcast “Art of the
Range”.
UPDATE BOCC/ DEPARTMENT HEAD REPORTS COMMISSIONERS
Each Commissioner was assigned three different Department Heads to
meet with on a weekly basis. This was determined at a Special
Meeting with the Board of County Commissioners held on June 18,
2009. Each Commissioner reviewed discussions held with their
respective departments and exchanged details of those meetings. On
January 3, 2011 the Board determined it would be beneficial to
alternate Commissioners that will oversee the different Department
Head’s on an annual basis. They determined at the end of 2013 they
would review the various committees they participate in and provide
beneficial updates to the Board as needed during this time as well.
