2019-01-04 MINUTES 1
COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON COMMISSIONER’S CONFERENCE ROOM SPECIAL MEETING FRIDAY 3:00 P.M. JANUARY 4, 2019
Board members present: Chairman Cory Wright; Vice-Chairman Brett
Wachsmith; and Commissioner Laura Osiadacz.

Others: Julie Kjorsvik, Clerk of the Board; Greg Zempel, Prosecutor
and Neil Caulkins, Deputy Prosecutor.
SPECIAL MEETING SOCIAL MEDIA COMMISSIONERS
At 4:00 p.m. Chairman Wright opened a Special Meeting to discuss
social media management.

Commissioner Osiadacz said the Board would like the Prosecutors
office to look into how the Commissioners Facebook site should be
handled and possibly expanded into an overall page for “Kittitas
County”. It could include information from departments under their
direction as well as any other Elected Officials who’d like to join
in as well. A suggestion was to have IT manage the page and have
departments submit information to them for posting. The information
may need to have it viewed and approved by someone else prior to it
being submitted to the IT Department. Another suggestion was to have
an employee who has experience with being a Public Information
Officer draft the information for the page since they are used to
the type of language that should be pushed out to the public.

Other issues discussed included being sure the County was compliant
with Facebook rules and regulations; who would be responsible for
posting the content and how it would occur; capturing all of the
appropriate information; and authorizing criteria for deleting
information. There were concerns expressed about making sure that
whoever does the updates that the employee’s personal Facebook pages
would not be subject to Public Disclosure.

Julie Kjorsvik was asked to submit a request to the Prosecutors
office through CAMAS for an independent review of what Facebook
allows and doesn’t allow for and ask that it be assigned to both
Greg and Neil. She will also request information relating to
policies and procedures from other Counties who have a Facebook page
set up.
