Meeting called to order at 11:10 AM.
Cable Installation
Mr. Goeben presented a staff report request to authorize use of Small Purchase Roster to contract low
voltage wire installation. There was discussion about the history of the Maintenance department
completing this classification of work and the necessary knowledge, skills, and tools. The board denied
the request and directed IT to take the lead on low voltage electrical wire runs (Ethernet) and to request
assistance from Maintenance when IT is not capable of performing the work.
NetSupport Notify Use for Network Outages
Mr. Goeben provided a history of the purchase and use of NetSupport Notify by the Security Committee.
According to the Kittitas County Emergency Procedures, 4/18, “NetSupport Notify is our EMERGENCY
NOTIFICATION SYSTEM (ENS)… It was purchased to enhance our internal emergency communications,
and should only be used to report emergencies or notify others that help is needed.” The board directed
IT to use NetSupport Nofity to alert staff to network outages that would shut down basic functions of
government.
GIS Mapping Services
Mr. Goeben informed the board a consultant working for a fire district requested mapping services from
IT. The board directed IT to obtain a request from the fire department for board consideration.
Other Business
Mr. Goeben updated the board that Dude Solutions’ Laserfiche integration is complete and operational.

Summary
IT has been informed by Maintenance they will no longer install Ethernet wire for the county.
Occasionally minor remodeling is required to add network and power to locations as requested by
offices/departments.
Background
The Maintenance department is responsible for maintaining the physical structures of the county and
supporting staff with all facility based issues, including construction and remodeling. For as long as the
county has had computers, Maintenance has installed Ethernet cable (low voltage copper wire)
throughout the county facilities from the county’s server room to network closets and to the desks in
offices/department. The maintenance department has had the construction and remodeling knowledge,
skills, and tools necessary to perform this task safely and efficiently. The IT department does not have
the construction and remodeling knowledge, skills, and tool necessary to perform this task.
Analysis and findings
The installation of Ethernet wire with PoE (power over Ethernet) is classified by WA Labor and Industries
as Limited Energy (low voltage) and requires specific knowledge and training. Permits are required in
certain cases (such as passing fire barriers, exceeding a certain number of ports, etc.). Contractors are
required to have a license to perform installation.
IT has no relevant skills or training necessary to perform low voltage or construction remodeling work,
or interpret conditions requiring permits.
IT surveyed the Association of City and County Information Services (ACCIS) and found no county IT
department installs or alters Ethernet wire; Maintenance/Facilities departments perform the work. At
the board’s request IT contacted local agencies included in comparative wage surveys and found the
following:
1. KVH Facilities is responsible for infrastructure which includes network cabling
2. Kittcom Maintenance staff is responsible for running network cabling
3. CWU Vendor; Paramount
4. Ellensburg Mostly Maintenance; big jobs to Paramount; easy (false ceiling) IT
Maintenance staff is under union contract. Moving work from their responsibilities to IT (non‐union)
might have unknown ramification(s).

Historically, request for Ethernet wire installation has been infrequent and requires minimal resources.
2016, 1 request for cable to attorney in Superior Court
2017, 3 requests: 2 for Lower District Court and 1 for Fair wireless
2018, 2 requests for displays in hall (BOCC and Clerk)
Fiscal impact
If a vendor charged $118/hour (prevailing wage), it is estimated:
The work in 2016 would have cost $118
The work in 2017 would have cost $2,006
The work in 2018 would have cost $413
Recommendation
IT recommends the board direct IT staff to work with vendors on the small purchase roster to obtain the
necessary documents to procure network services in 2019.
Because of the time sensitive nature of an open request to Maintenance to run Ethernet cable from the
communication closet in Morris Sorenson to the Public Health Office, to provide phone service to 2
employees, IT requests the board directs Maintenance complete this last network run while vendors are
contracted for future work.
