JANUARY 15, 2019 <br />Board members present: Chairman Cory Wright; Vice-Chairman Brett <br />Wachsmith; and Commissioner Laura Osiadacz. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; Mark Cook, Public Works <br />Director/Interim Engineer; and 2 members of the public. <br /> PUBLIC HEARING ZIRKLE FRUIT COMPANY PUBLIC WORKS <br /> <br />At 2:00 p.m. CHAIRMAN WRIGHT opened a Public Hearing to consider an <br />Irrigation Franchise with Zirkle Fruit Company on Payne Road. <br /> MARK COOK, PUBLIC WORKS DIRECTOR/INTERIM ENGINEER provided a Staff <br />Report on a proposed Irrigation Franchise with Zirkle Fruit Company <br />on Payne Road. He said the proposed Franchise was to install a 10” <br />irrigation pipe approximately 0.78 miles south of Thrall Road. <br /> THOSE PRESENT & TESTIFYING: PHIL HULL, ZIRKLE FRUIT COMPANY spoke in <br />favor of the proposed Irrigation Franchise. <br /> AGREEMENT ZIRKLE FRUIT COMPANY PUBLIC WORKS <br /> COMMISSIONER WACHSMITH moved to approve a Non-Exclusive Irrigation <br />Water Franchise to Use County Roads, Rights-of-Way and other County <br />Property within Kittitas County between Zirkle Fruit Company and <br />Kittitas County. COMMISSIONER OSIADACZ seconded. Motion carried 3- <br />0. <br /> PUBLIC HEARING MOE, NISBET, ZIRKLE FRUIT CO. PUBLIC WORKS <br /> <br />At 2:05 p.m. CHAIRMAN WRIGHT opened a Public Hearing to consider an <br />Irrigation Franchise with Eric S. Moe, Sydney A. Moe, Molly B. <br />Nisbet, Peter B. Nisbet and Zirkle Fruit Company on Dodge Road. <br /> MARK COOK, PUBLIC WORKS DIRECTOR reviewed the proposed Irrigation <br />Franchise with Eric S. Moe, Sydney A. Moe, Molly B. Nisbet and Peter <br />B. Nisbet and Zirkle Fruit Company. <br /> THERE BEING NO ONE REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE HEARING WAS CLOSED.
