01/03/2019 MINUTES 1 COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON COMMISSIONER’S CONFERENCE ROOM SPECIAL MEETING THURSDAY 1:30 P.M. JANUARY 3, 2019 Board members present: Chairman Cory Wright; Vice-Chairman Brett Wachsmith (arrived at 2:00) & Commissioner Laura Osiadacz. Others: Mandy Buchholz, Deputy Clerk of the Board II; Mark Cook, Public Works Director/Interim County Engineer and 5 members of the public. SPECIAL MEETING AIRPORT MGR JD/LEASES PUBLIC WORKS At 1:30 p.m. Chairman Wright opened a Special Meeting to meet with Public Works Director/Interim County Engineer Mark Cook to receive updates on the Airport Manager Job Description and Airport Leases. Mark Cook, Public Works Director/Interim County Engineer presented and reviewed with the Board the Airport Manager Job Description. Mark Cook, Public Works Director/Interim County Engineer presented & reviewed two versions of Airport Leases with language options as well as a single page of language the County Prosecutor’s office drafted for their consideration. The Board directed Director Cook to bring forward for his next Study Session on 1-14-19 the rate modeling proposals as well as 3 scenarios (aggressive, moderate and low) for their consideration. OTHER BUSINESS – Director Cook questioned the Board on the make-up of the interview panel for the Water Resource Manager position. There was discussion and consideration given regarding outside stakeholders in the community that should be considered for the panel as well as Chairman Wright would be a part of the panel as he is the BoCC’s water lead for the County.
