COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON COMMISSIONERS AUDITORIUM SPECIAL MEETING
TUESDAY 2:00 P.M. JANUARY 15, 2019
Board members present: Chairman Cory Wright; Vice-Chairman Brett
Wachsmith; and Commissioner Laura Osiadacz.
Others: Julie Kjorsvik, Clerk of the Board; Mark Cook, Public Works
Director/Interim Engineer; and 2 members of the public.
PUBLIC HEARING ZIRKLE FRUIT COMPANY PUBLIC WORKS
At 2:00 p.m. CHAIRMAN WRIGHT opened a Public Hearing to consider an
Irrigation Franchise with Zirkle Fruit Company on Payne Road.
MARK COOK, PUBLIC WORKS DIRECTOR/INTERIM ENGINEER provided a Staff
Report on a proposed Irrigation Franchise with Zirkle Fruit Company
on Payne Road. He said the proposed Franchise was to install a 10”
irrigation pipe approximately 0.78 miles south of Thrall Road.
THOSE PRESENT & TESTIFYING: PHIL HULL, ZIRKLE FRUIT COMPANY spoke in
favor of the proposed Irrigation Franchise.
AGREEMENT ZIRKLE FRUIT COMPANY PUBLIC WORKS
COMMISSIONER WACHSMITH moved to approve a Non-Exclusive Irrigation
Water Franchise to Use County Roads, Rights-of-Way and other County
Property within Kittitas County between Zirkle Fruit Company and
Kittitas County. COMMISSIONER OSIADACZ seconded. Motion carried 3-
0.

At 2:05 p.m. CHAIRMAN WRIGHT opened a Public Hearing to consider an
Irrigation Franchise with Eric S. Moe, Sydney A. Moe, Molly B.
Nisbet, Peter B. Nisbet and Zirkle Fruit Company on Dodge Road.
MARK COOK, PUBLIC WORKS DIRECTOR reviewed the proposed Irrigation
Franchise with Eric S. Moe, Sydney A. Moe, Molly B. Nisbet and Peter
B. Nisbet and Zirkle Fruit Company.
THERE BEING NO ONE REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE HEARING WAS CLOSED.
