1. CALL TO ORDER
The meeting was called to order at 10:03 AM.
2. EXECUTIVE SESSION – DISCUSS NEGOTIATIONS – RCW 42.30.140 (4)(b) THAT PORTION OF A
MEETING DURING WHICH THE GOVERNING OBDY IS PLANNING OR ADOPTING THE STRATEGY OR
POSITION TO BE TAKEN BY THE GOVERNING BODY DURING THE COURSE OF ANY COLLECTIVE
BARGAINING, PROFESSIONAL NEGOTIATIONS, OR GRIEVANCE OR MEDIATION PROCEEDINGS, OR
REVIEWING THE PROPOSALS MADE IN THE NEGOTIATIONS OR PROCEEDINGS WHILE IN PROGRESS.
The Board entered executive session at 10:04 AM to discuss negotiations. Anticipated length: 10
minutes; anticipated action: Direction to staff. Solid Waste Director Johnson, Sheriff Dana and
Undersheriff Myers were present to provide any input requested by HR Director Young or the Board.
The Board exited executive session at 10:14 AM with direction to staff to proceed as discussed.
3. APPROVAL OF MINUTES
HR Director Young presented the Board with minutes from 2017 and 2018 HR Study Sessions.
Commissioner O’Brien moved to approve the minutes for signing. Commissioner Osiadacz seconded the
motion. Motion approved; 2:0 and the following minutes were signed, and originals submitted to BOCC
staff for uploading.

4. OTHER BUSINESS
Director Young provided an update regarding the transfer of the Coke stage to the City of Cle Elum. She
reported that additional steps may need to be taken over what was originally anticipated. Director
Young will work with the Auditor’s Office and legal to clarify the proper process.
Director Young also advised the Board that open enrollment is now closed. Representatives from the
Human Resource Office and the Auditor’s Office will conduct a phone meeting with Alliant on
12/13/2018 to discuss how enrollment information will be distributed to the necessary parties for timely
employee accessibility.
