COMMISSIONERS' MINUTES
KITTITAS COUNTY, WASHINGTON
COMMISSIONER’S CONFERENCE ROOM
SPECIAL MEETING
THURSDAY 9:00 A.M. JANUARY 24, 2019
Board members present: Chairman Cory Wright; Vice-Chairman Brett
Wachsmith (by phone) & Commissioner Laura Osiadacz.
Others: Mandy Buchholz, Deputy Clerk of the Board II; Mark Cook, Public
Works Director/Interim County Engineer and Lisa Young, HR
Director/Interim Event Center Director.
SPECIAL MEETING PUBLIC WORKS PAF’S HUMAN RESOURCES
At 9:00 a.m. Chairman Wright opened a Special Meeting at the request of
HR to meet with Public Works Director/Interim County Engineer Mark Cook
& Lisa Young, HR Director/Interim Event Center Director to discuss PAF’s
recently received.
The Board discussed and considered the PAF’s presented.
Director Cook explained his formula and how he has done this for the
past 4 years.
Lisa Young, HR Director/Interim Event Center Director stated that she
brought the topic forward due to the fact that the PAF’s are amounts
granted above average and not typical practice of the Board to use
vacancy savings to fund increases.
Chairman Wright questioned if there was policy against the proposal. Ms.
Young stated that there was not. There was discussion on out of class
pay being brought forward as an option to non-union employees and the
Board stated that they would be having a meeting next week to consider
the proposal.
The Board signed PAF’s for the following DPW Staff: Candie Leader, Liz
Remeto, Tim Kauzlarich, Karen Hodges, Chris Hooper, Taylor Gustafson,
Ryan Berge, Willie Adams, Chuck Reed, Justin Turnbull and Jim Van De
Venter.
DISCUSSION WAGE ADJUSTMENT/BUDGET AMENDMENT HUMAN RESOURCES
Chairman Wright noted that the topic would not be discussed during this

meeting and was placed on an agenda for 1/29/18.
OTHER BUSSINES
Director Cook requested the Board withdraw his $2,000.00 a month
stipened, recently awarded to him. He stated that once out of class pay
can be addressed that’s when the process would be in place to allow for
the additional incentive while he serves as County Engineer. He thanked
them for their support.
The Board honored the request but indicated that they didn’t understand
or necessarily agree with the request.
The meeting was adjourned at 9:20 a.m.
