COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON AGENDA SESSION REGULAR MEETING
TUESDAY 10:00 A.M. JANUARY 15, 2019
Board members present: Chairman Cory Wright, Vice-Chairman Brett
Wachsmith, and Commissioner Laura Osiadacz.

CALL TO ORDER
Chairman Wright called the meeting to order.
PLEDGE OF ALLEGIANCE
Chairman Wright led the Pledge of Allegiance.
INTRODUCTION OF NEW COUNTY EMPLOYEES
Dan Carlson, CDS Director introduced new County employees including Toni
Berkshire, Code Enforcement Officer and Jeremy Larson, Plans Examiner.

CERTIFICATE JERRY SHUART COMMISSIONERS
Commissioner Wachsmith moved to approve a Certificate of Appreciation to
Jerry Shuart for his dedicated service to the citizens of Kittitas
County from April 1, 1980 to January 31, 2019. Commissioner Osiadacz
seconded. Motion carried 3-0.

RESOLUTION 2019-008 UPPER DISTRICT COURT JUDGE HUMAN RESOURCE
Approve Resolution No. 2019-008, to Reclassify the Upper Kittitas County
Judge Position from 69% of a full-time position to 80%, effective
January 1, 2019.
RESOLUTION 2019-009 VOIP SERVICES IT
Approve Resolution No. 2019-009, Authorizing the Chairman’s Signature on
a Voice Over Internet Protocol (VOIP) Services 911 Customer Notice and
Acknowledgement from Consolidated Communications, formerly FairPoint
Communications.
RESOLUTION 2019-010 CONSOLIDATED COMMUNICATIONS IT
Approve Resolution No. 2019-010, Authorizing the Chairman’s Signature on
a Consolidated Communications Customer Service Agreement.

RESOLUTION 2019-011 MICROSOFT IT
Approve Resolution No. 2019-011, to Authorize an Enterprise Agreement
with Microsoft to renew licenses for Microsoft software.
RESOLUTION 2019-012 UNEMPLOYMENT COMPENSATION AUDITOR
Approve Resolution No. 2019-012, Adopting the 2019 Internal Rate for
Unemployment Compensation, effective January 1, 2019.
RESOLUTION 2019-006 TRAVEL POLICY AUDITOR
Approve Resolution No. 2019-006, Amending the Kittitas County Travel
Policy, for employee reimbursement of mileage, hotel and meals effective
January 1, 2019.
SET PUBLIC HEARING SURPLUS COUNTY ASSETS AUDITOR
Approve Setting a Public Hearing to consider the Disposition of County
Assets through Selling on publicsurplus.com, to other Agencies, Trade
Ins, and/or Disposal of Assets to be held on February 5, 2019 at 2:00
p.m. in the Commissioners Auditorium, Room 109, Kittitas County
Courthouse 205 West 5th Ave. Ellensburg, WA and to authorize the Clerk to
publish said notice.
AGREEMENT STATE ASSOCIATION OF PUBLIC HEALTH OFFICIALS PUBLIC HEALTH
Approve an Agreement between the Washington State Association of Local
Public Health Officials and the Kittitas County Public Health Department
regarding the operation of Medicaid Administrative Claiming in
Washington State.
AGREEMENT STATE DEPT. OF HEALTH DATA SHARING PUBLIC HEALTH
Approve an Agreement between the State of Washington Department of
Health and the Kittitas County Public Health Department for Data Sharing
in regards to Comprehensive Hospital Abstract Reporting System, Birth,
Fetal Death, Linked Birth-CHARS, and Linked Birth-Infant Death Data
Files from January 1, 2019 through December 31, 2019.
AGREEMENT COMMUNITY HEALTH OF CENTRAL WASHINGTON PUBLIC HEALTH
Approve a Professional Services Agreement between the Kittitas County
Public Health and Community Health of Central Washington to provide
services for those eligible in the Children with Special Health Care
Needs program which is a part of the Maternal Child Health Block Grant
from October 1, 2018 through September 30, 2019.

AGREEMENT ELMVIEW PUBLIC HEALTH
Approve a Professional Services Agreement between Kittitas County and
Elmview to provide a coordinated and comprehensive local program of
services for persons with developmental disabilities and to fulfill the
County’s responsibilities as outlined, in an amount to not exceed
$24,523.20 from January 1, 2019 through August 31, 2019.
SET PUBLIC HEARING MEADOW WAY SPEED LIMIT PUBLIC WORKS
Approve Setting a Public Hearing to Consider Amending Kittitas County
Code Section 10.08.010 (Speed Limits) to Establish a Speed Limit for
Meadow Way, to be held on Tuesday February 5, 2019 at 2:00 p.m. in the
Commissioners Auditorium, Room 109, Kittitas County Courthouse 205 West
5th Avenue Ellensburg, WA and to authorize the Clerk to publish said
notice.
SET PUBLIC HEARING GAME BIRD LOOP & SAGE GROUSE LANE PUBLIC WORKS
Approve Setting a Public Hearing to Consider Amending Kittitas County
Code Section 10.08.010 Speed Limits and Section 10.12.010 Stop & Yield
Signs for Game Bird Loop and Sage Grouse Lane, to be held on Tuesday
February 5, 2019 at 2:00 p.m. in the Commissioners Auditorium, Room 109,
Kittitas County Courthouse 205 West 5th Avenue Ellensburg, WA and to
authorize the Clerk to publish said notice.
RESOLUTION 2019-013 LEVY CERTIFICATION – CRAB PUBLIC WORKS
Approve Resolution No. 2019-013, Authorizing the Chairman to Sign the
Digital Submittal of Levy Certification to the County Road
Administration Board.
RESOLUTION 2019-014 DISTRESSED COUNTY SALES & USE TAX PUBLIC WORKS
Approve Resolution No. 2019-014, for the 2019 Distressed County Sales
and Use Tax Infrastructure Improvement Program Agreement with the
Ellensburg Business Development Authority.
CALL FOR BIDS MAINTENANCE ROCK MATERIALS PUBLIC WORKS
Approve a Notice of Call for Bids to Furnish Maintenance Rock Materials
for the Calendar Year 2019, to be accepted and opened on January 29,
2019 at 2:00 p.m. in the Kittitas County Public Works Department 411
North Ruby Street, Suite 1, Ellensburg, WA and to authorize the Clerk to
publish said notice.

MEMORANDUM OF AGREEMENT EVERGREEN FOREST COUNTY GROUP COMMISSIONERS
Approve a Memorandum of Agreement with the Evergreen Forest County
Group, A Rural Public Lands County Council Affiliate, in the amount of
$10,000.00 to serve as the Washington, D.C. government relations advisor
to Kittitas County. CORRESPONDENCE - NONE ADMINISTRATIVE MATTERS - NONE
CITIZEN COMMENTS ON NON-AGENDA ITEMS
Milt Johnston commented on Central Washington University’s Aviation
program moving to Yakima. He felt it was bad move and urged the Board of
County Commissioners to make it a priority to find a way to help keep
the program in the area as the airport is a vibrant part of the
