CALL TO ORDER Vice-Chairman Wachsmith called the meeting to order. PLEDGE OF ALLEGIANCE Vice-Chairman Wachsmith led the Pledge of Allegiance. INTRODUCTION OF NEW COUNTY EMPLOYEES Kady Porterfield was introduced as the new Event Center Director. PROCLAMATIONS – NONE AWARDS & RECOGNITIONS CERTIFICATE LARRY BLAND COMMISSIONERS Commissioner Osiadacz moved to approve a Certificate of Appreciation to Larry Bland for 24 years of service on the Kittitas County Fair Board. Vice-Chairman Wachsmith seconded. Motion carried 2-0. APPROVAL OF AGENDA Vice-Chairman Wachsmith announced a Resolution for a Local Agency 02/05/2019 MINUTES 2 Declaration of Emergency – Safety of the Board of County Commissioners Office had been added under Administrative Matters. Commissioner Osiadacz moved to approve the Agenda, as amended. Vice- Chairman Wachsmith seconded. Motion carried 2-0. CALL FOR BIDS MARINE PATROL BOAT SHERIFF Approve a Notice of Call for Bids to Furnish a 21’ – 23’ Aluminum Hulled Marine Patrol Boat, to be accepted and opened until February 25, 2019 at 2:00 p.m. at the Kittitas County Sheriff’s Office 307 W. Umptanum Road Ellensburg, WA and to authorize the Clerk to publish said notice. RESOLUTION 2019-021 WA TRAFFIC SAFETY COMMISSION SHERIFF Approve Resolution No. 2019-021, Authorizing an Interlocal Agreement between the Kittitas County Sheriff’s Office and the Washington Traffic Safety Commission in the amount of $5,494.00 for high visibility emphasis patrol from October 1, 2018 to September 30, 2019. 02/05/2019 MINUTES 4 AGREEMENT INDIGENT DEFENSE SERVICES UPPER DISTRICT COURT Approve an Agreement between Kittitas County and Majorie D. Alumbagh for Upper District Court Indigent Defense Services from January 1, 2019 through December 31, 2019. RESOLUTION 2019-022 COURT ADVOCATES FOR CHILDREN SUPERIOR COURT Approve Resolution No. 2019-022, Ratifying and Specifying Funding for the Memorandum of Understanding between Kittitas County Superior Court and Court Advocates for Children for Kittitas County. RESOLUTION 2019-023 LEVIES FOR 2019 TAX COLLECTION ASSESSOR Approve Resolution No. 2019-023, Kittitas County Levies for the 2019 Tax Collection. PLAN YAKIMA RIVER PUBLIC ACCESS PLAN CDS Approve the Yakima River Public Access Plan, as recommended by the Public Lands Advisory Committee. BYLAWS DEVELOPMENTAL DISABILITIES PUBLIC HEALTH Approve the Kittitas County Developmental Disabilities Advisory Committee Bylaws, including the authorization and composition, board duties, procedural matters, election process of board members/officers/subcommittee, County Coordinator responsibilities, and amendment responsibilities. RESOLUTION 2019-024 UNCOLLECTIBLE DEBT SOLID WASTE Approve Resolution No. 2019-024, Releasing Uncollectible Debt to the Kittitas County Solid Waste Fund, in the amount of $10,448.60. AGREEMENT THE WATERSHED COMPANY CDS Approve a Professional Services Agreement between Kittitas County and The Watershed Company, for Consulting Services for the Critical Areas Ordinance Update. RESOLUTION 2019-026 JACOBS ENGINEERING PUBLIC WORKS Approve Resolution No. 2019-026, Authorizing the Chair’s Signature on Amendment No. 1 to Task Order No. 1 with Jacobs Engineering for General Environmental and Planning Assistance. RESOLUTION 2019-027 BIG BOULDER CREEK ROAD BRIDGE PUBLIC WORKS Approve Resolution No. 2019-027, for the Big Boulder Creek Road Bridge Replacement Project (CRP No. 296-18), in the total amount of $120,000.00 for the County Road Fund Allocation. RESOLUTION 2019-028 UNIVERSITY WAY & REECER INTERSECTION PUBLIC WORKS Approve Resolution No. 2019-028, for the University Way and Reecer Creek Intersection Project (CRP No. 293-18) to install a signal a signal to decrease average wait time at the intersection and improve safety, in 02/05/2019 MINUTES 6 the total amount of $670,000.00 for the County Road Fund Allocation. SET PUBLIC HEARING SPEED REDUCTION – UMPTANUM ROAD PUBLIC WORKS Approve Setting a Public Hearing to consider Amending Kittitas County Code Section 10.08.020 and Section 10.08.030 Speed Limits, on Umptanum Road, to be held on Tuesday February 19, 2019 at 2:00 p.m. in the Commissioners Auditorium, Room 109, Kittitas County Courthouse 205 West 5th Avenue Ellensburg, WA and to authorize the Clerk to publish said notice. RESOLUTION 2019-029 MAINTENANCE ROCK MATERIALS PUBLIC WORKS Approve Resolution No. 2019-029, to Award a Bid to Furnish Maintenance Rock Materials for Calendar Year 2019 to Ellensburg Cement Products for Schedules “A”, “B”, and “C” and to authorize the Public Works Director to sign the contract documents. REQUEST FOR QUALIFICATION I-90 TRAFFIC MODEL PUBLIC WORKS Approve a Request for Qualifications for the Upper County Task Force I- 90 Traffic Modeling, to be submitted by 10:00 a.m. on February 21, 2019 at the Kittitas County Public Works Office, 411 North Ruby Street, Suite 1, Ellensburg, WA and to authorize the Clerk to publish said notice. LETTER NATIONAL COUNTY GOVERNMENT MONTH COMMISSIONERS Approve a Letter to Teachers in Kittitas County encouraging elementary school children in grades K-5 to participate in the annual National County Government Month celebration with a coloring/drawing contest. CORRESPONDENCE - NONE ADMINISTRATIVE MATTERS RESOLUTION 2019-018 LOCAL DECLARATION OF EMERGENCY COMMISSIONERS Commissioner Osiadacz moved to approve Resolution No. 2019-018, a Local Agency Declaration of Emergency – Safety of the Board of County Commissioners Office. Vice-Chairman Wachsmith seconded. Motion carried 2-0. CITIZEN COMMENTS ON NON-AGENDA ITEMS - NONE BOARD DISCUSSION/DECISION ITEMS 02/05/2019 MINUTES 7 CLAIM FOR DAMAGES JEREMY SYBERTZ – DENIED PROSECUTOR Commissioner Osiadacz moved to deny a Claim for Damages filed by Jeremy Sybertz with the Kittitas County Auditor’s Office on December 26, 2018, as recommended by the Prosecutors office. Vice-Chairman Wachsmith seconded. Motion carried 2-0.
