COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON AGENDA SESSION SPECIAL MEETING
WEDNESDAY 10:00 A.M. JANUARY 2, 2019
Board members present: Chairman Cory Wright; Vice-Chairman Brett
Wachsmith; and Commissioner Laura Osiadacz.
Others: Julie Kjorsvik, Clerk of the Board; Jerry Pettit, Auditor; Mark
Cook, Public Works Director/Interim Engineer; Judy Pless, Budget &
Finance Manager; Jeremy Johnston, Staff Planner; Sarah Keith, Superior
Court Administrator; Kasey Knutson, Health Promotion Supervisor; Dan
Carlson, CDS Director; Debbie Myers, Board Clerk; and 1 member of the
public.
CALL TO ORDER
Julie Kjorsvik, Clerk of the Board called the meeting to order.
PLEDGE OF ALLEGIANCE
Julie Kjorsvik, Clerk of the Board led the Pledge of Allegiance.
NOMINATIONS FOR 2019 CHAIRMAN AND VICE-CHAIRMAN
Commissioner Osiadacz nominated Commissioner Wright to serve as Chairman
of the Kittitas County Board of Commissioners for the year 2019.
Commissioner Wachsmith seconded the nomination. Nominations were closed.
A unanimous ballot was cast for Commissioner Wright to serve as Chairman
for the year 2019.
Chairman Wright asked for nominations to serve as Vice-Chairman of the
Kittitas County Board of Commissioners for the year 2019. Commissioner
Osiadacz nominated Commissioner Wachsmith to serve as Vice-Chairman for
2019. Chairman Wright seconded the nomination. Nominations were closed.
A unanimous ballot was cast for Commissioner Wachsmith to serve as Vice-
Chairman for the year 2019.

APPROVAL OF AGENDA
Commissioner Wachsmith moved to approve the Agenda, as presented.
Commissioner Osiadacz seconded. Motion carried 3-0.
CONSENT AGENDA
Chairman Wright noted each Consent Item would be reviewed individually
prior to making any motions.
It was noted that Consent Item B was removed from the Agenda.
Commissioner Wachsmith moved to approve the Consent Agenda, as amended.
Commissioner Osiadacz seconded. Motion carried 3-0. MINUTES

REQEUST TO APPROVE A RESOLUTION RATIFYING AND SPECIFYING FUNDING FOR THE MEMORANDUM OF UNDERSTANDING BETWEEN SUPERIOR COURT AND COURT ADVOCATES FOR CHILDREN FOR KITTITAS COUNTY – ITEM REMOVED FROM THE AGENDA. RESOLUTION 2019-001 CERTIFYING TAXES LEVIED COMMISSIONERS
Approve Resolution No. 2019-001, Certifying to the County Assessor the
Respective Amounts of Taxes Levied for Each Taxing District.
AGREEMENT CITY OF CLE ELUM – LARGE SCALE MUNICIPALITY COMMISSIONERS
Approve the 2018-2019 Lodging Tax Services Agreement between Kittitas
County and the City of Cle Elum for the Large-Scale Municipality Owned
Capital Project, in the amount of $1,500,000.00 to be used for the
Capital Project – Covered Arena and Associated Build-out for the
Washington State Horse Park.

RESOLUTION 2019-002 OFFICE CLOSURE PUBLIC HEALTH
Approve Resolution No. 2019-002, Authorizing the Closure of the Kittitas
County Public Health Department on January 26, 2019 to Conduct an Annual
Training Retreat for Staff.
RESOLUTION 2019-003 VANTAGE TO POMONA CDS
Approve Resolution No. 2019-003 for the Vantage to Pomona Zoning
Conditional Use Permit (CU-18-00001), for the development and continued
maintenance of a 27.6 mile 230 kV transmission line to be built in the
south east corner of Kittitas County.
RESOLUTION 2019-004 TALISMAN TOWNHOMES PRELIMINARY PLAT CDS
Approve Resolution No. 2019-004 for the Talisman Townhomes Preliminary
Plat (LP-18-00003), a division of 1.27 acres into 24 residential lots
with one (1) access tract and three (3) community Open Space tracts,
with proposed lots averaging 1.719 sq. ft. on a site zoned Master
Planned Resort Plat (Suncadia).
LEASE ADDENDUM – CENTRAL WA UNIVERSITY PUBLIC WORKS
Approve an Addendum to a Lease between Kittitas County and Central
Washington University for Limited Fixed Base Operator Services through
March 31, 2019. ADMINISTRATIVE MATTERS - NONE CITIZEN COMMENTS ON NON-AGENDA ITEMS – NONE BOARD DISCUSSION/DECISION ITEMS - NONE MISCELLANEOUS - NONE EXECUTIVE SESSION – NONE ADJOURNMENT
