2018-12-10 MINUTES 1 <br />COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON COMMISSIONERS AUDITORIUM SPECIAL MEETING <br /> TUESDAY 11:00 A.M. DECEMBER 10, 2018 <br />Board members present: Chairman Laura Osiadacz; Vice-Chairman <br />Obie O’Brien; and Commissioner Cory Wright. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; Neil Caulkins, <br />Deputy Prosecutor and 12 members of the public. <br /> PUBLIC HEARING WIEHL ROAD RID PUBLIC WORKS <br />At 11:00 a.m. CHAIRMAN OSIADACZ opened a Public Hearing <br />continued from November 20, 2018 to consider the Formation of <br />Road Improvement District 2018-01 Wiehl Road. She noted the <br />record was open. <br /> THOSE PRESENT & TESTIFYING: DENNIS GIANNOTTI spoke in favor of <br />the Road Improvement District which would improve safe access, <br />specifically for emergency medical and fire services. ADAM STROM <br />said he was in favor of the Road Improvement District and the <br />importance of access for emergency services. JIM BROUSE said <br />safety was their main concern and it was about time the road was <br />improved. LAURA OLENDER said they were limited to getting safe <br />access to their home and was in favor the proposed Road <br />Improvement District. THERE BEING NO OTHERS REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE HEARING WAS CLOSED. COMMISSIONER O’BRIEN moved to approve the Wiehl Road – Road <br />Improvement District. COMMISSIONER WRIGHT seconded. <br /> COMMISSIONER O’BRIEN spoke in favor of the Road Improvement <br />District. He said he agreed with the safety concerns expressed <br />and those needed to be corrected. The need for fire, life and <br />safety is the same for everyone despite how long they reside in <br />the area and that should be considered in the decision. COMMISSIONER WRIGHT said the benefit to the neighborhood was <br />overwhelming and would be in support of the Road Improvement <br />District. CHAIRMAN OSIADACZ said she was in favor of the Road <br />Improvement District, but felt there were different levels of <br />benefits and they should have an evaluation conducted on the <br />lots (buildable versus non-buildable lots). She said she spoke <br />with the Public Works Department and they said an evaluation <br />would not hinder the construction timeline. NEIL CAULKINS,
